The crew of the (in)famous Buggy the Clown, the Buggy pirates are a gang of low-level pirates with a circus theme. The most notable members are Mohji the Tamer & the First Mate, Cabaji the Acrobat & Second Mate, and Richie, a huge lion who serves as Mohji's pet. After a confrontation with the future Straw Hat Pirates that saw Buggy separated from his crew, they are later joined by Alvida, the pirate that Monkey D. Luffy fought against on his voyage, in time to intercept the Straw Hats in Loguetown before embarking on their own voyage to the Grand Line. Although powerful, for an East Blue crew, they are in reality nowhere near as strong as they are feared.\\\

After the Paramount War and Buggy's evasion from Impel Down then his ascension to the rank of [[Characters/OnePieceSevenWarlordsOfTheSea Warlord]], the crew now hosts several powerful criminals from Impel Down who were freed by Buggy, including Galdino who once worked in [[Characters/OnePieceBaroqueWorks Baroque Works]]. Buggy the Clown is the first real pirate that Luffy encounters early on in his travels. Buggy is a rather gaudy individual who used to be on the legendary Roger Pirates crew, along with Luffy's idol Shanks, who Buggy eventually bore a grudge against for unwittingly foiling a scheme to find a legendary treasure. After Gold Roger's death, the two went their separate ways, and while Shanks went on to become one of the Four Emperors, Buggy hung around the relatively tame East Blue. His Devil Fruit is the Chop-Chop Fruit (''Bara Bara no Mi''), which lets him split his body apart as he pleases.\\\

After his defeat at Luffy's hands, he teams up with Luffy's StalkerWithACrush Alvida, and after a failed attempt at revenge, enters the Grand Line in pursuit of the Straw Hats. Through Buggy's major luck and charisma in stringing along a bunch of more powerful but completely gullible breakout criminals from Impel Down, as well as his past history of being associated with former Pirate King Gol D. Roger and being "friends" with Emperor Red-Haired Shanks, Buggy managed to gain the World Government's attention and he was made a Warlord. Dubbed "the Genius Jester," he became the leader of the Pirate Dispatch Organization, continuing to lead a massive group of pirates who all completely dwarf him in power.\\\

Following the events of the Wano arc, Buggy rises to the rank of Emperor, once again through pure luck and happenstance, and helps found the Cross Guild with Crocodile and Mihawk.\\\

His bounty at the time he becomes a Warlord is 15,000,000 Berries, the lowest of the bunch besides Blackbeard's former bounty of 0. However, with the dissolution of the organization and the World Government believing that he is the mastermind of the newly created Cross Guild organization, Buggy's bounty increases to a staggering 3,189,000,000 berries.

* AdaptationalNiceGuy: In the manga, Buggy's EstablishingCharacterMoment is cruelly executing via cannon a crew member who is begging for mercy, just because he mistakenly believes said crew member insulted his nose. In the anime, Buggy just lifts his underling with his Devil Fruit Power and strangles him, but then does show him mercy by releasing him, making him appear much less of a BadBoss.
* AffablyEvil: While he's definitely a pirate in the traditional sense, Buggy can be pretty easygoing and fun-loving as well if approached in the right way, as seen when Nami brings him Luffy as the price to join his crew (although it was all a diversion). As a former member of the Roger Pirates, his love of partying and generally having a good time is incredibly strong. However, it's also very easy to get on his bad side, where he shows his cruel side.
* AintTooProudToBeg: Buggy is a huge coward and [[spoiler:tries to beg forgiveness from Mihawk and Crocodile for unintentionally taking credit for Cross Guild from them, even offering multiple times to lick their shoes. Mihawk is amazed that an Emperor of the Sea has such little pride.]]
* AlwaysSomeoneBetter: Deep down, [[spoiler:Buggy felt completely outclassed by Shanks growing up, even abandoning his dreams of becoming the Pirate King due to his belief that Shanks would inevitably be Roger's true successor. Ironically, Shanks ends up inspiring Buggy to give his dreams a second chance, since if he can end up with the same status as Shanks, even if only by sheer luck, then maybe he has a chance at becoming the Pirate King himself]].
* ArcVillain: Buggy is the main villain of the Orange Town Arc, being the leader of the pirate crew that conquered the town. Unfortunately for him, Luffy doesn't remember what happened during this time except Buggy cutting his hat and him kicking the clown's ass.
* ArtEvolution: Buggy's first appearances emphasized the evil aspect of his appearance, invoking a MonsterClown vibe. However, later appearances depict him in a much more comedic light and with more circular shapes, emphasizing the comic aspect of his character.
* AstonishinglyAppropriateAppearance: Buggy tends to wear striped clothes as a visual clue of his [[DetachmentCombat ability to split his body parts]].
* AuthorityInNameOnly: [[spoiler:Buggy is named one of the Four Emperors because he's believed to have created the Cross Guild organization since his overzealous followers put his face at the top of the organization's poster. Crocodile and Mihawk, the actual masterminds of the organization, are pissed at first but decide to use Buggy's status to their advantage and use him as a scapegoat [[YouHaveOutlivedYourUsefulness they can cut loose when they so choose.]] Buggy later turns this on their heads by declaring that Cross Guild will seek out the One Piece, showing that he's not the PuppetKing they expected him to be.]]

While Buggy insists that his grudge came from Shanks accidentally causing him to eat his Devil Fruit, it actually started with Shanks' refusal to follow in Roger's footsteps by becoming the Pirate King]].

** Exaggerated. While Buggy is one of the weakest pirates in the world, thanks to the revelation that he was part of Gold Roger's crew (although he was merely a cabin boy) and then speaking to Shanks, one of the Four Emperors (and fellow cabin boy when they were in the Roger pirates), like he's nothing, many strong pirates are impressed by Buggy's apparent abilities and join his crew, which, over the timeskip, goes from an average pirate crew to a large criminal and mercenary organization. At the same time, the World Government is led to believe that Buggy was just pretending to be weak all along and [[spoiler:gives him a position among the Seven Warlords, reserved to strong and renowned pirates.]]
** [[spoiler:It becomes even more extreme after the Warlord system is abolished and Buggy becomes one of the Four Emperors, meaning that the World Government considers him among the strongest pirates of the world. And he only gets this position because his men put him front and center on the Cross Guild's poster (thus literally turning him into a badass on paper), making the World Government accidentally believe he's the group's leader]].
* BadBoss: Buggy doesn't treat his subordinates well, and blows up a crewmember for having seemingly insulted his nose. He gets nicer over time, however, because he gains many new members who are much stronger than him, meaning he can't afford to treat them badly. [[spoiler:Though, he doesn't become nice enough not to try and sacrifice them to ensure his own escape once the Warlord system disbands and the Marines come to try and arrest Buggy]].
* BeatThemAtTheirOwnGame: [[spoiler:Subverted. After the Warlord System is abolished, Buggy apparently uses his power and wealth to start issuing his own bounties on marines. This bold move is enough to give him the position of one of the Four Emperors. However, Crocodile is the true mastermind behind the bounties and the formation of Buggy's Cross Guild. Buggy accidentally took all the credit for this idea, so Crocodile decides to use him as a scapegoat so that he and Mihawk can work unnoticed and leave whenever they choose.]]
* BerserkButton: Buggy gets easily angered if someone even points out his red nose, without necessarily making fun of it. In his first appearance, he blows up one of his underlings because he misheard him and thinks that he was talking about his nose.
* BewareTheSillyOnes: Oda has stated Buggy has the potential to be one of the strongest people in the series if he actually ''cared'' enough to apply himself. While easy to forget, there are times Buggy gets properly motivated into actually showing it off:
** While Buggy is very goofy, he remains a cruel pirate who would pillage and burn an entire town just to gather some money. He's also somehow charismatic enough to inspire loyalty in a group of Impel Down escapees who are all stronger than him, [[spoiler:which is part of why he ends up becoming one of the Seven Warlords after the TimeSkip]].
** [[spoiler:Mihawk and Crocodile expect him to be an easily controlled PuppetKing. Once Shanks going for One Piece rekindles his dream of being Pirate King, he finally gains actual ''motivation'' and proceeds to manipulate their massive crew into backing his goal in one charismatic speech.]]
* BigBadWannabe: Downplayed. Buggy gets a massive burst of confidence after the escaped Impel Down prisoners rally around him when his past in the Roger pirates is revealed and both they and the Marines believe him to be of comparable strength to his old shipmate, Shanks. Thus, Buggy sets his eyes on taking Whitebeard's place as an Emperor. However, despite [[spoiler:becoming an effective big name in the pirate world, Buggy remains well aware of his own potential]].
* BlessedWithSuck: Buggy doesn't consider his Devil Fruit power worth losing the ability to swim for, because while it gives him a myriad of abilities one might see as useful, he was an excellent swimmer before eating it and planned to swim his way to many underwater treasures. He still holds a grudge to Shanks to this day for having accidentally made him swallow the Chop-Chop fruit. This attitude was endemic to the Roger pirates as a whole, who generally didn't see the advantages that came with a Devil Fruit outweighing the cost of being unable to swim, especially given their Haki abilities were sufficient to enable them to beat super-powered opponents and monsters hundreds of times larger than them with ease.
* BrilliantButLazy: Oda states that Buggy could be one of the most powerful characters in the series if he ever bothered to train himself up. However, since his ambition is getting as much treasure as he can and not getting power, Buggy doesn't have much interest in furthering his fighting power and going up against real heavy hitters. Luffy, on the other hand, before eating a Devil Fruit was such a poor swimmer that he was nicknamed "Anchor" and as such doesn't seem to mind his inability to swim at all since he was so bad at it, anyway. * HiddenDepths: For all of Buggy's faults, he does love the Roger Pirates and was as devastated as Shanks when he witnessed Roger's execution. As the series progresses, hints about Buggy's personality surface, revealing a more ambitious and determined person than the cowardly pirate he was introduced as. Firstly, he never relied on the reputation of his former crewmates in order to gain influence, and in fact never boasted his connections to them to anyone until the truth came out during the Paramount War. Secondly, at times he displayed great personal bravery and bigger ambitions than just amassing wealth or power like many other people who are vastly stronger than him. This hidden side of him was finally displayed in full after the fall of Kaido and Big Mom, demonstrated by him [[spoiler: defying Mihawk and Crocodile's plan to use his former organization to create a nation of their own, and instead he whipped the rest of Cross Guild into a frenzy with an impassioned speech to get them to join the race to reclaim the One Piece, seemingly unafraid of angering his two 'partners' by doing so]].
* ImprobableUseOfAWeapon: Buggy's usual knife-fighting style consists of holding three or four per hand, like knuckle-dusters, which would normally break your bones.
* IronButtMonkey: Buggy is subject to a lot of punishment in the story, like getting struck by a lightning or having a cannonball explode in his face, all of which is treated like comedy. However, despite being one of the weakest characters of the series, he shrugs off all the punishment he receives like it's nothing.
* LargeAndInCharge: Invoked. After becoming a Warlord and obtaining more power, Buggy ties his fluctuating hands and head to a cape to appear larger and more intimidating.
* LargeHam: Following his clown-theme, Buggy is extremely loud and bombastic, usually in a comedic sense. He tends to speak a lot, to the point every panel shows him with his mouth open, and to have extreme reactions, often aided by his ability to detach his body parts.
* LaughablyEvil: While in his initial appearance, albeit already a goofy character, Buggy is somewhat threatening, from his second appearance onward, Buggy is still as evil as always, but his role as comic relief is more emphasized and is never a threat to the heroes.
* LegCannon: Buggy somehow manages to hide a functioning gun loaded with a Muggy Ball, which is powerful enough to level cities, in his foot and not get it confiscated by Impel Down's guard. He uses it for the first time to attack Minotaurus.

* MonsterClown: Subverted. Despite his clown appearance and being an evil pirate, as well as a decent threat, after his introduction, Buggy appears [[LaughablyEvil more funny than scary]] and tends to play the role of comic-relief.
* MyGreatestFailure: Buggy never actually got to see what Roger found at Laugh Tale as he took ill before that expedition. Because he decided to watch over him while the rest of the crew was gone, Shanks didn't get to go either. Thus, neither of them know what's on that island or what the One Piece is, and while Raleigh has shown a willingness to impart that information, both former cabin boys never saw fit to ask him for their own reasons.
* MyGreatestSecondChance: Buggy had [[spoiler:given up on his dream of becoming the Pirate King long ago. After events of the Wano arc leave him in the exact same position as his former crewmate Shanks, Buggy decides that, even if he only ended up there through pure happenstance, he's going to give his dreams another shot]].
* NearVillainVictory: At Logue Town, Buggy becomes the villain who comes the closest to killing Luffy. He captures him and prepares to execute him, but a thunderbolt strikes him at the last second, saving Luffy.
* NeckLift: With the Chop-Chop Fruit, Buggy can detach his hand and strangle a person remotely. In his debut, he lifts by the neck a subordinate who accidentally mentioned his nose and then he lifts Boodle in the same way after the latter challenged him.
* NeverMyFault: He blames Shanks for him losing his ability to swim despite him being the one who chose to go behind his back and steal the Devil Fruit.
* NeverSpeakIllOfTheDead: Downplayed. While Buggy doesn't speak ''ill'' of him, he acts indifferent towards Bon Clay [[NotQuiteDead seemingly]] sacrificing his life so that everyone else can escape from Impel Down. Luffy, as you might expect, gets pissed at Buggy and punches him in the face.
* NoBadassToHisValet: Buggy is the only person alive who doesn't have any reverence for or fear of Shanks, one of the Four Emperors, because, despite their huge gap in power, their relationship as former cabin boys in Roger's ship transcends it. Buggy doesn't give a damn about Shanks' worldwide reputation; all he cares about is the fact that Shanks is (in his eyes) the reason why Buggy has Devil Fruit powers, and thus can never swim again (and he was an excellent swimmer to boot), and was unable to get the treasure he wanted all those years ago by selling the Devil Fruit he ate. Shanks, in turn, outright welcomes his attitude, due to them being old friends in his perspective.
* NoMacGuffinNoWinner: Buggy's attitude towards the One Piece during the manga's last act invokes the inverse. He reminds [[spoiler:Crocodile and Mihawk]] that they don't need the largest crew strength, resources, and political influence to actually get the treasure. If the stars align, they won't even have to fight any of the series' heavy hitters. What matters is laying their hands upon it first for the glory and esteem.
* NoSell: His Devil Fruit power prevents knives and other bladed weapons from hurting him; as a result, he survived easily in Impel Down, because the prisoners are tortured on the first level by making them run through a forest of trees with knife-like leaves. He also survives an encounter with Mihawk, the strongest swordsman of the world, by recomposing his body after being cut.
* NotAfraidToDie: [[spoiler:Mihawk and Crocodile torturing him and using him as a PuppetKing eventually causes Buggy to decide he'd rather die than keep living like this. Despite being one of the weakest characters combat-wise, his Devil Fruit ability has been shown to be one of the best when it comes to swordsmen, as it essentially makes him [[NighInvulnerability Nigh Invulnerable]] when dealing with them. Even ''[[PersonOfMassDestruction Mihawk]]'' can't hurt him with his sword. It doesn't stop him from easily curb-stomping Buggy when he tries to fight back, but hey, it's still pretty impressive. Oda has pointed out Buggy could be one of the strongest guys around if he actually was properly motivated.
* OffscreenMomentOfAwesome: [[spoiler:Between acts 2 and 3 of the Wano Arc Buggy is terrified at the thought of actually having to fight the Marines after they disbanded the Warlords. Yet, at the end of the Wano Arc, in Chapter 1053, it turns out that not only has he survived, he's become one of the new ''Emperors''! And in Chapter 1056, he somehow gets both ''Crocodile'' and '''Mihawk''' to join his group! Captain Kuro, also known as "Kuro of the Thousand Plans", is the captain of the Black Cat pirates from East Blue. He is cold and cunning, known for coming up with elaborate plans that never failed. His fighting skills are just as deadly as his mind, as he can move silently at incredible speeds to slaughter people in the blink of an eye. Yet despite all of this, he eventually tired of the pirate life, setting up schemes for his crewmates, and of constantly being hunted down by the Marines. He hypnotized the crew's shipwright, Nugire Yainu, into believing he was Kuro and allowed him to be executed in his place, stopping the Marine hunt and allowing him to leave his crew.\\\

Making his new home in Syrup Village, he became Klahadore, the butler for Kaya. From there, he plotted to assassinate Kaya to obtain her vast fortunes and completely retire from his pirate life. However, Luffy and his allies, along with town liar Usopp, put a stop to his plans.\\\

* ArcVillain: Kuro is the main villain of [[Recap/OnePieceKuroArc Usopp's introduction arc]], where he plans to kill Kaya, Usopp's friend, to inherit her fortune. He also poses as a contrast to Usopp and his lies.
* AwesomeButImpractical: Downplayed. On one hand, his Shakushi form is as fast as Soru, but he can't control it and ends up killing his own men. But on the other hand, he's a BadBoss who intended to erase his crew anyway, so Shakushi's only drawback is that his crew being in the way hinders his effectiveness against Luffy.
* BadassBookworm: Oda says he's the second smartest person to appear in the East Blue arc, right behind Ben Beckman, and is renowed for his complex plans.
* BadassInANiceSuit: Apart from a design on his suit that apparently represents some feces, [[VisualPun as if to say that he, a liar, is full of shit]], he's dressed rather well. Justified because he plays the role of a butler.
* BadBoss: When his plans start to fail, he threatens to kill his crew if they don't hurry up, and later reveals that he always planned to kill them all once his objective was achieved as a way of protecting his identity. He even indiscriminately cuts them down during one of his attacks, and dialogue from some of his crew members indicates that this behavior is quite common for him.
* BaitAndSwitchComment: He reminisces about all the years he spent as Kaya's butler... then concludes by saying how he hated that time.
* BitchInSheepsClothing: He pretends to be a kind and caring butler and ParentalSubstitute to Kaya, when in reality he's played that role to gets Kaya's affection and inherit her mansion after killing her, and then he would kill his former but still loyal crew because they know his true identity. While revealing his true colors, Kuro flat-out tells Kaya that he "endured" the role and ''hated'' every second with her, while the ONE thing that was been entirely honest was his hatred of Ussop.
* BreakingSpeech: He gives a long speech to Kaya about how he hated serving and taking care of her over the years, and that it was all to get his hands on her fortune. It completely breaks the poor girl, who considered Klahadore like a second father.
* BrutalHonesty: Outright admits that does not have an "ounce" affection for Kaya and was simply a pawn for his master plan, and only after her death will give his proper thanks.
* TheButlerDidIt: Subverted. While Kuro faked his identity and planned to murder Kaya for her family fortune, he makes it clear to Jango that he had nothing to do with the death of Kaya's parents. Given he's confiding this to [[TheDragon Jango]], it's probably safe to assume he's being honest.
* CharacterTic: He tends to adjust his glasses with the palm of his hand. According to Jango, Kuro picked up this habit as a result of wearing his clawed gloves all the time and not wanting to cut himself; his continued use of the gesture after three years of dormancy is a clue to Jango and the others that their captain hasn't gotten the slightest bit rusty in all that time.
* TheChessmaster: His plans for Kaya's fortune aside, he is infamous for organizing over a thousand meticulously planned pillaging raids.
* ChronicBackstabbingDisorder: Made most obvious when he's plotting to kill an innocent young woman to collect her wealth so he can escape from the Marines. He's also willing to kill his own crew to keep his identity a secret, though later dialogue from Usopp confirms he plans to kill at least ''some'' of them regardless.
* ConsummateLiar: Given he has lived with Kaya for ''three years'', hating it the entire time, and everyone ''still'' was none the wiser about him, he's definitely adept to tell lies. In contrast to Usopp's obvious ones, Kuro's lies are more subtle.
* CrueltyByFeet: After attacking the Marine ship in a flashback, Kuro steps on the injured Morgan's face, breaking his jaw in the process.
* DidntThinkThisThrough: Luffy points out that, ironically, Kuro's initial decision to take up piracy wasn't well thought-out. When Kuro complains how his career as a pirate meant the Marines would always come after him, Luffy rightly points out this is something he should've thought about ''before'' he decided to become a pirate in the first place.
* DisproportionateRetribution: He's willing to massacre his entire crew, just for calling him by his name (both his original name Kuro and his alias Klahadore), because he's that evil and violent.
* DodgeTheBullet: In the anime, Kuro uses his SuperSpeed to dodge some bullets when Usopp tries to shoot at him with Kaya's gun.
* DoNotCallMePaul: He gets angry when his crewmen cheer for him by his original name, since his goal is to [[{{Unperson}} get rid of that name]].
* DramaticIrony: The pirate Captain that wants to be free of piracy and the stress the lifestyle inherently has, came up with a master plan that involved ''starting a new life with a job that had almost that amount of freedom and level of luxury built-in.'' However doing so involved having his crew be privy to the knowledge, so they are loose ends he implies he has to clean up too, which makes the situation ''the very thing he was afraid would happen to him.''

* EvilGenius: Kuro is one of the smartest characters in One Piece, able to make a long plan to inherit a mansion, and also one of the most despicable.

* TheFarmerAndTheViper: Kaya's family saved Kuro's life and gave him a house, and his way of repaying Kaya is to kill her and inherit her fortune.
* FlashStep: ''Shakushi'' is as fast as [=CP9=]'s ''Soru'', but is an imperfect form; unlike them, he can't see where he's going. Not that he cares if everything and everyone in his way dies.

He isn't above killing his own crew (he was even going to do it ''if his plan succeeded''), he badly wounds Kaya's servant, and he went to great lengths to manipulate and kill a sick girl so he can obtain an inheritance.
* LackOfEmpathy: While working for Kaya and her family for three years, he has never grown attached to her nor to his colleague Merry, and even attempts to kill the latter without any regret. He doesn't even care for his crew, which he plans to kill after inheriting Kaya's fortune.

* LeaveNoWitnesses: If his plan had succeeded, he would've killed his crew just to make sure that there wouldn't be anyone left who knows he's still alive.
