The trope is properly titled Invincible Villain. I think Jaune being such a high level is adequately explained in the story and Raven simply took advantage of his existence. I don't think Jaune's existence therefore qualifies as a contrived coincidence, but Salem granting a wish in such a way as to give the Greycloaks Thunderbolt Iron most likely is.
