The trope is not about being considered nice despite doing evil things, but about getting away scot-free from those evil things (and we don't know if that'll happen since his character arc probably isn't finished yet)

* KarmaHoudini: While considered one of the more reasonable Marines, he still helped in the destruction of Ohara and froze his friend Saul to death. Bar a few instances of sparing the main characters, he's still a relatively ruthless marine and will carry out his orders. It's mainly in comparison to Akainu that he comes off as more reasonable.

Then, on top of that, [[spoiler:Fujitora flagrantly defied him because if things were done Akainu's way after the Donquixote Pirates were rounded up and arrested, the World Government would have received another ill-gotten pat on the back for a job well done in a situation where an entire country was anything ''but'' okay in the aftermath of a huge and bloody battle]].

Given that both are both quite broken, it's no surprise. However, the canonocity is disputed for the time being.

Lawful stupid is someone who follows too much the law and does stupid thing (an extreme case of "honor befor reason") not a lawful character who is also stupid (and Kizaru, while is an airhead, is certainly not dumb)

Can't tell the difference between the "black" Den Den Mushi, only used for espionage, and the standard Den Den Mushi used as a phone, completely overlooks slavery and its many implications, and nearly destroyed an entire island in the Saobody Archipelago because he couldn't be bothered to check where he was aiming.

Twenty years ago, at the dawn of the Golden Age of Piracy, Kong was the
Fleet Admiral. He's since been promoted. Now the second-most (technically sixth-most, but who's counting) powerful person in the World Government, Kong's authority extends to not just the Marines but the Warlords, espionage agents, Cipher Pols, and Impel Down and Enies Lobby staff as well.

[[folder:(Former) Fleet Admiral Sengoku "The Buddha"]]
[[quoteright:208:http://static.tvtropes.org/pmwiki/pub/images/1000wukong_1.png]]
-->"''A fortress... can always be rebuilt. However... this is Marineford, an island situated almost exactly in the center of the entire world. To the people of the world, who live in fear of evildoers coming and going amongst them, the true meaning lies in our position in this place! Our universal justice will never fall!''"

->Voiced by: Takkou Ishimori (JP, 1st voice), Creator/ToruOkawa (JP, 2nd voice), Ed Blaylock (EN, Funi)

Sengoku, also known as the Great Buddha, was the supreme commander of the World Government's military force, the Marines. One of the few who still know the seas from the olden days, he's even respected by Whitebeard. He is stern and business-like, which often puts him at odds with his old friend Garp, whom he occasionally bickers with. He ate the Human-Human Fruit, Model: Great Buddha (''Hito Hito no Mi, Daibutsu Model''), a Mythical Zoan-class fruit which allows him to turn his body into a giant, golden, Buddha-like entity.

After the battle at Marineford, he resigned from his position because of doubts about the World Government's actions and nominated Aokiji as his successor. [[TimeSkip Two years later]], he's a [[http://static1.wikia.nocookie.net/__cb20121207044444/onepiece/images/2/24/Sengoku_Anime_Post_Timeskip_Infobox.png General Inspector]] for the Marines, so he hasn't totally retired from business yet.
-----
* AfroAsskicker: When his hat comes off, it's this.
* AttackOfThe50FootWhatever: His Buddha form.
* AuthorityEqualsAsskicking: The chain starts with him.
* BadassGrandpa: He's around Garp's age. His hair even turned gray during the time skip.
* BadassInANiceSuit: Sported an awesome suit back when Roger was still around.
* CallBack: When the Human-Human Fruit first came to the story in Chopper, an SBS asked what would happen if a human ate one. Oda responded they would be enlightened.
* TheChainsOfCommanding: It really sucks to be head of the military arm of the World Government when you have constant reports of crazy and powerful pirates, forced to deal with disloyal privateers, an irritating comrade laughing it up (occasionally) about the constant disregard for the law shown by ''his own grandson'', [[spoiler:and your corrupt and/or incompetent superiors telling you not to handle serious global threats simply to save face for their own screw-ups]].
** It seems to have finally gotten to be too much for him, as he stepped down shortly after the Marineford arc. When next we see him, two years later, he maintains a position of lesser responsibility within the Marines and is a great deal more relaxed and cheerful.
* TheChessmaster:
** For all the OhCrap and NotSoStoic moments he's had, when he actually gets involved, he turns out to be a rather brilliant strategist. In Marineford, he almost immediately turned a losing battle for the Marines into a damn-near complete victory by trapping the Whitebeard Pirates and allies around the bay, forcing the Marine warships in and sending powerful {{Artificial Human}}s in pushing them in the center, destroying morale by disseminating a lie about Whitebeard to his allies who had their own grudges about Gold Roger, activating a massive blockade impenetrable even to Whitebeard himself, and cut the video feed at some point after he revealed [[spoiler:Portgas D. Ace was Gold Roger's son]] all so that Ace will be executed, ahead of schedule if need be given the confusion, attaining victory for the Marines.
* ChestOfMedals: His uniform is adorned with dozens of medals. And a purple-red honour sash from left shoulder to his right waist.
* TheCoatsAreOff: Does this sometimes during his LetsGetDangerous momemts, such as chasing the Straw Hats, or fighting alongside Sengoku against Shiki. His taunt action in the Pirate Warriors series of video games is actually him removing his Marine coat. See above to see the type of wear he had.
* EvenEvilHasStandards: He's willing to do some very extreme things for what he views as the greater good, such as the slaughter of Ohara or the the murder of babies and pregnant woman to find the son of Roger. However, when the Five Elder Stars decide to put people at risk just to cover up their own incompetence (i.e. cover up the escape of Level Six prisoners from Impel Down simply to save face), Sengoku freaks out and resigns very fast.
* {{Foil}}: [[spoiler:He adopted Donquixote Rocinante in the same manner Garp adopted Ace. Although it worked out differently in that Rocinante actually grew up to become a loyal marine. However leading back to similar circumstances, he would find out that Rocinante gave his life to save the life of someone he loved.]]
** This also adds depth to Sengoku and Garp's friendship, remaining friends despite the headache Garp's family has given him. Also further adding that despite announcing on behalf of the World Government that Ace was to be executed for being the son of the Pirate King, Sengoku didn't truly believe this and remained professional in his Fleet Admiral status, [[spoiler:considering he adopted a former Celestial Dragon.]]
* FourStarBadass: As the (previous) Fleet Admiral, and a regular Admiral before that, he's an extremely powerful fighter.
* FunnyAfro: Has one hidden under that hat of his. Hilarious because he's TheComicallySerious. It becomes truly epic when he uses his powers. [[spoiler: And then after the timeskip it [[http://24.media.tumblr.com/tumblr_mcslo6jilI1rnoltyo1_400.jpg finally turns grey]]]]
* GeniusBruiser: In the Paramount War arc he's definitely got the genius down. He gets the "bruiser" part when he transforms. [[spoiler:Given that he held down an ''enraged'' Garp, after they witness Akainu punch through Ace, it could be said he probably doesn't need to transform to have the "bruiser" part]].
* GoldMakesEverythingShiny: His Buddha form makes his entire body golden.
* GoodIsNotNice: Well, he is the head of [[KnightTemplar the entire Marines after all.]]
* HeroAntagonist: While Sengoku is a WellIntentionedExtremist, everything's he's done is ultimately out of his desire and duty to protect the rest of the world. [[spoiler:And it becomes clear that he's been suffering for it for quite some time. The last straw was when the World Government covered up a mass breakout of level six Impel Down prisoners in order to save face, instead of sending out wanted posters and warnings like ''he'' wanted to do in order to protect the public. After that, he decided to step down, having had enough of the World Government.]]
* IronicNickname:
** He's titled "The Buddha", but he's comfortable with eliminating whoever he feels necessary, and takes orders from the WG without question.
** Doflamingo actually calls him out on this in his first appearance.
** The nickname turns out to be a fair bit more literal: He fights by ''turning into a giant statue of [[KungFuJesus Buddha with superhuman strength]]''.
* {{Irony}}: As Sengoku notes, the only person he can talk about [[spoiler:Rocinante is Law, the child he died to save, who would grow up to become a pirate]].
* KarmaHoudini: As decent a guy he turned out to be, he still oversaw the bombing of Ohara, and maybe more atrocities during his time in the Marines. He retires, but he's never actually received a proper comeuppance for it. [[CrapsaccharineWorld And given the setting]], and the organisation he worked for, he likely never will.
* LargeAndInCharge: Very tall, even when he isn't in Buddha form.
* LetsGetDangerous: At the end of chapter 566. This stuff right here? It just got ''real''.
* LightIsNotGood: Aveted. He's pretty harsh for a Buddha, but [[MeaningfulName "Buddha" also in the original Sanskrit means "the awakened one"]], [[FridgeBrilliance which can be taken to mean he is very intelligent, cunning, and wise]], [[TheChessmaster which he showed in spades]] during the Whitebeard War. Even more so when he called out the WG for covering up arguably ''a bigger threat to the world than Whitebeard''. In Sengoku's case, LightIsGood, but GoodIsNotNice.
* LivingStatue: This is what the Human-Human Fruit, Model: Great Buddha (Hito Hito no Mi, Model: Daibutsu) allows him to become. Very bizarre, as Zoan fruits are supposed to be about transforming into ''animals''. It seems Mythical Zoans can be an exception to this rule so long as they're still about transforming into some kind of being (a daibutsu is a giant Buddha statue).
* NiceHat: It's got a stuffed seagull on top of it. It's a sign of his station, but he dumped it during battles and the moment he retired.
* NonHumanSidekick: His pet goat.
* OhCrap: After his introduction during the Jaya arc, practically every scene he's been in, including flashbacks, has involved him going "OhCrap" on some level, as the plot keeps shoveling poorly-timed crisis after poorly-timed crisis on him.
** He has another ''epic'' one in chapter 569, when [[spoiler:Luffy unconsciously reveals his Supreme King Haki]].
** His next OhCrap moment was one that was so serious he couldn't help but to curse out loud. Whitebeard had declared that One Piece is in fact real and Sengoku knew in that instant that everything the marines fought for, paid for, and even DIED for was AllForNothing because now a new age of piracy would begin which would be even larger than before. He literally yelled "Damn You!" at Whitebeard when the later basically took everything Sengoku had done and took a massive shit on it.
* OlderThanTheyLook: You see that image of him, right? According to WordOfGod, he was apparently ''77 years old'', even older than ''Garp''. He shows more signs of aging after stepping down (grey hair), but he still overall counts.
* OneManArmy: He had the ''entire'' Blackbeard pirate crew (including the probable BigBad of the entire series, a woman said the be the most powerful female pirate, and a man equal to [[ImplacableMan Magellan]] with none of the morals) spitting up blood with ''one attack''.
* OptOut: He requested he be allowed to stand down from the Marines in the aftermath of the Whitebeard War. He doesn't exactly go out, instead becoming a General Inspector with much less to work on.
* ParentalSubstitute: [[spoiler:Was this to Donquixote Rocinante after Doflamingo murdered their father and Sengoku took him in. That also makes him Law's pseudo-grandfather if you think about it, which has layers of irony considering their relationship with certain members of the Monkey family. Law meets Sengoku himself in Chapter 798 to have a talk about Rocinante.]]
* PersonOfMassDestruction: [[spoiler:When you can take out a crew led by one of the most dangerous men in the world and filled with a bunch of the worst criminals that the world has ever seen in ''one attack'', you are this.]]
* PetTheDog: [[spoiler:He adopted Donquixote Rocinante who, at the time, was a crying child left orphaned by his brother without anyone to help him.]]
** Years later, when he meets [[spoiler:Law, the one Roci died to save, he tells him that Roci didn't save him because of his name. Rather, he says not to sully Roci's love with such thoughts and to continue living free, as Roci would have wanted him to]].
* PokeThePoodle: Eats Garp's crackers in an attempt to find at least ''some'' way to punish him for not taking things seriously. (It works.)
* ReasonableAuthorityFigure: For all of his extreme measures, Sengoku truly does believe that what he's doing is for good, and he believes in protecting the lives of the people over the reputation of the Marines, shown when ending the Paramount War the moment Shanks offered an out and [[spoiler: saving Rocinante]].
* RedOniBlueOni: With Garp. Sengoku seems to be the blue oni with himself being stern and serious, while Garp is the red oni being HotBlooded and a RebelliousSpirit within the Marine ranks. However, Sengoku tends to lose his cool more often than Garp.
* ScrewThisImOuttaHere: He [[spoiler:retired from the Marines after discovering that the government planned to cover up the Impel Down breakout]].
* SphereOfDestruction: In his Buddha form, he can launch large spherical shock waves from his palms; probably a reference to the [[Film/KungFuHustle Buddhist Palm technique]].
* SuperpowerLottery: A clear winner. [[spoiler:He gets a Mythical Zoan, a type that is even rarer than Logia]].
* TookALevelInCheerfulness: [[spoiler: Two years after his resignation from the position of Fleet Admiral, Sengoku seems ''far'' more laid back and cheerful, laughing often and offering to donate blood to Mansherry's healing powers with a smile. It seems much of his bitterness pre-timeskip came from the heavy weight of his position, rather than his own personality.]]
** As a side note, Sengoku's apparently stress-induced bitterness gives off some [[FridgeHorror rather chilling implications]] about what will eventually happen to the already extreme [[GeneralRipper Akainu]] while he has the position.
* WellIntentionedExtremist: One of the few Marines that truly does fit this. He genuinely wants to make the world a better place but can do some bad things to help this goal. Though he leans more on the well-intentioned side than the extremist side what with his[[spoiler: resigning when the government refused to announce that the Impel Down prisoners escaped so as to keep face]].
* WouldntHurtAChild: [[spoiler: Wanted Rocinante to drive Buffalo, Baby-5, and Law (16, 10, and 12 respectively) out of the Donquixote pirates while spying on the crew. Ironically, Corazon had to take the WouldHurtAChild facade just for it.]]

[[folder:Fleet Admiral Sakazuki /(Former) Admiral Akainu ("The Red Dog")]]
[[quoteright:350:http://static.tvtropes.org/pmwiki/pub/images/image_7845.jpeg]]
-->"''We have to be thorough! If even one of those scholars made it onto that ship, all of the sacrifices we've made would be for nothing! We must eliminate the very possibility of this "evil" existing!''"

->Voiced by: Creator/FumihikoTachiki (JP), Creator/AndrewLove (EN, Funi)

Real name Sakazuki, Akainu is one of the three Admirals, the strongest fighters in the Marines. Akainu is apparently the most hard-line of the Marines, following the doctrine of Absolute Justice. During the destruction of Ohara, he destroyed an evacuee ship on the chance that one of their targets was aboard, saying that if one is to do a job it must be done thoroughly. He has eaten the Magma-Magma Fruit (''Magu Magu no Mi''), a Logia Devil Fruit [[ExactlyWhatItSaysOnTheTin based around magma.]]

During the two years that Luffy was training, he battled Aokiji for the rank of Fleet Admiral and won. He then moved the Marine HQ to the other side of the Red Line to put more Marine presence in the New World.

-----
* ArchEnemy: Likely one to Luffy, [[spoiler:for killing Ace and leaving a permanent X-shaped scar on his chest, as a reminder of that.]].
** [[spoiler:Definitely this to the Whitebeard Pirates for killing Ace as well as manipulating Squard into stabbing Whitebeard.]]
** Aokiji, from an ideological standpoint -- the resulting feud over the Fleet Admiral position was so bad that the higher-ups went ahead and had them fight a DuelToTheDeath just to get the position filled already. Subverted in that Akainu still holds some level of care towards his comrades to not kill Aokiji.
* AsskickingEqualsAuthority: He got the position of Fleet Admiral, by challenging Aokiji and defeating him.
* AuthorityEqualsAsskicking: Even more than his fellow Admirals, if only because he's so dedicated to the job.
* AxCrazy: In a series loaded with violent psychopaths, Akainu STILL stands out as one of the most unhinged. To him, even the smallest threat is something that merits the maximum amount of force; this includes ''people challenging his word''.
* BadBoss: He killed his own men for wanting to retreat from a battle they had no chance of winning, and that's just for starters. In fact, he's so horrible to work for that after [[spoiler:he became Fleet Admiral, Aokiji chose to retire from the Marines rather than work for him]].
* BadassGrandpa: The guy's 55, and as mentioned above, still remains one of the series' strongest characters.
* BadassInANiceSuit: That is a damn fine suit.
* BadassMoustache: [[spoiler:Grew one over the TimeSkip. Seems to be a requisite for the Fleet Admiral position]].
* BeardOfEvil: After the time-skip.
* BigBadEnsemble: As [[spoiler:the current Fleet Admiral]], Sakazuki is now one of the top antagonists for the series, alongside Blackbeard.
* BlackAndGrayMorality: For all his bastard actions, it's easy to forget that in most instances, the Marines are ''actually the good guys'', 9/10 pirates being SelfishEvil, and his actions probably saved the world from becoming a ''worse place to live''. It's ambiguous who is the Black and who is the Grey with him.
* BreakingSpeech: An extremely effective one to Ace by [[BerserkButton insulting Whitebeard]] enough to distract him, [[spoiler: allowing him to kill Ace]].
* TheBrute: Fits the trope perfectly among the three Admirals.
* CharlesAtlasSuperpower: Beside his Logia, he has shown to have enough strength to stop Whitebeard Gura Gura Bisento with his foot and PunchParry Whitebeard. Because of this trait, he takes little damage even from '''Haki''' attacks known to devastate normal Logia users and the ground cracks when he prepared to kill Ace.
** According to [[WordOfGod Oda]], Akainu is so ''goddamn'' powerful that if he was the protagonist of the series, he could find the One Piece within a '''year'''! Remember that this is a sacred treasure that pirates spend their entire lives searching for, so for someone to find it in this short of a timeframe means that they are one of the strongest humans alive. This really speaks endless volumes about the sheer magnitude of strength that he possesses.
* CigarChomper: After the timeskip, Sakazuki has joined Crocodile and Capone as villains that are rarely seen without a cigar in their mouths.
* {{Conscription}}: After the Battle of Marineford, Sakazuki's issued a mandatory draft to bolster the forces of the Marines. To his credit, two sitting Admirals were recruited from conscription.
* ConvectionSchmonvection: He's made out of and attacks with lava, but nothing takes any damage unless it actually comes into contact with something. Even then, it acts more like a solid projectile than something that should vaporize everything around it. [[AcceptableBreakFromReality We'll forgive this one though, since if it was actually treated realistically]], ''[[AcceptableBreakFromReality no one]]'' [[AcceptableBreakFromReality would be able to beat him]]. Also, proper Logia users affect only what they ''want'' with their power.
** Actually gets played with in the anime: Ivankov attacks Akainu with a weaponized kiss, getting his face burned. He then pulls his usual "it was just thick make-up" joke, showing an undamaged face... and then collapses from having his lungs burned by the heat and fumes.
** Also, both in the Anime and the Manga, he can melt and move through solid rock as if it was air, again showing his control.
* DarkAndTroubledPast: Implied in an SBS, where a drawing of him as a child has him armed with a knife and in bloodstained clothes.
* DeathFromAbove: His "Ryuusei Kazan" (Meteor Volcano) move has him launching multiple fists of lava to the air, which then fall down like a meteor shower from above.
* {{Determinator}}: Utterly unstoppable during the Marineford arc. The strongest Emperor's best lieutenants, former warlords, main characters, and a large quantity of mooks and transvestites (yeah...) all team up against him and they don't even succeed at slowing him down, forcing Whitebeard himself to step in. Whitebeard succeeds in kicking his ass, but not before getting half his face taken off.
* DragonInChief: Formerly. Though he was the main antagonist during the Marineford arc, he still served under Fleet Admiral Sengoku, who didn't take much action during the arc, until the last act.
** He's still this for the Five Elder Stars; while they're implied to have some [[AsskickingEqualsAuthority Asskicking abilities]], it's unlikely any of them are on Akainu's level.
* TheDreaded: Blackbeard with all his new shiny powers and crewmen orders the Marines around, or else! The Marines answers by sending Akainu. Blackbeard flees the second he's spotted.
* ElementalPunch: Barring the ''Inugami Guren'' technique, Akainu is much less flashy in his use of his powers than other Logia users. His whole game plan is: 1. Take arm; 2. Turn it into lava; 3. Make it as large as necessary; 4. Punch until target is [[ThereIsNoKillLikeOverkill vaporized]]. Since he's living lava, it works quite well (and is probably one of the few times where this is a good idea in the first place). This attack is even just simply named ''Dai Funka'' (Big/Great Eruption).
* ElementalRockPaperScissors: As it turns out, lava beats fire. Not only is it hotter than fire, it also cuts off the air supply of it.
* EstablishingCharacterMoment: What does he do in his first appearance in a flashback of Robin's DarkAndTroubledPast? [[SinkTheLifeboats He blows up a boat full of Ohara's innocent citizens]], despite the Marines promising they would be allowed to leave. His reason? In case one of the scholars stowed away on the ship, thus rendering the entire campaign pointless.
* EvenEvilHasStandards: During the timeskip, he had a huge battle with Aokiji over who would be the new Fleet Admiral. He won, but spared Aokiji's life.
** He also surprised everyone by not killing Bonney on the spot when he had an easy chance. The same man that goaded [[spoiler: Ace]] to his death, hunted down Luffy just for being the son of the government's most dangerous enemy and killed a man who just wanted to go home to his family because said man knows a Mook like him would simply get hurt or worse in this battle. He also finds Z to be extreme in his methods.
** He also calls out the Gorosei for the stunt Doflamingo did involving his faking out of his resignation as the King of Dressrosa and makes it clear that he hates how the Marines are essentially attack dogs for the corrupt Celestial Dragons due to their influence.
* TheFettered: Deconstructed. Refuses to bend his devotion to achieving absolute justice even slightly, and will ruthlessly exterminate anyone who threatens his ambition to do so, regardless of their being friend or foe. This is best shown during [[spoiler: Coby's WhatTheHellHero speech to him during the Summit War, where he is notably the ''only'' person who isn't even slightly stunned by the young Marine's reckless actions and heartfelt speech, and simply responds by telling Coby that the Navy is no place for someone who doesn't believe in righteousness before trying to kill him.]]
-->"You've wasted several seconds of my time. The Navy has no use for soldiers who aren't righteous!"
* FictionalCounterpart: It's more subtle than most, but go to UsefulNotes/OdaNobunaga's page and see how many similarities you can find, we'll wait, you'll be there for a while. He's even paired with two commanders who are very similar to UsefulNotes/ToyotomiHideyoshi and UsefulNotes/TokugawaIeyasu.
* FlowerMotifs: He wears a pink rose on his suit, and has a large tattoo featuring many flowers on his left shoulder.
* ForGreatJustice: Played with. He wants to eradicate the pirate plague in the name of justice, but he's definitely a villain who goes way too far in trying to preserve peace, [[HeWhoFightsMonsters making him as bad as (if not worse than) the very pirates he's trying to stop]].
* GeneralRipper: His relentless crusade against pirates reaches some rather frightening lengths.
** And then there's him ''killing'' a captain who tried to flee the Marine HQ battle, mentally scarring [[spoiler:Coby and Helmeppo]], who were also thinking of fleeing.
** He also tries to murder [[spoiler:Coby]] for pointing out that, by trying to kill a few pirates with no guarantee that they'll be able to do it, they're letting many more injured Marines die when they could easily be saved. The reason Akainu tried to murder him? Because during the minute or so [[spoiler:Coby]] was talking, pirates ''weren't'' dying.
** The reason he wants to kill Luffy and Ace so badly is ''solely'' because [[spoiler:of who their fathers are]]. Sure, them being Pirates is part of the reason, but he would probably still want them dead if they were civilians, or even Marines.
* GodzillaThreshold: As noted, he's kind of a dick but considering how bad everything got after the Paramount war, you could see why there were people wanting him for Fleet Admiral. Being able to terrify Blackbeard by your presence alone speak volumes of how appropriate he seems to be for the new era.
* HateSink: If his dickish behavior at the beginning of the Summit War didn't put people off, [[MoralEventHorizon his murder of Ace and near murders of Luffy and Coby]] has almost certainly solidified his reputation as the most hated character in One Piece. Blackbeard may have set everything in motion but he's a pirate and the villain, what's Sakazuki's excuse? However, he still has sympathetic traits, see EvenEvilHasStandards above.
* HellHound: Arguably his signature move and the one that gave him the moniker 'Red Dog' was the ''Inugami Guren'' (Dog Biting Crimson Lotus) technique, making a giant doghead made of magma. He also has it in name with his Meigou (Dark Hound) technique.
* HeroKiller: Let us be blunt. He did more damage to the Whitebeard Pirates than every other Admiral or Warlord, '''combined'''. He's easily one of the most feared characters in the series, to the point where ''Blackbeard'' would rather haul ass than fight him.
* HeWhoFightsMonsters: While most of the pirates seen so far have been assholes or utterly inhuman, Akainu is just as brutal and arguably more monstrous than the criminals he hunts down.
* HiddenEyes: During the Ohara flashback, he is shown with his Marine baseball cap and a hood covering his face. When he shows up in the present, he still has the cap obscuring his eyes until [[RuleOfCool the scene is dramatic enough to show them]].
* ImplacableMan: When you plow through a whole BadassArmy and effortlessly shrug off everything but [[spoiler:punches from ''Whitebeard'']] in the pursuit of your enemy, you definitely deserve the title.
* InsaneAdmiral: He will go to the extremes to protect the World Government. No crime should be overlooked and anything with even the hint of pirates should be purged for the greater good. When he was a Vice-Admiral, he chose to kill over one hundred refugees to ensure none of his targets escaped from the attack. As an Admiral, he killed his own men for deserting in a battle they had no chance of doing the enemy harm. The fact they were flies against the enemy only the Admirals and above could actually harm didn't factor in. They were deserting and so had to die.
* {{Jerkass}}: Big time. At best, he treats his allies at expendable, and is all too willing to kill any pirates or allies who are insufficiently dedicated to his brutal version of justice, while insulting their viewpoints.
* KickTheDog: Insulting Whitebeard in order to goad Ace [[spoiler: resulting in his death]]. He also kills a cowardly marine for fleeing his post.
* KickTheSonOfABitch: His blowing up of the civilian ship in Ohara is still among the darkest deeds a marine has ever committed, but considering how cruel the general population of Ohara was to Robin, it comes off as a disproportionate case of this.
* KnightOfCerebus: Not only is played more seriously than any antagonist before, but he breaks the Status Quo [[spoiler: by killing Ace]].
* KnightTemplar: Is the most prominent guy for the "Absolute Justice" ideal for the Marines.
* KnowWhenToFoldEm: He may be a bloodthirsty maniac with a near-fanatical zeal for exterminating pirates, but even he's smart enough to know to back off and call it a day when [[spoiler:Shanks shows up to the party]]. It didn't matter that there were still pirates that needed to go; when someone like that shows up when everyone else is worn out and bloodied and tells you that he'll personally fight anyone who wants to continue the violence, ''you have to stop''.
* LackOfEmpathy: Perhaps the standout example in ''One Piece''. [[spoiler:When Coby screams that the charge being led by Akainu to finish off the Whitebeard Pirates is piling up needless casualties, Akainu doesn't even blink, he simply tells Coby that "a few seconds have been wasted" and tries to murder him on the spot]].
* LargeAndInCharge: Like his fellow Admirals he's incredibly tall, but much more broadly built than the other two.
* MagmaMan: One of the reasons he's so feared.
* ManInWhite: After becoming Fleet Commander, Sakazuki began wearing an all-white suit similar to Sengoku's, which contrasts heavily with his blood red outfit from Marineford.
* ManipulativeBastard: His choice words to [[spoiler:Squad and Ace]] in the Marineford arc did as much if not more damage to the Whitebeard Pirates than his Devil Fruit powers.
* MeaningfulName: His name, like his fellow Admirals, is derived from the Momotaro legends.
** His real name as well. A "sakazuki" is a small ceremonial sake cup like the one [[spoiler:Luffy, Ace, and Sabo]] used when [[spoiler:they swore an oath of brotherhood]]. Ironic, isn't it?
** The "Inu" meaning '''Dog''' in Akainu, thus automatically making him [[CaptainObvious Monkey D. Luffy's enemy]] by default since there is a common myth that dogs and monkeys are mortal enemies.
* MoralSociopathy: His desire and methods are perfectly acceptable to the World Government; it's the extremes he goes to do so that makes him unsettling.
* MusclesAreMeaningful: Is the most muscular of the three pre-timeskip admirals, as a cover image of him [[ShirtlessScene shirtless]] shows. It is also a sign of him being the strongest of the three.
* NecessaryEvil: It has been said that his adherence to Absolute Justice has actually ''strengthened'' the morale of the Marines.
* NighInvulnerability: He took four direct, Haki-imbued punches from [[spoiler:Whitebeard, who was in his prime a rival to Roger]] and shrugged off most of them.
* NoCelebritiesWereHarmed: Based on famous Japanese actor Bunta Sugawara. His real name, Sakazuki, seems to be derived from a series of films featuring Sugawara.
* NoHoldsBarredBeatdown: Suffers one from Whitebeard for killing Ace.
* NoNonsenseNemesis: Unlike most of previous villains, he does not play around with his enemies and completely lacks a sense of humor.
* NonStandardCharacterDesign: He's drawn in a ''much'' more realistic style compared to all of the other characters in the manga. Which may very well be Oda's way of intentionally plunging him into UncannyValley to make him creepier. Although he and his fellow admirals follow this, he's the most intricately drawn and meant to resemble the actor mentioned above.
* OhCrap: [[spoiler:The look on his face the entire time in the Marineford Arc, when he's getting a first-hand demonstration of just why Whitebeard is called "The Strongest Man in the World".]]
** Happens again not long after when [[spoiler:Shanks introduces himself and his crew by blocking a magma fist with his sword]]. Up to that point, Akainu was still very much for killing every surviving pirate he could find, but once that happened, he quickly realized that the battle was effectively over.
* OneManArmy: He did more damage during the Marineford Arc than his fellow Admirals, Sengoku, the Vice Admirals, '''and''' the Seven Warlords ''combined''. This can be attributed largely to him being ''far'' less touchy about using the maximum amount of force possible, but it's still incredibly impressive.
* OutOfTheInferno: [[spoiler:After getting blasted by the Whitebeard Pirates' counterattack after he punched through Ace. In the anime, it's rather terrifying - he has chunks of him torn off with lava dripping from his body]].
* PersonOfMassDestruction: He is a living volcano capable of launching huge gobs of lava on top of his enemies.
* PetTheDog: When the time came to have a new Fleet Admiral, it came down to Akainu and Aokiji. Aokiji was utterly against Akainu becoming Fleet Admiral, and opposed his potential promotion any way he could. Eventually the conflict reached a boiling point, with the two engaging in a death match to decide who becomes Fleet Admiral. After a massive battle that lasted for 10 days, Akainu won. Rather than killing him for opposing his ideals and trying to stop him from becoming Fleet Admiral to the point of having a death match for the position, Akainu spared Aokiji and the latter left the Marines.
** Also during the Marineford war, Akainu saved a [[{{Mooks}} marine]] from Whitebeard by stopping his bisento attack with his foot, though his primary concern was stopping Whitebeard's earthquake powers from further damaging Marineford.
* PerpetualFrowner: Akainu only seems to know two emotions: frowning and anger, and even the latter is just him frowning even more intensely than usual! His SBS picture as a child even shows him frowning, also looking pissed off.
* PunchParry: Meets Whitebeard's quake punch with his magma fist at the start of his duel with Whitebeard.
* RealMenWearPink: As seen [[http://i9.photobucket.com/albums/a84/alinajames/snapshot20091115063745.jpg here]], though it's actually red when the episode in question comes up. He's also got a flowery tattoo on his left shoulder, which does have pink.
* RocketPunch: His powers allow a particularly nasty approximation.
* SayMyName: From Episode 484: '''WHIIIITEBEEEEAAAARRRRD!!!!'''
* ScarsAreForever: [[spoiler:He received a nasty scar from the left side of his face to his neck, and a chipped ear, courtesy of Kuzan/Aokiji]].
* ShapingYourAttacks: His "Inugami Guren" attack where creates a HellHound out of magma. Notable for being the only move that he does this with considering most of the time, he just relies on explosive bursts of magma as a punch.
* SignatureMove: Apparently, every Admiral has one that is associated with, if not the source of, their epithet so they count as this most likely. Akainu's is the Inugami Guren, [[HellHound making a giant dog head out of magma.]]
* ShoutOut: Fans of ''Anime/MobileFighterGGundam'' should instantly recognize the God/Burning Gundam's legendary FinishingMove during some of Akainu's fights.
* SuperpowerLottery: He's made out of ''lava''. Not only does that mean that you can't get anywhere ''near'' him without being '''vaporized''', but it's also [[spoiler:superior to (as in, can outright ''kill'') at least ''two'' other Logias (up until now, we've only seen Logias either mutually nullify or have no effect on each other)]].
* ThemeNaming: As with the other three admirals, he's named after a companion of Momotaros, specifically the dog ("Inu" means dog in Japanese).
* ThereIsNoKillLikeOverkill: It's doubtful that he even knows the concept of overkill ''exists''.
* TyrantTakesTheHelm: And the ''One Piece'' world just got bleaker.
* UndyingLoyalty: For the Marines, nothing will stop him. Not even the strongest man of the world.
* VillainByProxyFallacy: [[EstablishingCharacterMoment The first thing]] we see him do is blow up a ship full of evacuees that the Marines had promised to spare on the grounds that there ''might be the slightest possibility'' that there is a scholar on board who could read the Poneglyphs.

[[folder:Admiral Kizaru ("The Yellow Monkey")]]
[[quoteright:350:http://static.tvtropes.org/pmwiki/pub/images/4373864_1071959205_iipn.png]]
-->"''Speed is... 'weight'. Have you ever been kicked at the speed of light?''"

->Voiced by: Creator/UnshoIshizuka (JP), Ray Hurd (EN)

Real name Borsalino, Kizaru is the only pre-timeskip Admiral to have retained his position after the timeskip, after Akainu was promoted and Aokiji left. He has somewhat of an absentminded and out-there personality, committing such acts as mistaking his snail wiretap for his phone, and politely asking the pirates who just shot at him if they could help him find his acquaintance. Despite this, he follows Absolute Justice, and believes that every pirate, no matter what their crimes or actions, however severe or not, are sinners, and will mercilessly pursue them. He ate the Glint-Glint Fruit (''Pika-Pika no Mi''), which allows him to manipulate, create, and turn into the element of light. Several of his abilities include being able to fire laser beams and traveling at the speed of light.
-----

* AffablyEvil: Makes polite small-talk with pirates right before he roundhouse kicks them into oblivion. In Japanese, it should be noted he rarely speaks in any style that is impolite.
* AuthorityEqualsAsskicking: As an Admiral, he's one of the most powerful characters in the series.
* BadassGrandpa: He's 58! He certainly hasn't [[IncrediblyLamePun slowed down with age]].
* BadassInANiceSuit: That is an awesome suit.
* BeamSpam: His ''Yasakani no Magatama'' technique is classic BeamSpam.
* BigEntrance: After some background and off-screen moments before, how does he arrive at Sabaody Archipelago? Riding a cannonball.
* BlindedByTheLight: He once attacked Hawkins with a bright flash of light.
* {{Cloudcuckoolander}}: Very much "out-there" when without a specific quarry, and apparently was unaware of the trail of mass destruction he was creating. Some of it may be ObfuscatingStupidity, but at least some of it is genuine.
* CoolShades: Wears a pair.
* CrouchingMoronHiddenBadass: His proper introduction consisted of asking ''pirates'' where his subordinate is. When they wouldn't answer and ran away instead, he showed everyone why he's a Marine Admiral by blasting down a mangrove tree the size of a city ''with a kick''.
* CurbStompBattle: The Sabaody Archipelago Arc basically amounts to Kizaru absolutely annihilating every pirate in his way. Fortunately for our protagonists, [[spoiler:Rayleigh]] can hold him off.
* ExtremityExtremist: With the exception of Rayleigh, he never attacks anyone physically with anything except a single kick.
* FamilyUnfriendlyViolence: During the Sabaody Archipelago arc, while he is preparing to execute Basil Hawkins, Scratchmen Apoo uses him as a guinea pig to showcase his [[MusicalAssassin powers]]. Apoo attacks with a sharp cymbal strike and cuts Kizaru's right hand ''clean off of his body''! Then, he uses a much more powerful percussive blast and '''blows apart Kizaru's body''', turning him into LudicrousGibs for a moment. This is the only time in the series where Kizaru actually is genuinely surprised and actually shows '''fear''' in his voice and facial expression after the act. In fact, the only reason he survived was because of his [[NighInvulnerable Logia powers]].
--> '''Kizaru''': "''Ooh, how terrifying! That was quite the shock!''"
* FictionalCounterpart: To UsefulNotes/ToyotomiHideyoshi, a unifier of Japan, who was nicknamed 'monkey' and was known for being crafty, polite and resourceful, while working with a [[UsefulNotes/OdaNobunaga man who was known for utterly destroying anyone who stood in his way]] and [[UsefulNotes/TokugawaIeyasu another guy who was known for his coolheadedness, general laziness and knowing when (or not) to strike.]]
* FingerGun: Can fire lasers from his fingertips.
* FrickinLaserBeams: Can fire them from either his fingertips or his foot, with their power varying between "pierce someone's body" and "blow up buildings".
* HardLight: His Devil Fruit lets him shape light into weapons.
* HeroAntagonist: Yes, he is brutal, merciless, and incredibly destructive (sometimes unintentionally)... but his enemies are pirates that, excluding the Straw Hat or Sun pirates, are either SelfishEvil or absolute monsters, and all his actions are for the protection of civilians.
* HeroKiller: There is a reason every pirate, good or bad, shit themselves at his presence.
* LaserBlade: His ''Ama no Murakumo'' technique creates a literal lightsaber.
* LawfulStupid: Emphasis on "stupid." Can't tell the difference between the "black" Den Den Mushi, only used for espionage, and the standard Den Den Mushi used as a phone, completely overlooks slavery and its many implications, and nearly destroyed an entire island in the Saobody Archipelago because he couldn't be bothered to check where he was aiming.
* LeanAndMean: He's tall, skinny, and serves as an antagonist. Just like his co-workers.
* LightIsGood[=/=]LightIsNotGood: Depending very much on who he's up against and whose side one is on. Against most of the pirates, good. Against the Straw Hats, not so much.
* LightEmUp: The Glint-Glint Fruit gives him power over [[ElementalShapeshifter and turns him into]] light.
* MeaningfulName: His name is derived from the Momotaro legends.
** Also applies to the 3 techniques he's used so far, each is named after (and has traits that relate to) one of the Imperial Regalia of Japan. ''Yata no Kagami'' is a mirror, ''Ama no Murakumo'' is the shortened form of ''Ama no Murakumo no Tsurugi'' (more commonly known as the ''Kusanagi no Tsurugi''), and his beam spam ''Yasakani no Magatama'' is (believed to be) a necklace made of jade magatama stones.
** This applies to the video games also. While he has not shown off his signature move that presents his epitet (Akainu and Aokoji have already done so), he has one in ''One Piece: Gigant Battle.'' He shoots a powerful massive laser beam from his feet in the form of a monkey head; the technique is named Ama no Iwato, from the cave of Shinto mythology.
** Also extends to his real name, Borsalino: which comes from 1) A role the person [[NoCelebritiesWereHarmed he was based on, Kunie Tanaka]] played; 2) A French film called Borsalino where the title character takes the same approach he does while fighting crime (read: laid-back and care-free); and 3) An Italian hat company. As of Chapter [[spoiler:622]], all of the above has been referenced in the character.
* MellowFellow: He is very laid-back and easygoing, speaking rather slowly and occasionally drawing out the last word of his sentences, which is strange considering this behavior is very contradictory with his Devil Fruit power. No matter ''what'' happens he ''never'' gets angry or raises his voice. ''Ever''. Nor does he ever lose his cool under stress.
* MoralSociopathy: He fully understands the ''letter'' of the law, but couldn't care less about the ''spirit'' of the law and looks at hunting and killing pirates like nothing more than some kind of game. He has absolutely no regards for collateral damage, and, as shown in the Fisher Tiger flashback, will target civilians, like Koala's home village, if he thinks doing so will make the pirate, or criminal, take the blow instead. Fisher Tiger's death was a direct result of this kind of tactic.
* NiceHat: In a silhouette shown in Chapter 319/Episode 217, [[spoiler:and shown he used to have one 15 years ago]].
* NighInvulnerable: Even when compared to the other Admirals: At least lava and ice are part of an established ElementalRockPaperScissors. Good luck trying to figure out how to harm ''light'' without using [[KiAttacks Haki]].
** While not canon, Pirate Warriors 2 shows that Kizaru is surprised when Enel's lighting manages to block his light. The game might be onto something here.
** Even when Marco does manage to hit him and send him flying, the impact causing an explosion the size of several battleships, he pretty much shrugs it off without a scratch.
* NoCelebritiesWereHarmed: His appearance is based off of Japanese actor Kunie Tanaka.
** The Brazilian fanbase met his appearance with certain confusion, since his face (and thanks to his glasses) also looks quite a lot like old-school rockstar Marcelo Nova.
** Same can be said for the French fanbase, looking suspiciously like a formerly famous comedian named Ramzy.
* NonStandardCharacterDesign: Similar to Akainu, although he seems more like a caricature.
* OneManArmy: Outside of Rayleigh and Whitebeard, ''no one'' has managed to make him fight seriously. Hell, he literally mowed down members of [[spoiler:the Whitebeard Pirates]] with impunity during the Marineford arc.
* OhCrap: If Film Z is taken as canon, he gets one when Z throws the Dyna Stone right in his face.
* PermaStubble: Seems to go with this look. [[spoiler:Even after the [[http://images2.wikia.nocookie.net/__cb20120802003521/onepiece/images/6/62/Z_Kizaru.jpg timeskip]], he hasn't changed a lot.]]
* PerpetualSmiler: He has a resting {{Troll}}-face.
* PersonOfMassDestruction: He blasted a mangrove tree the size of a city ''with a kick''. Even more unnerving is that he seems ''[[CloudCuckooLander not to be fully aware]]'' of the destruction he is capable of.
* ReflectingLaser: His ''Yata no Kagami'' technique; he usually uses it to get from point A to point B, which is usually right up in some pirate's face.
* ScaryShinyGlasses: You wouldn't think so when he was first introduced, but after observing him for a while, you'll see why every pirate on Sabaody was terrified of him. Made even more literal when he uses his Devil Fruit powers to utterly [[CurbStompBattle curb stomp]] everyone in his way.
* ShootEverythingThatMoves: But to his credit, he hasn't hurt either civilians or Marines so far.
* ShapingYourAttacks: The Ama no Murakumo sword is entirely made of light. In one of the VideoGames, he has a move named "Ama no Iwato" (Heavenly Cave Entrance) which consists of a massive laser shaped as a monkey head.
* SmokingIsCool: [[spoiler:In Chapter 622, a flashback reveals even ''he'' pulled this off pretty well]].
* SuperpowerLottery: His power is extremely powerful even among Logias and is one of the most [[StoryBreakerPower broken]] powers in the entire series. He can move at the speed of light (He even mocks Luffy as being "too slow," even in Gear Second). Tanking a kick to the face at the speed of light is just not gonna happen, as Hawkins and Luffy found out. He notably has no conventional weaknesses outside of seawater and [[KiManipulation Haki]]. And even then, unless you're on the level of [[OldMaster Rayleigh]] or [[WorldsStrongestMan Whitebeard]], good luck.
* SuperSpeed: Can move close-to or ''at'' the speed of light in his [[ElementalShapeshifter elemental form]].
* ThemeNaming: As with the other two admirals, he's named after one of Momotaros' companions, specifically the monkey. His weapons are also named after Japan's Three Sacred Treasures.
* ThereIsNoKillLikeOverkill: One example has him giving an almost literal OneHitKill to Basil Hawkins ''several times''. The "almost" bit comes from Hawkins' [[HollywoodVoodoo Devil Fruit abilities]] to fall back on.
* UnfortunateNames: At least according to TheOtherWiki, "yellow monkey" is also an obscure ethnic slur. It's... doubtful this was what Oda had in mind when naming him, given the Momotaro theme the Admirals share.
* WakeUpCallBoss: His arrival makes it clear that that the Straw Hats were not ready to take on the New World, and him and his underlings cause the bleakest ending to any One Piece arc up till that point.

[[folder: Admiral Fujitora ("The Wisteria Tiger")]]
http://static.tvtropes.org/pmwiki/pub/images/issho_anime_infobox_4620.png
-->''"In this world... There are many horrible things that you do not want to see."''

->Voiced by: Ikuya Sawaki (JP)

Real name Isshô, Fujitora is one of the new admirals who replaced Aokiji and Akainu after the timeskip, and the first new admiral to be introduced after the timeskip. He follows Blind Justice. Fujitora was enlisted into the Marines through a World Government draft alongside fellow newcomer Ryokugyu, and was promoted to the rank of admiral within two years. He possesses an as-of-yet unknown and unnamed Devil Fruit ability, one that seemingly allows him to manipulate gravitational forces at will, granting him truly destructive combat abilities. He has shown to be kinder than most marines, and follows his own sense of morality and justice when carrying out his duties, which oftentimes conflict with his superiors.
----

* ActuallyPrettyFunny: When he asked why Luffy would announce where he would attack him (and then attacks him exactly in that place), Luffy answers by stating how he can't help but doing it because he, in his own way, pities Fujitora. He's so baffled at his response that he can barely hold his chuckle.
* AFatherToHisMen: Sort of -- It's a weird relationship, considering that his men act as spotters for his DF's Area-destroying capabilities (think of it like Heavy Artillery), but he makes sure that they are out of his own immediate combat zone and cares about their well-being more than you would expect a Akainu-promoted Admiral to.
* AlwaysNeedWhatYouGaveUp: He voluntarily blinded himself because he was so disgusted and fed up with the things he's seen in the world. But when he hears the thoughts of the Dressrosan citizens regarding Luffy, he thinks that the young boy may not really be a bad person after all, and gets curious enough to want to see what he looks like. Predictably, he then laments the fact that he took his own eyes.
* AnimalMotifs: The tiger, of course.
* AintTooProudToBeg: In Chapter 792, [[spoiler:he says to King Riku that all of the mess that's happened in Dressrosa are ultimately rooted on in World Government (specifically, how they make the Warlord system and how easy it is to exploit by less-than-well-meaning pirates), and on behalf of the World Government, he and his subordinates kneel down in front of the king, begging for forgiveness.]]
* AntiVillain: He, like Smoker, ultimately is a good man who, despite being a Marine, is willing to ally himself with pirates and the Revolutionaries for the greater good. And due to his moral code, [[spoiler:he immediately - and without consulting Sakazuki - informs the public about the corruption of the Doflamingo family in Dressrosa due to the machinations of the Celestial Dragons and the Gorosei, specifically because Smoker, who's been in a similar situation with their corrupt practices, correctly predicts that they just might try and cover it up again like they did in Alabasta two years prior. Akainu is ''pissed'' when he finds out.]]
* AuthorityEqualsAsskicking: Let's face it, when you're the only one sent to deal with a renegade Warlord who has shown himself to be one of the single strongest non-Emperor combatants in the entire series and who [[spoiler: very nearly killed Smoker and would have if Kuzan hadn't shown up just in time]], along with said Warlord's treacherous [[RealityWarper reality-warping]] former underling who happens to be a Warlord himself, you are this.
* BadassGrandpa: Although his age has yet to be specified, he is obviously very old, and has been addressed as 'old man' by several characters. Despite this, he is still capable of easily pressuring Sabo, the right-hand man of Dragon, during their battle.
* BerserkButton: Being swindled or ripped off. It resulted in a bunch of Doflamingo's mooks getting yanked into a gravity well with enough force to blow a huge hole in the floor that they were standing on.
** Also don't hold back in a fight with him, or pity him because of his blindness. It gets him angry enough to try and kill Luffy for the first time.
* BewareTheNiceOnes: As some of Doffy's henchmen would testify.
* BlindJustice: It seems to be his theme.
* BlindWeaponmaster: He is a blind Marine Admiral and is proficient with a sword.
* BrainBleach: Of a sort; he's had enough of the evils he saw in the world, which led him to blind his own eyes.
* CombatPragmatist: Lampshades this to Luffy when he realises Luffy is pitying him by announcing his blows, saying Luffy's ideals are illogical and there is no place for love, hate, and sympathy in a fight.
* ColonyDrop: Can apparently make giant meteors fall out of the sky '''at will'''!
* {{Conscription}}: How he entered the Marines during the time-skip, along with Ryokugyu.
* DarkAndTroubledPast: Hinted at. [[spoiler: Apparently, he was so distraught by something or things he saw in the past to the point of slicing out his own eyes, saving himself from gazing at the world's evils any longer.]]
* DidYouJustFlipOffCthulhu:
** Evidently, he doesn't give a damn over whether or not [[spoiler:Doflamingo]] is a Warlord or an aristocrat (or even a ''World Noble''). Issho's throwing meteors at him anyway.
** He likewise states right to his face [[spoiler: that he knows that Doflamingo had forcefully taken over the Dressrosa kingdom from the Riku Family and that he plans to do "deal with him later" after the business with the Straw Hats is finished.]]
** And his second example leads off into the third, where [[spoiler:after Luffy defeats Doflamingo, Fujitora promptly starts a broadcast where he bows to King Riku in a grand apology for all the trouble the World Government put him through - which includes ''saying pirates took down Doffy in front of the whole damn world'', then going on to chew out '''his Fleet Admiral and the Five Elder Stars''' because he knew they'd change the story and cover it up like they did with Alabasta.]]
* DontYouDarePityMe: Gets pretty pissed off when he realizes that [[spoiler: Luffy]] is calling his attacks because he's blind.
* EnemyMine: With [[spoiler: Doflamingo, as he wants to end the Seven Warlords system but considers preventing Luffy from rampaging around Dressrosa to be more important, at least for now. At least until Chapter 760, where he stated that like King Riku, he'd be "betting" on Luffy to beat Doflamingo.]]
* EyeScream: The X-shaped scar covering both his eyes doesn't leave the most comfortable implications about the cause of his blindness, until it turns out he did it himself on purpose. He was just ''that'' disgusted by the things he'd seen in the world and decided he was better off not seeing anything at all.
* FriendlyEnemy: A [[DownplayedTrope downplayed example but still there]]. Luffy regards him as this, and if their bout is any indication, it's clear that the feeling is not one-sided, his comments about having to put aside feelings in the middle of this may also be an example, he clearly doesn't like to fight someone as kind as Luffy, especially considering the fact that he just saved all of Dressrosa.
* GoneHorriblyWrong: Fujitora tries to break through [[spoiler: Doflamingo's Birdcage]] with a meteor. Not only does it [[NoSell fail]], but it reduces the meteor into smaller, spread-out chunks, worsening the damage when they land on the ground. Only made worse when you realize that [[spoiler: the Birdcage is made out of Doflamingo's strings, which were demonstrated to be able to slice through the meteors easily]]... though since Fujitora didn't actually see that happen, his mistake can be at least partially excused.
* GravityIsPurple: He follows the tradition of Admirals having names and being dressed according to the colors of their ElementalPowers.
* GravityMaster: His Devil Fruit power allows him to manipulate gravity in a certain area. This power is obscenely strong, as he's capable of ''pulling down meteors'', and that just as a test of his abilities. He can also decrease gravity, allowing him to stand and float on rock platforms, as well as change the gravity in an area to any direction he wants, such as sideways.
* GutturalGrowler: Has a very deep voice in the anime.
* HandicappedBadass: And he does it all while blind. Recent chapters reveal that this was self-inflicted. Thanks to [[CombatClairvoyance Observation Haki]], he's able to stay fairly sharp in battle, though his handicap does still leave him vulnerable to certain tactics and trickery.
* HellIsThatNoise: Being blind, he relies upon his Observation Haki and his hearing to get around and fight, and while it allows him to hear things such as Nami's thunder attacks from ''halfway across Dressrosa'', it also means he can't ''see'' the aftermath, which makes him vulnerable to certain tricks [[spoiler: like Law using a Marine's heart to get one of Fujitora's subordinates to have a literal heart-attack, which immediately got Fujitora's attention because ''something'' just happened to his subordinates -- which in turn allowed Law to "Room" out of Fujitora's relapsed gravity due to Fujitora's concentration being momentarily broken]].
* HeroAntagonist: There's nothing really villainous or evil about him; he just happens to oppose the protagonists by default, just like Kuzan.
* HonorBeforeReason: After leaving Dressrosa, Sengoku notes that Fujitora could resolve all of his issues with Sakazuki, namely being forbidden from entering any Marine base in the world until he defeats both Luffy and Law, by simply apologizing to him. But Fujitora refuses, citing his pride and principles as reasons he can't do so in this instance.
* HumbleHero: When being heckled by Doflamingo about his power, he admits he's still a rookie compared to the other admirals when it comes to marine politics.
* {{Irony}}: He forcibly "closed" his own eyes because he got tired of seeing all the crap that goes on in this world. But after hearing the citizens of Dressrosa trying to protect Luffy he begins to realize that he not only blinded himself to the bad things, but the good things in his world as well.
* LoopholeAbuse: He couldn't refuse a direct order from his boss, Sakazuki. [[spoiler: But he also knows that if he reports to his boss of how Doflamingo laid waste to his own country until Luffy stopped him, they'll give an official report deviating from the truth of what happened. So he broadcasts the ruined state of Dressrosa, and makes a public apology to the deposed king, Riku Dold III, on the World Government's behalf. Sakazuki is furious, but gives him one last chance to fix it by going after Luffy and Law like he was ordered to in the first place]].
* MeleeATrois: He was locked into a three-way duel between himself, [[spoiler:Trafalgar Law and Donquixote Doflamingo.]]
* MetaphoricallyTrue: Uses this as justification for engaging [[spoiler: Sabo]]. Yes, Fujitora ''is'' personally sick of Doflamingo's bullshit (and his treatment of Fujitora's marines), but he can't officially admit that as an Admiral... so he has the Revolutionaries blamed for their [[BlatantLies clever, dastardly plan]] of playing on Fujitora's justice to make him choose between protecting the country (which means protecting Doflamingo, his assigned job), or protecting the country's people (which is what Fujitora actually wants to do).
* MundaneUtility: It's implied, if not outright stated at some point, that Issho likes to use his gravity-based powers to secretly manipulate dice-results, which would explain how he was always calling the correct results when gambling (he was only losing money because the others at the table were lying to his face). He even states, when rolling a die to determine whether or not to pursue Luffy and Law, that he is not using his powers on it this time.
* NiceGuy: Overall a nice, polite guy. Doesn't mean you can't piss him off, though.
* NoCelebritiesWereHarmed: Just like the rest of the admirals. He's based on Shintaro Katsu and his famous role as the blind samurai {{Zatoichi}}.
* NoNonsenseNemesis:
** He doesn't waste time making small talk or starting with weaker attacks that would make it a more even fight. If you come into conflict with him, he ''will'' pull out all the stops to end it as quickly as possible.
** Subverted in that he was actually playing around for nearly the entire arc (likely because of the whole Birdcage situation), only seriously intending to take down his targets come the arc's end.
* NonStandardCharacterDesign: Drawn just as realistically as Akainu.
* NotSoStoic: Although usually stern and reserved, his battle with Luffy has him becoming pretty emotional, breaking into an absurd chuckle when he realises how sily Luffy is, and showing deep frustration and anger due to his conflict in fighting the savior of Dressrossa.
* OhCrap: His reaction when he realizes Sengoku overheard his thank-you to the Straw Hats for their help.
* PayingForTheActionScene: Compensates the owner of a restaurant for blowing a massive hole in the floor.
* PersonOfMassDestruction: So far, we've seen him blow a massive hole in the floor of a restaurant with what appeared to be a gravity well and [[spoiler: summoning a '''meteor''' to flatten Law]]. Given that he's an [[AuthorityEqualsAsskicking Admiral]], it's kind of expected.
** When he gets truly serious, it is quite a sight to behold. Issho reveals he can manipulate gravity on a ''country-wide'' scale, with Pica's [[AttackOfThe50FootWhatever mountain-sized golem]] looking like an ant to his powers as he levitates the destroyed remnants of the country's buildings all at once to use as artillery. He uses it to annihilate an entire fleet of ships owned by New World pirates and brokers.
* PostClimaxConfrontation: For the Dressrosa arc: 3 days after Doflamingo is defeated, Fujitora comes down, trying to apprehend Luffy and co. Not only that, Luffy actually attacks him first. Though it comes to a halt when Hajrudin grabbed Luffy to force him to get away from the island quickly.
* PowerIncontinence: He's yet to get the "I [[CallingYourAttacks probably should warn people]] of incoming meteors" bit down, though, and it doesn't help that he can't see the size of the meteors he is bringing down or the collateral damage it could do.
* PurpleIsPowerful: Fitting to his admiral name, he wears purple attire under his marine coat. His GravityMaster powers are also given purple coloring in animation.
* PunchClockVillain: He's a lot more reasonable and intelligent than most high-ranking Navy officers, but alas, he is still a Navy officer. [[spoiler:Once Doflamingo is beaten, he goes after Luffy and Law, although he gives them 3 days to recover first.]]
* RamenSlurp: While [[spoiler: riding on a ship he's using his gravity powers to propel through the air, no less! And his reaction to Law redirecting one of his own meteor attacks back at him is to keep eating the noodles.]]
* ReasonableAuthorityFigure:
** His reaction to finding that Dressrosa is full of New World Pirates and there's probably going to be a fight later? [[spoiler:Call in lots of medics for the inevitably wounded, and make sure to count how many civilians there are in Dressrosa so the Marines know who to protect and how many need that protection. He seems to have taken Kuzan's place as the resident example of this trope among the Admirals]].
** One of his goals that he can pursue now that he is an Admiral? [[spoiler:Remove the Seven Warlords from their seats of power by ending the system]].
* ScrewTheRulesImDoingWhatsRight: [[spoiler:Fujitora knows that once Navy HQ learns of Doflamingo's defeat at the hands of Luffy, they'll twist the truth into something that helps the Navy save face in a similar vein to Alabasta. Fujitora has none of it and broadcasts the truth to the whole world at the first opportunity before the Navy HQ even has a chance to learn of it, then proceeds to call out his own boss Sakazuki on the Navy and the WG's tendencies to tell lies to its people]].
* ShoutOut: To Creator/GaiusJuliusCaesar when Fujitora says, "The die is cast" before performing an illegal action: [[spoiler:Not pursuing Law and the Straw Hats for a time]].
** Though in this case, it turns out he means it literally. He rolled a die and judged from the result of the roll whether or not to pursue Law and Luffy that day. He did this for three days, rolling a one the first two days, then he gives the honor for Tsuru to roll the die; as she gets 6, Fujitora then makes his move.
* SpannerInTheWorks:
** Potentially. He has outright stated that his desire to [[spoiler:end the Seven Warlords of the Sea system]], and remarks that there's no way to know how that will affect the BalanceOfPower until it's been done. And he also claims he has ''other'' plans as well, and given what accomplishing the only one we know of could cause...
** By [[spoiler:begging for forgiveness in front of King Riku for what the World Government had (indirectly) done to Dressrosa and then broadcasting the country's current state and the fact that the Warlord Donquixote Doflamingo is defeated by the alliance of Straw Hat and Heart Pirates,]] he already becomes one for the Marines' and World Government's practices of truth-twisting for the public.
* SwordCane: As part of his Zatoichi reference, he carries his sword in a blind man's stick.
* TeethClenchedTeamwork: Fujitora makes it crystal clear that he hates working with [[spoiler: Doflamingo]] and will put and end to his machinations at the first opportunity.
* ThereIsNoKillLikeOverkill: Like Sakazuki, his definition of "reasonable force" generally means "wide-scale destruction". Unlike Akainu, he tries to cause as little casualties as possible and will make sure that any collateral damage is repaired or paid for. He also has his men identify civilians who might end up in the battle's fray and get them to safety.
* TigerVsDragon: First, with Doflamingo. [[spoiler:Because he's a Celestial Dragon.]] Though subverted since Fujitora needs to side with him against the Straw Hats to ensure Dressrosa's safety. Second, with [[spoiler:Sabo, who has many dragon themes. Naturally, the two clash directly with each other.]]
* TrademarkFavoriteFood: He seems very fond of ramen and other noodle dishes.
* WhenHeSmiles: After several chapters giving a (mostly) stern expression, he finally gives a wide smile in chapter 800 as he thanked Luffy for what he did in Dressrosa.
* WorthyOpponent: He compliments Zoro on his RazorWind, stating that although he was able to NoSell it, it was still pretty brutal.
* WouldHitAGirl: At least in the anime, where there's at least one woman among Doffy's henchmen he took out at the restaurant. After all, justice is blind, as is he.
[[/folder]]

[[folder:Admiral Ryokugyu ("The Green Bull")]]

The other new Admiral introduced after the timeskip. Ryokugyu is a enigmatic character yet to be physically introduced to the story, but has already been referenced.
------
* {{Conscription}}: Like Fujitora, Ryokugyu was one of the many conscripted by Akainu, and was strong enough to land the Admiral position to replace the spots left by Akainu and Aokiji.
* NoCelebritiesWereHarmed: We don't know much about Ryokugyu yet, but given the theme the Admirals seem to be following, odds are good they will abide by this too.
[[/folder]]

[[folder:(Former) Admiral Aokiji ("The Blue Pheasant")]]
[[quoteright:350:http://static.tvtropes.org/pmwiki/pub/images/image_703.jpeg]]
-->"''This thing called "justice" changes its shape… Depending on where you stand…''"

->Voiced by: Creator/TakehitoKoyasu (JP), Creator/JasonDouglas (EN, Funi), Bob Carter (EN, Unlimited Adventure)

Real name Kuzan, Aokiji is one of the three Admirals, the strongest fighters in the Marines. Aokiji follows a form of justice that he calls "Lazy Justice", resulting in a very relaxed, almost self-assured attitude. When he first met the Straw Hats, he showed no intention to fight, calmly discussing things like their bounty increase and even making a pass at Nami, leading the group to initially wonder if he really was an Admiral or not. He ate the Chilly-Chilly Fruit (''Hie Hie no Mi''), a Logia with power over ice. Overall he's a pretty chill guy.

During the two years TimeSkip, he battled Akainu for the rank of Fleet Admiral and lost, leading to him leaving the Marines.

-----
* AllMenArePerverts: PlayedForLaughs – Upon first meeting the Straw Hats, his first reaction to Nami is to point out her bust and ask if she's free that evening. And when they meet in ''Anime/OnePieceFilmZ'', he laments the fact that Nami [[FountainOfYouth isn't very busty anymore]].
* AnIcePerson: The Chilly-Chilly Fruit allows him to turn into living ice.
* ArchEnemy: Akainu, from an ideological standpoint; Aokiji got off his lazy ass for once and fought vehemently against allowing Akainu being appointed as Fleet Admiral, despite originally having little interest in the title himself. So against it that he was willing to fight a ''DuelToTheDeath'' over it.
* ArtificialLimbs: Lost his leg, presumably during his duel with Akainu, but created an ice prosthetic from his Logia powers.
* AtopAMountainOfCorpses: A brief scene in the anime has him sitting atop a frozen version of one of these.
* AuthorityEqualsAsskicking: Goes with being an Admiral.
* BadassGrandpa: [[DownplayedTrope Downplayed]]. While he isn't as old as the other Admirals, he's still nearing 50 (see OlderThanTheyLook below).
* BigDamnHeroes: He showed up on Punk Hazard in the nick of time to save Smoker from being killed by Doflamingo.
* BrilliantButLazy: Being an Admiral, he's part of the World Government's "Ultimate Assault Force". They are ''the'' strongest combatants the WG has to offer. However, Aokiji himself is a very carefree and lazy person. He even upholds what he dubs as "Lazy Justice", leading to people not believing at times he is such a powerful fighter. This philosophy does '''not''' mean you can take him lightly, however.
* BrokenPedestal: [[DownplayedTrope Downplayed]]. He wasn't exactly blind to the flaws of the World Government pre-TimeSkip but after [[spoiler: resigning]] he tells Smoker that he has become much more aware of how corrupt those he once served under really are.
* CurbStompBattle: Against Luffy. When the young pirate attacks him with his up-to-this-point strongest attack, the Logia user just shrugs it off by [[LiterallyShatteredLives shattering into ice shards]] and reforming himself, then taking him down with [[CooldownHug Ice Time]]. [[spoiler:He also performed one on Jaguar D. Saul 22 years ago, who fled at his mere sight, taking the ''giant'' down with three attacks.]]
* TheDrifter: a [[http://images1.wikia.nocookie.net/__cb20120207181223/onepiece/images/4/48/Kuzan_kid.jpg SBS reveals]] he spent his childhood as a vagrant. [[spoiler: After leaving the Marines, this is the life he returns to.]]
* EverythingsBetterWithPenguins: Rides a giant penguin named Camel to Punk Hazard.
* EvenEvilHasStandards: While not exactly "evil" in the traditional sense, Kuzan was nonetheless a marine -- and one you wouldn't call soft. Yet he was utterly disgusted when Akainu (then known as Vice-Admiral Sakazuki) [[MoralEventHorizon blew up a ship of innocent evacuees on the off chance that ''one'' criminal managed to get on board.]] So much so that twenty years later, when the Fleet Admiral position opened up, he did whatever he could to ensure that Akainu did not become Fleet Admiral, despite that originally he had little interest in the position himself (Sengoku originally nominated Aokiji for the position; Akainu only became a candidate due to the support of several high-level government officials), to the point that the two had a ''death match'' just to fill the position. [[spoiler:Then when he lost, he was so opposed to serving under his rival that he ditched the Marines and gave up his position as an admiral.]]
* FictionalCounterpart: Of UsefulNotes/TokugawaIeyasu. The lazy justice mentality is just one of MANY similarities.
* FashionableAsymmetry: Post-Time Skip, he wears a glove on only one hand [[spoiler: presumably to hide the burn scars covering it.]]
* HarmlessFreezing: Averted. The dangers of him freezing you solid are mentioned and shown several times. One character even lost an arm because of this. On the other hand, [[spoiler:Buggy]] survives being frozen with no harm done to him.
* HeroAntagonist: There's nothing really villainous or evil about him; he just happens to oppose the protagonists by default, since he's a Marine.
* HeroKiller: While somewhat more reasonable than the other admirals, he is still one of the Marine's feared "Ultimate Assault Force".
* HonorBeforeReason: His honor was the only reason he didn't capture the Straw Hats when he first met them, as he agreed to fight Luffy one-on-one and not harm Luffy's crew.
* HumanPopsicle: A common application of his power.
* KillItWithIce: His standard method of attack.
* KnightOfCerebus: After [[SmugSnake Foxy]] was taken down with [[NotSoHarmlessVillain relative]] ease, it seemed like nobody could touch the heroes. But when his debut caused ''[[TheStoic Robin]]'' to freak out, the story got serious fast, and was a dour warning for things to come.
* KillTheOnesYouLove: He makes it fairly clear to Robin that Saul was a good friend of his. Judging from what he says, he didn't like having to kill him, but he was under orders.
* LeanAndMean: He's tall, skinny, and serves as an antagonist. Just like his co-workers.
* LennonSpecs: He used to wear them back when he was a Vice-Admiral. After the timeskip, he wears them again.
* LiterallyShatteredLives:
** Aokiji's Chilly-Chilly fruit allows him to turn into ice; he shatters when hit, but since his Chilly-Chilly fruit is a Logia class, he can simply pull himself together like the [[Film/Terminator2JudgmentDay T-1000]].
** Is also part of his fighting style, in which he freezes his enemies and threatens to shatter their fragile bodies. He makes a half-hearted attempt to do this to Robin the first time he meets the Straw Hats. Fortunately, the others are both fast and gentle enough to get her out of the way.
* MeaningfulName: His name is derived from the Momotaro legends. Also, his given name, Kuzan - if written in Kanji, it can mean "Nine Mountains" (九山), which in One Piece is a phrase that stands for "all the land (of the world)".
* NighInvulnerable: Like all Logia powers. Though his ice can be shattered, doing so is little more than a brief inconvenience to him.
* NoCelebritiesWereHarmed: His appearance is based off of late Japanese actor Yusaku Matsuda, particularly the man’s role of drifter P.I. Shuichi Tsujiyama in ''Detective Story''. Kuzan even wears the same sleeping mask as this role.
* NoNonsenseNemesis: For all his playfulness and lazy ways, he doesn't toy around much once he decides to take action, trying to defeat any opponent in as few strikes as possible.
* OhCrap: When Aokiji realizes that he [[RealityEnsues can't freeze Whitebeard's shockwave-based Tremor-Tremor powers]].
* OlderThanTheyLook: He's pushing 50 but looks like he's in his 30's. He's actually three years ''older'' than Crocodile, who looks much older than he does.
* OneManArmy: This is a guy who can freeze over a hundred miles of ocean without strain. Or nonchalantly stop two 300 foot-tall ''tsunamis'' simultaneously.
* OptOut: He leaves the Marines after [[spoiler:Akainu becomes Fleet Admiral.]]
* PersonOfMassDestruction: He could throw the world into an ice age all by himself if he wanted to. [[spoiler:To put it in perspective, his battle with Akainu changed Punk Hazard's weather permanently. His half is a frozen wasteland with frequent blizzards]].
* ReasonableAuthorityFigure: While he does follow orders, he also follows "lazy justice", only going after those who he deems a legitimate threat.
* ScarsAreForever: Has a few nasty burn scars from his duel with Akainu.
* ShapingYourAttacks: "Ice Block: Partisan" (makes [[BladeOnAStick ranseurs out of ice]]) and "Ice Block: Pheasant Peck" (creates a giant pheasant).
* SleepMask: Is often seen wearing one before the timeskip. Post-timeskip, ditches the sleeping mask and goes back to wearing a bandana like his pre-admiral days.
* SlippySlideyIceWorld: His Logia powers usually render the battlefield into an Arctic wasteland -- He even turned the entire Marineford Bay into a giant ice rink.
* SuperDrowningSkills: Averted. He can use his Devil Fruit powers to freeze the sea below him, giving him a '''massive''' advantage over other Devil Fruit users.
* SuperpowerLottery:
** Even among his fellow Admirals, he stands out as a clear winner. In addition to the standard benefits of a [[ElementalShapeshifter Logia]] [[NighInvulnerable fruit]], his freezing power is unique in that it lets him harmlessly cross the open ocean -- negating the one weakness all devil fruit users share.
** Not only can he do things like ride his bike from island to island, he can also prevent others from doing so by freezing the ocean. In a world of water where pretty much everyone travels by ship, ''entire armies'' are rendered less effective than him.
** There's only a handful of fruits that have any kind of advantage over his (and all of those ''do'' have SuperDrowningSkills): the [[PlayingWithFire Flame-Flame]], the [[MagmaMan Magma-Magma]], the [[SuperPowerLottery Tremor-Tremor]], and the [[PowerOfTheVoid Dark-Dark]] -- and maybe the [[LightEmUp Glint-Glint]]. Unfortunately for Kuzan, all of those fruits belong to some of the only people he would actually need to fight seriously against.
* TallDarkAndHandsome: He's quite the looker for someone who's going on ''fifty.''
* ThemeNaming: Like his companions, he's named after one of Momotaros' allies, specifically, the pheasant.
* WellIntentionedExtremist: Carries out his orders as his morals interpret, even if it involves destroying an island of people. He was willing to let everyone else go, however... until Sakazuki eliminated them. To be exact, he was only ordered to kill the ''scholars'' of said island, but this trope still counts, as he's genuinely well-intentioned.
* WildCard: [[spoiler:After having left the Marines and realizing just how truly corrupt the world is, government and marines, it becomes clear that Kuzan seems to be only looking after his friends. He also seems to have contacted Blackbeard for unknown reasons.]]
