She tried to convince the System Manager and other Instructors while trying to keep her Delinquents-turned-Convicts safe in Hell, but this only made the System Manager suspicious of her, leading her to be stripped of her position and cast into Hell as well. Eventually, the dangers of Hell proved too much for Maya and her girls, so her girls decided that their best option was to give up their souls to Maya so that she would have the strength to survive. Maya naturally protested, but the girls felt that they would be better off keeping the one person who wanted to give them mercy a chance to live than for all of them to perish. Maya wasn't the same ever since, becoming the manipulative, cold-hearted, and crazy woman the party meets.

!The Main Character

The player character. A young man tasked with leading a group of seven delinquent girls through Hell's Reformation Program. Unfortunately, he is suffering from amnesia.

* AmnesiacHero: Managed to get amnesia before meeting with the Delinquents. He eventually regains a few details about his past.
* TheHeart: Despite all the in-fighting from the girls, his kindness and faith in them is what keeps them together.
* MyGreatestFailure: [[spoiler:He and his sister, who used to be very close, were not on speaking terms after an argument caused them to drift apart. His sister later dies and he regrets not being there to help her. He went on to become a Program Instructor to help girls through the Reformation Program in order to make up for not being there for his sister]]. His time with the Delinquents allows this memory to return to him.
* ThePollyanna: Despite the dangers of Hell and the missteps they suffer, he has complete faith in all the girls, even the Convict, and will fight to ensure that they all safely reform and return home. Despite some skepticism, he is ultimately proven right in the end.

!Toko

* ReasonableAuthorityFigure: As the main character's senior Program Instructor, she cares a lot about your well-being and tries to check in on you and the girls as much as she can. A stark contrast to the relationship between the first game's main character and Miu
* TheVoice: She is only heard through the main character's radio for much of the game.

!Shinoa Akizuki

* BitchInSheepsClothing: She appears to be a well-mannered girl who wants nothing more than to dispel the arguments and help the Instructor lead the rest of the girls to reformation. However, she thinks of herself more highly than others and believes that only ''her'' ideas are the best. She is later called on it and then develops into someone willing to consider others opinions.
* NotSoDifferent: To Lily. Both of them hold themselves in high esteem and believe that only their opinions matter. The difference is that Lily is open about it while Shinoa hides it behind her more civil demeanor.

!Lily Arisugawa

* FriendToAllChildren: She's incredibly sharp-tongued toward everyone except Kuroe and especially Mizuki, the youngest girls in their group. She admits that she's projecting her sisterly love for her little sister onto them.
* NeverMyFault: She blames everyone but herself when things go bad for her. It's the root of her sin as she blames her father for the loss of her family's wealth.
* {{Ojou}}: Coming from a wealthy family, she possesses an upperclass Princess-like demeanor.
* {{Tsundere}}: Despite acting high and mighty, she possesses a sweet side that the Instructor often points out. Naturally, she blushes and tries to make excuses for it.

!Kuroe Ise

* DrivenToSuicide: She killed herself after she failed a major exam, ending up in the Hell Spire as a result. Her failure during one of the trials (which was rigged to fail) and the escalating in-fighting between the other girls causes her to nearly consider it again until Sui convinces her otherwise.
* CripplingOverspecialization: She's amazing when it comes to memorization, which was what led her to ace all of her exams early in her school life. However, memorization can only take a student so far, so as school became more difficult, she found her grades dropping farther and farther over time.
* ParentalAbandonment: Her mother never wanted Kuroe, only becoming interested in her when she was consistently earning perfect scores. Once Kuroe's grades start dropping, she becomes and bitter blames her daughter's falling grades on her father. By the time Kuroe commit suicide, they divorced and left her.

!Mizuki Kurushima

* ParentalAbandonment: The reason she's living with her Grandma is because her parents never wanted her. They never came back into her life despite hoping that they would one day and has had trust issues ever since.

!Yurine Kazato

* CoolBigSis: The Instructor tells her that despite her ditziness, she is capable of being a sister figure to the rest of the girls. She proves him right when she sticks up for Kuroe after the other girls accuse her of intentionally failing one of the trials.

!Tsukasa Yaegashi

* RedHerring: She is not together with the other Delinquent initially, doesn't care about reforming or leaving for the real world, and like to taunt the other girls, making it easy to believe she's the Convict. Indeed, she's accused of being the Convict a few times and doesn't necessarily confirm or deny. In the end, she isn't Convict at all.
* {{Tsundere}}: More subdued compared to Lily. She's critical of everyone and is fond of riling them up, but the few times she helps others and it's pointed out, usually in regards to the Instructor, she blushes, pouts, and murmurs embarrassingly.

!Sui Shiihara

* ACupAngst: She's very critical of her figure. While this is partially due to her being stuck in a hospital for a long time, she confesses that the buxom Yurine has her ideal body-type.
* GetAHoldOfYourselfMan: When the failures and the in-fighting get the better of Kuroe and considers suicide, Sui slaps and is able to talk her down.
* ReiAyanamiExpy: Short light purple hair, red eyes, shows little emotion, and mentions that she had been hospitalized for awhile. Like most expies, she slowly opens up to the Instructor and the other girls.
* MyGreatestSecondChance: While this is true of all the girls, [[spoiler:it goes double for her because she's the Convict. Luckily, her overcoming her past and attaining her Knight form convinces Enri that she has fully reformed and can return to the real world like the others]].
* OnlySaneMan: She's one of the more rational girls in the group, never trying to start or get into a fight and always thinking logically.
* TheStoic: Rarely ever raises her voice.

!Maya

* BatmanGambit: First, she, as Toko, acted as though she and other Program Instructors were being held captive and aided the party in their Reformation. This allows the party to reform and achieve their Knight forms, making them powerful enough to break through the defenses of the System Manager and grant her access to the Manager's Floor. Second, she anticipated that Enri would use up much of her power trying to protect the Hell Spire and the Delinquents because the next System Manager was designed to have an opposite personality to the previous one, who was cold and uncaring.
* MotiveDecay: She only wanted to reform the Reformation Program so that it could extend mercy to those who failed it rather than damning them to Hell for eternity. However, due to being corrupted by the many souls she consumed, by the time you meet up with her in the Girl's Garden, she decides that destroying the System Manager altogether and taking it's place is a far better idea. Then, upon realizing that her actions will destroy the Hell Spire, she ends up taking a liking to the idea and decides Hell in its entirety should vanish.
* TheReveal: She is Toko and was manipulating the party into disabling the System Manager's defenses.


!Enri

* DeusEstMachina: Enri is essentially an AI with godlike abilities.
* GodWasMyCoPilot: She's the newly born System Manager of the Hell Spire.
* HumansAreSpecial: Ultimately, what she believes in. She enjoys watching humans fight and destroy each other but finds just as much, if not more, joy in watching humans overcome their differences and becoming better people.
* {{Troll}}: She enjoys taunting and riling up the party throughout their journey through Hell and regularly says that she loves watching humans squirm. She eases up after the group goes through some major CharacterDevelopment and overcomes her obstacles.
