It comes down to whether the information available is enough to make a functioning work page. In this case, unless all the currently listed tropes on Command & Conquer (2013) are speculation, there is enough material available.

While not referring to any specific work, any work of fiction that have been created is a "work" in this wiki. An aborted work is still a work such defined; it is incomplete but it still objectively exists.

Unreleased fanfics go in Darth Wiki, so if the game is unambiguously cancelled, that rule can be expanded to cover this special case, as DarthWiki.Command And Conquer 2013
If the game is eventually released, it would go back in the Video Game namespace, as VideoGame.Command And Conquer20xx - obviously, substitute the x's for the proper release year.

That rule cannot be expanded to this case because we aren't dealing with a work with no evidence of its content at all, but with a work where we only have announcements and other sidematerial. Completely different situation.

Unfortunately, I watch a hell of a lot of Extra Credits and Jimquistion which means Never Trust a Trailer is in full swing here, Video Game previews and E3 are notorious for showcasing content in games that doesn't exist and games with better graphics than the actual release (Aliens: Colonial Marines and Watch_Dogs.)
This is made even more likely since the developer has changed.
When it is eventually made (and let's hope the example above, and the other horrendously bad Development Hell example (Daikatana) aren't anything to go on.) we may need a tropes for preview material alongside the actual game.

And there was a LOT of information released about it? The specific page I'm referring to is VideoGame.Command And Conquer 2013, which was cancelled in October last year by EA, should this be cut, since the game is Vaporware that may never exist?
A few of the badly done Work Pages In Main are about vaporware too, some of which have been cut.
