The trope has some Unfortunate Implications.
The scene itself is Haruhi specifically combining all "High Ticket" elements of Moe (Tiny bit of skin, Meganekko, Dojikko, Meido, and tearing up.) in an attempt to get hits on her website, although its done a little bit forcefully, which vulnerability is also part of the Moe trope.
The show hints at the fact that Mikuru's Moe aspects are an act... that its is just a Honey Trap to get Kyon on his side or so says Koizumi.
Then you add "Adult" Mikuru◊ who Kyon thinks is around 5 years older than the normal version is more proof. The Adult version even thinks her younger self is Moe too, even gives Kyon permission to kiss the younger Mikuru while sleeping (which was probably just to do it once and not alter the timeline its complex.) And looks back on her time in the SOS brigade fondly.
That pic has been up there since the trope was made and is generally The Most Triumphant Example and deliberate attempt to codify as many elements of the trope into one image as it can.

Moeblob is rather pejorative, but I think it's possible to use it affectionately, in a somewhat self-deprecating way. It also serves as a good noun for moe, and in the context of that scene (if memory serves) that the girl is a moeblob.
