I would tag those Captain Ersatz.

As for the differences. Captain Ersatz is a stand-in character, used when the creator can't use the character he wants to (ex: The cast of Watchmen for the Charlton Comics characters). Expy is when a character is similar, but isn't supposed to stand in directly for another character, or at least doesn't do so intentionally. (Ex. Man-Bat from the Batman comics and The Lizard from Spider-Man). Alternate Company Equivalent is an intentional effort to make the next Captain Whatever. (One of the most prominent example is Captain Marvel to Superman).

A Captain Ersatz is the original character, but changed just enough to avoid a lawsuit. An Expy is obviously based on that character, but is clearly not intended to be them. The key trait of Alternate Company Equivalent is that the character originated as an effort by another company to fill the same niche. Depending on the level of similarity, it can fall into expy or ersatz territory (the latter if they were being particularly unsubtle), or neither (because the resemblance can be coincidental). As for your question, I'd also call them Captain Ersatz, if they really were basically just cut-and-paste of the original characters.
