A top-ranked spy who specializes in delivering "merchandise", be it drugs, weaponry, or even people. He kidnaps Taiyo to get to Mutsumi for an unknown benefactor, provoking the Yozakuras in the process.

* ShearMenace: His preferred weapon is a pair of high-quality gardening shears. They're razor-sharp and incredibly versatile, as they can be used for everything from gouging out eyes, snipping off fingers, and even jamming the guns of his opponents. However, since they're held together by a screw, they can be potentially neutralized if someone were to bind them and pick the bolt to forcibly separate them.

He quickly gains Taiyo's ire mere minutes after meeting him and Kyoichiro clearly despises the man, only making a fake agreement to him to get rid of Taiyo for him with the full intention to eliminate Hatoda afterward.
* VillainWithGoodPublicity: His organization's front as a popular toymaking company makes him both famous and beloved among the general public. He also tends to give out bribes to appear "generous", only adding to his popularity.

* KnightOfCerebus: His flamboyant ensemble at first marks him as yet another fairly silly character for the protagonists to have more wacky spy shenanigans against. However, [[spoiler:he ends up being one of the most serious enemies the main characters face yet, giving out a WhamLine that kickstarts the series' MythArc as well.]]

While his disguise isn't nearly as elaborate as the InstantCostumeChange used by Kengo, it's more than enough to fool all but the most well-informed spies and politicians about his identity and true goals. He explains that a disguise needs to fool the heart as much as the eyes, and the persona he put on was a calculated attempt to throw off any suspicion that Kurogao might still be alive.
