Ostensibly in place to restore and preserve order until government assistance can arrive, the Militia are extremely repressive towards the citizens -- especially Conduits, whom Bertrand has declared war on.

139* ArmyOfThievesAndWhores: They started out as hunters living in the swamps with no other purpose in life other than to hunt, get drunk, and assault the public in their free time. Bertrand organized them into a fighting force, but despite their mission of protecting the city from monsters and "deviants," they're just predators and criminals who do such things as mug citizens on the streets.
140* CapeBusters: While originally formed to defend New Marais against Swamp Monsters, the Militia also have a particular distaste towards Conduits, putting Cole on their "shoot-to-kill" list. For obvious reasons, they also oppose the Ice Soldiers as well.
