Yup, but quite the Anti-Villain by virtue of simply being so well rounded that many go Rooting for the Empire. Definite evil goals, but with justification and an ability to see them through.
SH would have many Evil Virtues, shown when I and he go shopping together even if we don't aim for the same thing.
