You sure Frieza counts as Laughably Evil? His Japanese, Kai, and DBS versions don't seem to have any comedic qualities. (Other than the occasional witty remark)

After his arc in the original anime of Z, Frieza was treated more as a Butt-Monkey, as he was a victim of Pikkon (The Worf Effect), Gohan (Can't Catch Up), GT Goku (He and Cell were treated more as jokes than actual threats), and he and his tongue were annoyed at Goku fighting Kid Buu.
He doesn't share that attribute anymore, as pointed out in Early-Installment Weirdness.
To win, you need to adapt, and to adapt, you need to be able to laugh away all the restraints. Everything holding you back.
