You know, I don't really think the Phantom's identity really matters anymore. After all, he's just a mercenary; a pawn.
The real question is, who hired him?
It really doesn't. Is it really that important to get a press release like, "The Phantom's TRUE IDENITY is Bob, a dentist from Kyoto. You've never met him, you never will meet him, he has had no involvement in any past cases, and his career as a dentist will never be important in the entire history of the franchise."
The true identity of the Phantom is irrelevant because the true identity of the Phantom isn't anyone we, the audience, knows or ever will know.

Personally, I missed Gumshoe every time Fulbright was onscreen, and considered him a Replacement Scrappy. I spent at least two cases complaining about why we didn't need a new detective, an older Gumshoe or even retaining Ema from Apollo Justice would have sufficed. He did finally grow on me, though.
Then The Reveal happened and I suddenly was very happy he wasn't Gumshoe.
