A human scientist working with Smart Brain to study the Orphnochs and use them as weapons.

* DragonWithAnAgenda: Works for Smart Brain, but his goal is to use the Orphnochs as weapons and not to turn humanity into Orphnochs.
* FantasticRacism: Believes that humanity will not be "pure" if they accept the Orphnochs and thus seeks to trap each of them in their monster forms.

* MadScientist: Seeks to study the Orphnochs to use them as weapons.

* [[SharpDressedMan Sharp Dressed Men]]]: They wear black tuxedos, fedoras, and shades before transforming. It helps keep their identities secret and it identifies when they're on the job.

* SwissArmyWeapon: Their weapons are the Axel Ray Gun, a short blade that can bend to use it's blaster mode.

* BloodKnight: Battle is a "game" for him to win.

* {{Expy}}: From being a BigBadWannabe with BloodKnight tendencies and having the personality of a SerialKiller, Kitazaki seems to be one for [[Series/KamenRiderRyuki Asakura]] from the previous season.

* GoodHairEvilHair: His hair is always messy and unkempt, the same can be said for his signature clothes, reflecting on how he ignores his own appearance to give more importance to things he considers to be fun.

* {{Narcissist}}: Thinks he is better than his king, and tries to kill him just to prove it.

* TheSociopath: What Kusaka has in charisma, Kitazaki has in cruelty. Unlike Kusaka, Kitazaki makes no attempt to hide this, and is heartless person even if he's not in battle.

* KarmaHoudini: [[spoiler:Killed Yuka and thus set off Kiba's FaceHeelTurn, yet she managed to survive the end of the series, albeit insane and trapped in her Orphnoch form. Also, if one were to take ''Film/OOODenOAllRidersLetsGoKamenRiders'' into account, then it's [[SubvertedTrope subverted]] when the Lobster Orphnoch is killed by Faiz in it.]]

* AdaptationalVillainy: Kusaka was never a good guy in the first place in the series, but the non-canon novels make him far worse and cross lines he never would, namely, [[spoiler: violently raping Mari at one point.]]

* DeclarationOfProtection: Towards Mari, he reacts with extreme violence if he thinks you are planning to do anything to her. Or be next to be.

* JerkWithAHeartOfJerk: While his predecessors and many successors in the ''Secondary Rider'' line are more of [[JerkWithAHeartOfGold Jerks With Gold Hearts]], he's so far the first of said category to be a full blown {{Jerkass}} whom his so-called allies thought he changed his ways after Takumi's redemption, followed by [[Series/KamenRiderGaim Mitsuzane Kureshima]] (the latter is more of a ''Tertiary Rider''). Curiously, Mitsuzane shared many traits with him.

*** Actually, this trope is at least played with when you study Kusaka's character and history. He only thinks Takumi is hollow and has nothing to protect, because he's incapable of thinking Takumi as anything but scum, [[spoiler: even if the latter wasn't an Orphnoch]], and sees everyone else as a tool to help him succeed, save for Mari (and even then, he seems to treat her as more of a possession than as a person). Then, you consider everything about him, namely his character, his sense of self-entitlement, his sheer sociopathy, and everything he's done, then it's plain to see that [[spoiler: [[AssholeVictim he pretty much deserved to die horribly]], no matter what canon]]. That said, it also doesn't stop Takumi from feeling the least bit upset about him, and in this case seems to think Kusaka was actually right for once to call him out on this because of the HiddenHeartOfGold-hiding facade he used to isolate others, making him appear hollow to everyone.

** Also applies in the series proper: [[spoiler: Throughout most of the show, he'd been sabotaging the potential friendship of Takumi and Kiba, and subsequently, any chance of a united front against Smart Brain, just for his own ends, also torturing both about their supposed [[{{Hypocrite}} inherent inhumanity]]. He's murdered by Kiba, who had finally snapped at this point and joined Smart Brain, all of which is largely his fault. And Kiba does the deed with the Kaixa Gear he's just stolen from Kusaka. Moreover, he dies alone, the others nearby looking for him, missing him by a few meters, and him unable to get their attention as he fades away like the wretch he was in life.]]

* NominalHero: Kusaka isn't so much of a hero or even anti-hero as much as he is a villain who just happens to hate the threat the heroes have to fight. And even then, he takes it further than the heroes have to by determining every Orphnoch he sees, or just anybody who gets in his way in general as so evil they only deserve the worst.

* TraumaCongaLine: Holy. The first episode alone, has him being getting into a car accident putting him in a coma for 2 years. Then dying and reviving as an Orphnoch. He then finds, one his parents are dead, two he's homeless as his uncle sold his house, and that his uncle is corrupt. Three his girlfriend moved on and is dating his cousin, and his cousin tells him this in the most jackass way possible. Then he finds out his girlfriend was a BitchInSheepsClothing the whole time, namely without knowing Yuji killed his cousin she sells him out to the police just to save herself.

* AntiHero: Verily, because of his backstabbing, scheming tendencies causing SO MANY problems. People are somehow unable to see how much of an ass he is despite this. Because his hatred is against the Orphnoch, he's a DesignatedHero by virtue of being against the antagonists and monsters, yet even THAT falls flat on its face when he [[WhatMeasureIsANonHuman refuses to see the human side of Orphnochs even when some are genuinely good people]], including [[spoiler: Takumi himself.]]. Even after [[spoiler: he's killed before the last few episodes]], it's pretty clear that [[spoiler: the heroes are now mostly dealing with the fallout of his constant sabotage of their efforts to unite, most notably Kiba's turn to the dark side, which makes his death by hands of the man he more or less psychologically tortured EXTREMELY karmic.]]
