(Hollywood Cyborg, Science Fiction Anime & Manga, Spanish-sounding name - named after a Spanish cyclist - of a group from Motherwell, which is the link to "Urusei Yatsura (band)" which eventually became "Projekt A-ko" - which is Glaswegian, both discovered by John Peel... Yes, I'm going off the Wikipedia article.)

Yup.
And your reasoning on the hint(s) was right too, after a massive nudge by me. The bagpipes hint was because bagpipes have a strong association with Scotland, and wasn't quite as obvious as some other items linked to Scotland (haggis, caber tossing, kilts, the Loch Ness Monster etc.) would be.
The ironic thing is, if I said Italy instead of Spain, the round would have finished much earlier, probably around the time when you asked about the naming conventions, even though the hint wouldn't have made any sense if I did that.
