Instead, he tries to take on it, and even after it becomes obvious he won't survive after being injured and the Elephant Nomu joins the fight, he refuses to run away or give into fear.

The organization in charge of regulating Pro Hero affairs.

* AdaptationalVillainy: The HPSC was already a corrupt and shady organization in canon, but the story goes a step further by detailing their crimes.
** In addition to assassinating heroes and people whose goals went against their agenda (activists, authors, and politicians amongst them), the Commission interfered with the creation of laws that could help minority groups like mutants for the sole purpose of driving these people to villainy and make the public dependent of them. They also keep numerous files to blackmail people of interest to their plans.
** There is also how the HPSC had nearly turn Japan into a PoliceState by arresting anyone who shows the slightest support towards groups like the Tea Spillers.
* CreateYourOwnVillain: As mentioned above, they are responsible for policies that drive people to villainy. More villains mean more heroes and more heroes mean more people depending on the HPSC.
* NotSoWellIntentionedExtremist: For all their talk about keeping society safe, it's clear that the only thing the HPSC cares about is keeping up the status quo, and that means that they're on top and everybody else is below them.
