A potential new game: Idea and interest

Hey, guys. I apologize if this isn't how things are usually done around here, since I don't come around the forums often, but I've been recently struck by inspiration for a new system and/or setting, and I wanted to see if I might get some advice or potential help, or even just interest before trying to actually go out and design it, since I haven't done anything even vaguely similar before. And that's assuming that this hasn't been done before, but I haven't heard of it if it has.

First off, I've always been intrigued by horror or action games that really hammer home the personal aspect of their theme, make the players personally focus on their character and those around them and mess with their minds. (Wraith: The Oblivion stands out, as does—in theory, at least—Ravenloft.) I've recently been watching lots of Satoshi Kon, as well as Inception, Eternal Sunshine of the Spotless Mind and others. It's intrigued me. In the hands of a good roleplayer, the possibilities are endless.

What I'm thinking, in the loosest possible terms, is this: a tabletop RPG based solely around the Dream Weaver trope, but—weaponized. The setting I haven't chosen, but perhaps they could be part of an elite military force or radicals, or even rogue psychiatrists; the important part is stimulating creativity. Especially since they'd usually be playing against each other, and yet together. For whatever reason, every PC would be nominally on the same side and working against GM-controlled foes, but each has something the others want, and they must manipulate each other mentally to get at it. Battles could be fought in the dreamscape physically or mentally, crafting each personal dream to the individual character. Hopefully, it'll start to blur the line between character and player, too (within sane limits), heightening the dreamlike sense. As far as the dream-shaping powers are concerned, I was thinking something abstracted and unconfined along the lines of Nobilis, sort of as Power Levels rather than clear-cut "can/can't".

Well, that's it in its bare-bones outline form, just a quick check to see what you think of it, and it's been done before I'll happily check it out, and if you don't think it'll work, that's fine, too! Again, sorry if this isn't the right place for it.

As a one off idea, you should have a Dream Faraday cage. Or rather, two of them.

The physical cage is a seemingly mundane octagonal chain link fence (which can be worked into a building's wall, floor and ceiling) that blocks out those inside from the outside CU. However, those inside share a much smaller but still connected CU. Complete isolation may be safe... But it also leads to insanity after months or years.

The dream Faraday Cage doesn't keep other invading dreamers out, it traps parts of personality or memories. Which can potentially outlive the cage's owner's death.
