The psychedelic rock band "The 13th Floor Elevators" seemed to handle writing, recording, and performing their music all while on stiff doses of psychedelics, they were one of few to be fair.

Does this belong here? I feel like there should be a trope for actors who were drunk or stoned when filming but can't find one

The reason one of the characters sounds like a stoner (cough cough TREVOR) is because he's voiced by Christian Potenza, who's voice is actually very close to Trevor's. Seriously, go listen to audio of him as Jude from 6teen or Chris from Total Drama, or else something on his You Tube channel. THATS HOW HIS VOICE IS SUPPOSED TO SOUND!
