To be fair Bat-villains are easily recognized and easy to assign playstyles/special moves to.
Aquaman, Cyborg, and GL don't have particularly memorable villains anyway, none suited toward a fighting game at least.
Flash has Cold and probably Reverse Flash in the roster.

Ok, I know it's a joke, but is there a reason they can't be in as Lethal Joke Characters? I think a bit of levity to the roster would be welcome.
The thing about April Fools day that I truly hate is that sometimes I can't tell if anyone is serious or joking or if they're pretending to be joking but are actually serious.
Because they'll either take up two slots — and with only four spaces left for heroes, that is definitely not ideal — or have to be some sort of tag team, which the game is not built around.
That is definitely an Ed Boon move. :P
For villains, I'm just hoping Circe shows up at this point.
I meant more mechanically "why can't they be in?" rather than roster size.
You can make them a Noob/Smoke where it's a two-for-one character, one them is out at all times, and certain combos/specials switch them out for the other.
Or make it an Ice Climbers deal where their both out on the field, but you only control one directly while the other is a cpu that takes action based on what you actually do, and the trait is switching control between the twins.
Characters like this aren't unheard of in the genre; it's totally feasible if they wanted to.

@Soble: I disagree, especially when it comes to Green Lantern villains.
After all, Sinestro and Atrocitus have both made it to Injustice and most Green Lantern villains would fit perfectly in a fighting.
Especially Fatality, Rankourr, Black Hand, Larfleeze, Star Sapphire, etc.
Not only that, but the Green Lantern have been among DC's more popular books in the last several years with it's villains gaining a lot of popularity, larfleeze and the Red Lanterns even got their own spin offs. Plus the Green Lantern animated series did end up being very popular.
Regardless, your assertion that none of the Green Lantern villains aren't suited for a fighting game is just plain wrong.
As for Aquaman, you can't tell me Black Manta or Ocean Master couldn't work in the game and people have asked for Manta.

I reiterate that Manchester Black, a Superman villain could be a fun character to play as.
He'd also be thematically interesting if one remembers the content of the story where he was the main antagonist.

On that note, now that you mention it Injustice and it's sequel are rather light on Superman villains, aren't they? It's just Luthor, who is explicitly a darn nice guy in that universe. Though I'd assume they were the first victims of his reign of terror (I haven't read the comic, just seen various scenes), so that makes sense.

I'm convinced NRS just really wanted a fire-based character a la Cinder and decided to roll with Firestorm because hey, he looks the part, and it's not like he can't.
Granted, I've only convinced myself this because the only other two explanations I can think of (a serious case of Critical Research Failure or them just really struggling to figure how else to use his powers) are too dumb for me to believe.
So yeah, can totally see them going wild with Plastic Man. Especially considering Swamp Thing gets pretty close to that same territory.
