* HoneyPot: [[spoiler:The Audio Files reveal that she intially planned to seduce Cole in order to get him to New Marais, but she quickly disregarded the idea after seeing it wouldn't have worked (since Cole was still reeling from [[TheLostLenore the loss of Trish]]); her Plan B was promising him powers, which did the trick]].

* AnIcePerson: Becomes an ice conduit [[spoiler:(but ''not'' through a pleasant procedure)]].

* DirtyCoward: [[spoiler:She betrays humanity to side with the Beast in order to save her own life.]]

* TheSpock: To Cole's TheKirk and Nix's TheMcCoy. As stated in the trailer and the game itself, Kuo is the voice of order among the three and provides arguments to do good deeds, many of her plans involving the assistance and endearment of allies and generally avoiding causalties. [[spoiler: Subverted in the end, when ''she's'' the one advocating the ruthless option of allying with the Beast and sacrificing all the Muggles, albeit framing it in utilitarian terms.]]

* ArmyOfThievesAndWhores: They started out as hunters living in the swamps with no other purpose in life other than to hunt, get drunk, and assault the public in their free time. Bertrand organized them into a fighting force, but despite their mission of protecting the city from monsters and "deviants," they're just CorruptHick predators and criminals who do such things as mug citizens on the streets.

* CorruptHick: A bunch of redneck, trigger-happy gun nuts with a shoot-to-kill order towards Conduits. They also imprisoned the local police, and are oppressive towards the locals.

* EliteMooks: As they don't use Conduits, the Militia employ heavily-armored men with [[GatlingGood mini-guns]] as elite infantry.

* RightWingMilitiaFanatic: They are Bertrand's private army of [[FantasticRacism racist]] rednecks.

* ImplacableMan: Tracks you all the way from Empire City to New Marais, despite the entire US army being thrown at him along the way.

* PersonalityPowers: Before and after gaining her powers, Kuo values cold, hard logic with [[LightIsGood intentions as light as the snow she creates]], many of her plans appealing to Cole's (and everyone else's) better nature by assisting the resistance and avoiding casualties. Her power of flight can even be read as her surveying a plan from on high like a guardian angel. [[spoiler: Of course, over time ice can be harmful and can cause frost-bite, her utilitarian mindset [[FaceHeelTurn leading to her siding with the Beast]].]]

* PersonalityPowers: She is a conduit with powers over napalm, a highly flammable substance that clings to the things it incinerates, she herself developing an attachment to Cole over his more destructive capabilities and willing to use careless (and very destructive) plans regardless of who gets caught in the crossfire. Even her ability to teleport fits her in-and-out ForTheEvulz antics.

* BigBadEnsemble: With The Beast in ''[=inFAMOUS 2=]''. While the main goal is to stop the Beast, other problems can be traced to Bertrand, as he was responsible for founding the Militia gang, creating the Corrupted monsters, and giving the Vermak 88 mercenaries their ice powers.

* WeUsedToBeFriends: He states that he used to be friends with Kessler when first meeting Cole. Their friendship was apparently genuine as it's implied that Wolfe somehow knows that[[spoiler:Kessler was a future version of Cole]].
