The Director of Requiem was an InUniverse ghost to pretty much everyone, even the higher-ups, and we only get a proper physical appearance in ''Mauer der Toten'' when we see his body and ''Forsaken'' when we finally see his face, confirming that he is indeed an adult Eddie.
