Reading through the examples, pants seem more common in Western works. Shorts in anime or action genres. Which, actually makes me wonder if it's the same trope.
- The shorts seem to be worn most of the time because the character knows that their active lifestyle is going to reveal their panties.
- The pants on the other hand just seem to be a deliberate fashion choice.
- The bloomers have this whole old fashione/gothic/lolita thing going on that's completely different than the other two.

DickWell one is a style that's visible to everyone and Shorts Under Skirts are strictly to prevent panty shots and arn't normally visible unless their skirts flipped, two completely different things and different connotations. (as well as the latter actually being somewhat of a fetish.)
I was going to go for swap but now after thinking about it they are really different things. Should of put split in the title.

Sparkling and glittering! Jan-Ken-Pon!True, shorts that are significantly longer than the skirt probably fall in with the pants bit of the trope. Sakura from Naruto would be a good example here.
If the shorts are about the same length or shorter, i.e. only really visible when they move, sit down, fly, bend over, etc. they would fall more into the protection from peepers category.

The trope was intended originally to be about the fashion choice, and the shorts were supposed to be long enough to show under the skirt even when the character was not kicking, jumping, flipping, or whatever.
That's why the last line of the description ("Note that this is applicable only when either the skirt or the pants could be done away with completely without making the outfit too risqué.") is there; if the skirt is so short that the pants or shorts are needed for modesty's sake, it shouldn't be on the page as an example.

That line is a bit confusingly worded which is probably why it gathered these examples. Confused me too I just followed the misuse .

Looking at the examples only one or two of them are not shorts under the the skirt.
Or split (soft split or Hard split.), those two are very different tropes and carry alot of differences mostly in the visibility department.
