What separates Tockman from Fugate in the DCU comics?

Fugate was in the DCAU and he had an intricate knowledge of schedules and routine. He was able to escape his first encounter with Batman by hopping on top of a train he knew would be passing below the roof he was on that very second.
I guess I know how Tockman survived if they go by the comics: While he was incarcerated, his sister died without him. In further misfortune, Tockman discovered that he really wasn't ill and was not going to die in the next six months: his doctor had accidentally switched his papers with those of another patient.

OK, not The Killing Joke, but there was a Batman story where the Joker thought he was dying so he went on a big ass evil spree, but it turned out he wasn't dying.

Addition: Reread the trope page, the doctor did it as a joke teach the Joker to feel remorse.

No actual Canary Cry powers, the Black Canary being Dinah's sister, Dinah being a Faux Action Girl. Really, I see why someone would still be disappointed, but I don't think too much about it anymore.
The Black Canary has quite often not had any innate powers, and its not like every incarnation has always been Dinah Laurel Lance.

And that even with Dinah as the Canary, her being able to emit sonic screams was much less part of her identity than it was in the cartoons, sometimes going like a year between uses.

I don't know if this has been mentioned before, but DC is going to release a series of digital comics (entitled "Flash: Season Zero") that takes place between episodes 1 & 2. Including a new character named "Mr. Bliss".
Also the link contains SPOILERS for Arrow. Be warned.
Clock King as a Flash villain should be pretty interesting, especially if they borrow from the Temple Fugate version. A character who can plan a set-up so picture perfect right down to the second to such an extent that they can even out-predict The Flash would be an awesome way to have Flash fight an otherwise normal person.
