The US atomic weapons project was racing the German program. It was only used against Japan because Germany surrendered before Manhattan was ready.
If Japan hadn't attacked Pearl Harbor the US either wouldn't have gone to war in Europe or Germany would have provoked us with a potentially more devastating attack.
