!Sindacco Crime Family

The leader of the Sindacco family in 1998.
----
* ArchEnemy: To Salvatore.
* DirtyCoward: When Toni is sent by Salvatore to kill Paulie for having him arrested, Paulie attempts to flee Liberty City in a boat, with several armed men on the boat assigned to protect him from Toni.
* TheDon: Of the Sindacco Family.
* ElvisImpersonator: He dresses in gaudy rhinestone suits, wears sunglasses all the time, and keeps his hair in a hilariously out-of-style pompadour.
* GreaserDelinquents: The Sindacco Family in Grand Theft Auto: Liberty City Stories are technically a Mafia family, but in the game evoke more of this trope, with their slicked-back 50's hairstyles, brown leather jackets, use of dated slang from the 50's and 60's (albeit cloaked in a thick Brooklyn accent).
* Jerkass: Mocks Toni while he is being chased by him including telling him to “swim over here and kiss his ass”.

The perverted owner of the Sindacco-backed Paulie's Revue Bar, and later ally of Toni and the Leone family.
----
* BaldOfEvil: He is bald and an associate of the Sindaccos before defecting to the Leones.
* BoomHeadshot: He is shot in the head by Mickey.
* CreepyUncle: He implies that his uncle is a paedophile.
* DirtyOldMan: The first time we see him he is in a greasy gimp suit, and he apparently spends a lot of time with prostitutes.
* HalfBreedDiscrimination: He's part-Irish, which prevents him being anything more than an associate to the Sindacco family, which in turn leads him to defect to the Leones.
* InTheBack: He is shot in the back of his head by Mickey.
* RewardedAsATraitorDeserves: JD defects to the Leones, and after helping Toni weaken the Sindaccos, he was murdered on Salvatore's orders, since his defection from the Sindaccos indicated that he could do something similar to the Leones.

!Yakuza

The wife of the Yakuza's leader, Kazuki Kasen. She resents her husband for preferring to spend his time with his men rather than with her. She later hires Toni to ruin Kazuki's life.
----
* AwfulWeddedLife: Her marriage with Kazuki ends up like this, causing her to send Toni to ruin his life before ordering him to assassinate him.
* DrivenToSuicide: After Kazuki's death, she feels depressed and decides to commit suicide by falling from her apartment window.
* FriendlessBackground: She is often lonely because Kazuki usually left her alone.
* UnwantedSpouse: Kazuki completely ignores her.

The leader of the Yakuza in 1998 and brother of Asuka and Kenji Kasen. He usually leaves his wife Toshiko alone to be together with his men.
----
* CallForward: He owns the Big Shot Casino after the Sindaccos fled the city. Even after his death, the Yakuza still owns it and eventually renamed it to Kenji's Casino.
* DirtyCoward: When he is near death during his fight with Toni, he will order his men to kill Toni.
* Gayngster: Implied by Toshiko to be a closeted bisexual because he prefers spending his time with his men rather than with her. He also attempts to "thrust his sword" into Toni when they meet for the first time.
* KatanasAreJustBetter: He is armed with a katana.

!Sicilian Mafia

Capo of the Sicilian Mafia. When he first arrives, it was believed to be bringing peace between the three main mafia families in Liberty City; The Leones, Forellis and Sindaccos - it's pretty much the exact opposite. To make matters worse, he even starts wars among the street gangs of Liberty. Turns out to be a big scheme to start the Sicilian's invasion.
----
* AffablyEvil: He's very polite and cordial when he's finally confronted by Toni and Salvatore at the end of the game and even tries to evoke NothingPersonal. Salvatore isn't very impressed.
* BigBad: Of Liberty City Stories.
* TheChessmaster: He was the one who masterminded the MobWar between the three families and is directly or indirectly behind almost every conflict fought in the game.
* CopKiller: He orders his men to kill Salvatore by attacking the police convoy that transports him to the courthouse, causing two police officers who led the convoy in a police car to die.
* DirtyCoward: When cornered by Salvatore and Toni, he quickly runs away and enters his helicopter with armed mobsters to save himself.
* DisneyVillainDeath: His helicopter is destroyed in the air by Toni and it falls into water.
* DragonInChief: Officially, Torini is an underboss under Salvatore's uncle in the Sicilian Mafia; however, Torini acts as the de-facto leader and planner of the Scililians operations in Liberty City. Salvatore's uncle is inactive, and only steps in after Torini's death to clear the air with his nephew.
* TheDreaded: It's rumored that he would often kill men with his bare hands when he was younger. His status in the Sicilian Mafia make it so Toni and Salvatore can't do anything about him until Torini personally moves against them.
* EvilCounterpart: To Toni Cipriani, with his role as an enforcer for Salvatore's uncle being very similar to Toni's own relationship with Salvatore.
* FlatCharacter: Gets the least amount of appearances and characterization out of every main antagonist in the entire series. He never even interacts with Toni face to face.
* GratuitousItalian: The few times he does speak, he goes back and forth speaking Italian and English within the same sentences.
* TheHeavy: Although he's technically TheDragon for Salvatore's uncle, he's the one who serves as the main antagonistic force and driver behind the game's conflict.
* TheManBehindTheMan: Torini is behind much of the conflict in the second half of the game, setting the mob families against eachother, and sicking the smaller gangs against them, as well as overseeing the Sicilian invasion. However, Torini only personally appears twice in the whole game, and is killed as soon as he's confronted by Toni and Salvatore.
* NonActionBigBad: He mostly sits on the sidelines for most of the game and lets the various gangs do his dirty work for him. He only gets directly involved during the final mission when he decides to kidnap the new mayor of the city, O'Donovan.
* NotSoWellIntentionedExtremist: Torini was sent by his higher ups supposedly to relax the growing tensions between Liberty City's mob feuding families. His actual goal was to prepare Liberty City to be taken over by the Sicilian Mob, and would push the families against eachother, and the smaller gangs against the families to prepare the city.
* TheQuietOne: He only has a few lines of dialogue.
* SmallRoleBigImpact: Despite being the games BigBad, Torini only personally appears in two missions, but just about every major conflict in the game could be traced back to his manipulations; from pitting the mob families against eachother, exposing Salvatore's ties to Donald Love, and getting Salvatore arrested. Torini doesn't personally get involved until the last two missions; trying to circumvent Salvatore's release by first ordering an attack on a police convoy, and kidnapping the Mayor.
* UnknownRival: Despite being the main antagonist of Liberty City Stories, Torini has no personal gripes or face-to-face interactions with protagonist Toni Cipriani. Despite Toni being Salvatore's Caporegime, and the one foiling the lot of Torini's plans, Torini doesn't seem to regard him, and their only meaningful interaction is at the games final mission; in which Toni kills him. Torini doesn't even speak directly to Toni, only addressing Salvatore when confronted.
