When Sarah was in high school, Director Graham arrested him "for his own protection" after he conned a particularly dangerous man - this same incident was when she was recruited into the CIA. Jack however found out about her much later, and despite being on opposite sides of the law, he's proud of her. Using his skills as a confidence man, Jack helped out Chuck and his team on two seperate occassions: Freezing the funds of a powerful Sheikh, and obtaining Iranian nuclear missile plans.

Real name unknown. Sarah's somewhat estranged father. He is a ConMan who frequently involved Sarah when she was a kid in his schemes, and often rewarded her with ice cream or sometimes hard cash. Sarah claims that her experiences with him rubbed her the wrong way, but Jack ''(correctly)'' deduced that she had way more fun conning people than she would care to admit. He was a top-grade CIA agent who was set to be the agency's first true Intersect Agent. However, Bryce Larkin happened. After that, his life and career began a downward spiral until he left the CIA and began to work freelance. ...[[LaserGuidedKarma For Fulcrum, The Ring, and Volkoff Industries]], all organizations which Chuck himself put out of commission, and Quinn out of business. Quinn snapped, and made it his life's mission to make Chuck's life a living hell even worse than his own, and get the Intersect while he's at it, which technically is ''rightfully his anyway.''
----
* ActionSurvivor: He has an incredible talent of escaping extremely dangerous situations. Practically an expy of [[Series/{{Alias}} Sark]].
** He survived being tortured for 378 days.
* ArchEnemy: While Chuck would more or less see Shaw as his greatest enemy, Quinn openly views Chuck as his.
* AxCrazy: The man is more than disturbed, with a scary penchant for violence and several bouts of LaughingMad. It's sort of justified, as he was tortured for over a year inside a hole.
* BadassNormal: Claims he can fight on-par with an Intersect-uploaded agent in hand-to-hand, and while he ''is'' quite good, Chuck and Sarah can still both overpower him.
* BeingTorturedMakesYouEvil: Being tortured for over a year in a hole didn't do anything for his sanity, or [[RoaringRampageOfRevenge anger management]].
* BigBad: Of the second-half of the final season.
* TheChessmaster: While he's a lot more aggressive and hands-on than Chuck's previous enemies, he still uses emotional manipulation to the fullest.
* {{Determinator}}: To a practically hilarious degree - this is a man who will stop at nothing to get the Intersect. Case in point? Getting kicked out of a moving ''bullet train'', and ''[[RuleOfCool still somehow managing to get back inside]].''
* HateSink: An utterly irredeemable bastard to the core. Even Ted Roark was more likable than this man. And that's ''nothing'' to say of what he did to Sarah...
* {{Knight Of Cerebus}}: His {{Mind Rape}} of Sarah made the final two episodes exceptionally dark for a normally light hearted show.
* LargeHam: Big time - although not quite as ''delicious'' as Volkoff.
--> "I'm former CIA too… The Intersect was supposed to be ''mine''… But then Larkin stole it for ''you''. So I went back at into the field, and then got captured… (laughs) Oooh, and tortured in a hole in the ground for 378 days - '''''IN A HOLE!'''''"
--> "'''''[[WickedCultured ENOUGH OF THE KABUKI!]]'''''"
* RoaringRampageOfRevenge: His entire motivation is to get the Intersect and kill Chuck for ruining his life.
* SanitySlippage: Chuck has, for the lack of better words, completely ruined his life, even if unintentional. The constant repeats have driven the guy completely insane.
* UnknownRival: Chuck had no idea of what he did to this guy; no one knew him, or that he was working for all the baddies that Team Bartowski faced off against over the run of the show.

->''"Pursue Agent Carmichael, and we will kill him - ''slowly.''"''

''Portrayed by [[Series/TheThornBirds Richard Chamberlain]]''

Real name - '''Adelbert de Smet'''. [[ExactlyWhatItSaysOnTheTin Just how it sounds]], [[DepartmentOfRedundancyDepartment The Belgian is a Belgian man who is in charge of Belgian Organized Crime]]. An extremely dangerous individual who specializes in smuggling highly sensitive intelligence, he had information on the identity of the Intersect. However, when Chuck practically fell into his lap, he got ambitious and decided to kidnap Chuck to extract the Intersect, or just sell off ''Chuck'' himself altogether. Even if he had to lobotomize him.

[[RoaringRampageOfRevenge He was knocked out and arrested by Chuck's very protective, and very pissed off girlfriend.]]
----
* ArcVillain: The primary bad guy of the "Intersect-less Chuck" story in Season 4. He's the only villain in the series who gets his own multi-episode story who is not in any way related to the season's BigBad
* AuctionOfEvil: Partakes in these quite regularly, and uses them as a cover to sell information.
* ComeWithMeIfYouWantToLive: Rescued Chuck from falling to his death. But only so he can perform brain surgery and sell off the Intersect.
* DevilInPlainSight: A "legitimate businessman" who is very obviously a mob lord.
* FourEyesZeroSoul: Wears wire-framed glasses and is pure evil.
* InformationBroker: His primary trade. He smuggles and sells sensitive intelligence
* MindRape: Tries to lobotomize Chuck to extract the Intersect.
* ObviouslyEvil: 1-Look at him. 2-He's known as "The Belgian." [[SarcasmMode He's not the manager of a waffle house, that's for certain.]]
* [[RuthlessForeignGangsters Ruthless Foreign Gangster]]: While ''Belgian'' crime is a little oddly specific and unusual, he is still a very dangerous gangster.
* SharpDressedMan: Wears very expensive suits, though he does make the exception when in his base in Taiwan due to the obvious heat and humidity.
