A spy sent to investigate Ernest Graham. He is the protagonist of the Novel's "Ghost" story arc and the anime's "Double Joker" two part episode.

* AdaptationalVillainy: In the original novel he was one of the twelve (as opposed to the anime's eight) students serving under Yuuki in the D-Agency. The anime recasts him as the sole named Wind Agency field operative.
* AdaptedOut: Despite "Ghost" being adapted as a storyline in the live action movie, Jirou was not included and replaced with Odagiri and Kaminaga.
