10 cm cannons with AA fire director. Yes, they can be used to shoot down aircraft.
Aside from the aforementioned DP gun, Fubuki also has the second best AA stat among destroyers. Using any flying-type attack on her would likely result in Swanna getting shot down. Her durability isn't that good, though, so Swanna still have a chance if it has a move strong enough to OHKO her.
