Possible Kamen Rider heroes and villains of returning in Kamen Rider Outsiders
Given that Outsiders ties up a few loose ends from the Heisei Era spin-offs and continuing all the way into the Reiwa era, there's a likelihood of familiar faces returning in the spin-off to face the threat of both Ark and Zein.

Heroes

  • From Kamen Rider:
    • Takeshi Hongo/Kamen Rider 1: Hongo's return in Outsiders revolves around his realization of him being tricked into lending his powers to Zein after the A.I. revealed itself as a villain who wants to wipe out humanity. To make up for this mistake, Hongo returned to the battlefield to fight Zein.
  • From Kamen Rider 555:
    • Takumi Inui/Kamen Rider Faiz: Following the events of Paradise Regained, Takumi is one of the main Rider who came into realization that Zein had tricked him into lending his powers to once the so-called benevolent A.I. turned out to be a villain. To make up for this, Takumi resolves to fight Zein.
  • From Kamen Rider Blade:
    • Kazuma Kenzaki/Kamen Rider Blade: Kenzaki will refuse to side with either Zein or Ark, and considering Tachibana's involvement in developing the Zein Driver, will put him at odds with his former colleague, considering that Tachibana is the one who provided Blade's powers to Zein in the first place. The threat of Zein will even endanger Kenzaki's existence as the second Joker Undead, in that if he and/or Hajime (see below) were to be killed and one Joker Undead living on Earth will restart the Battle Fight, and ultimately putting the entire world in an apocalyptic scenario.
    • Hajime Aikawa/Kamen Rider Chalice: Hajime will be acting as a wild card, refusing to side with either Zein or Ark. As Zein will seek out to eliminate even the Joker Undead, which is considered forbidden. As Kenzaki himself became a second Joker at the end of his series. Taking out one of the two living Joker Undeads will result in the Battle Fight to resume, leading to The End of the World as We Know It.
    • Mutsuki Kamijo/Kamen Rider Leangle: With the fight against Zein is imminent, Mutsuki will have to rejoin the front lines as Leangle, to the point of using the Rouze Absorber to access stronger forms. It doesn't help that his actor, Takahiro Hojo, had been in touch with fellow Blade cast members and fans alike for years even after retiring from showbiz, willing to return if he gets the offer and is just as invested with the fans to see Leangle accessing King Form, which made it's debut in his home series' 20th Anniversary Talk & Show.
  • From Kamen Rider Den-O:
    • Deneb: Deneb will most likely learn the existence of the alternate Yuto who transforms into Zein. Given he might recognize this Yuto with the original, Deneb might be the only hope to save the alternate Yuto from Zein.
  • From Kamen Rider Decade:
    • Tsukasa Kadoya/Kamen Rider Decade: Tsukasa can return back to life so long as there is anyone who has remembered meeting him. Being the (in)famous Destroyer of Worlds, he might have the power to destroy both Ark and Zein in order to prevent their conflict from escalating any further.
  • From Kamen Rider Double (and Fuuto P.I.):
    • Tokime: As Outsiders featured new Riders' forms outside of their series, Tokime will be an interesting example of as she is a manga-exclusive character and her appearing in Outsiders will mark her first live-action appearance. And given that Fuuto PI is still ongoing, Tokime will be dealing with both the Outsiders and Zein's faction as the Joker Dopant. For added bonus, Ami Noujo will also reprise her role from the Fuuto P.I. stageshow.
  • From Kamen Rider OOO:
    • Ankh: Because Eiji died almost a year prior to Outsiders, Ankh will have to deal with Foundation X's continued misuse of the Core Medals, even if it means aligning himself with Zein in order to make up for Eiji's death. At this point, Ankh now has a physical body without the need to possess Shingo. On the other hand, Zein would be also aware of Ankh's history with the Greeed as well as the Ancient OOO, and he has the option to betray Zein's faction once he's compromised.
    • Michal Minato/Kamen Rider Aqua: The conflict between Zein and Ark may possibly have an effect on Minato's timeline and this will force him to go back 27 years into the past to prevent the two AIs' war from escalating to the point of complete extermination between good and evil Riders. And at this point, Minato might have no idea that Eiji already died.
  • From Kamen Rider Fourze:
    • Ryusei Sakuta/Kamen Rider Meteor: Now that Ryusei is now an Interpol agent, as confirmed in Kamen Rider × Kamen Rider Wizard & Fourze: Movie War Ultimatum, he now has the entire ICPO force in his back and will inform several law enforcement agencies (this even includes police officers in Japan who transform into Kamen Riders) around the world to put Foundation X on notice.
  • From Kamen Rider Wizard:
    • Rinko Daimon: Being a police detective herself, Rinko will most likely join forces with Zein's faction to track down members of Foundation X.
  • From Kamen Rider Gaim:
    • Kouta Kazuraba/Kamen Rider Gaim: As the Man of the Beginning, Kouta will most likely be a third party because he also believes Balance Between Good and Evil exists among Kamen Riders. If Zein and/or Ark were to be taken out of the picture, humanity will have nothing to thrive because of the absence of the conflict between good and evil.
    • Mitsuzane Kureshima/Kamen Rider Ryugen: If he sides with Zein, that means he would most likely pull a second Face–Heel Turn. Or, like Kouta above, he knows that Zein and Ark killing each other and if either AI wins could mean humanity will have nothing to struggle against.
  • From Kamen Rider Drive
    • Shinnosuke Tomari/Kamen Rider Drive: Shinnosuke is one of the few known Heisei Riders to have never fought any member of Foundation X. Assuming he has known of the illegal activities of the organization, considering he has met Terui before, it would be worth his while to investigate Foundation X and Ark.
    • Go Shijima/Kamen Rider Mach: Go will join Zein's faction since Banno is still alive and can be revived with a Humagear body by Foundation X. That said, he will have to deal with his abusive father until Banno is erased from existence for good.
    • Chase/(Mashin/Kamen Rider) Chaser: In a similar situation with Brain and Horobi, Foundation X will revive Chase as a Humagear, but he will instead side with Zein given that he remains in the side of the heroes.
    • Krim Steinbelt: Because of how Foundation X got hold of his technology, Krim will have also have to deal with the threat of Ark, given how it played a part of bringing his Evil Former Friend, Banno back to the surface.
  • From Kamen Rider Build:
    • Gentoku Himuro/Kamen Rider Rogue: At this point, Gentoku may be elected to a higher position in the Japanese government in the present, as his father may have presumably stepped down as Prime Minister due to old age and health issues. He might be informed of the threat of the Ark and will most likely join forces with the heroic Riders associated with Zein. Provided if he has a position in either the country's ministry of defense or national security (or if he succeeded his father as prime minister, both), the government will initiate a witch hunt against members of Foundation X and crackdown of their illegal activities for good. For extra benefits, he can also contact his teammates to band together against Ark.
    • Takumi Katsuragi: Katsuragi will most likely side with Zein, sparing Sento from getting his hands dirty. And George is most likely not the only one who created the Zein Driver, as Katsuragi may have likely provided Tachibana Build's powers to Zein.
    • Kazumi Sawatari/Kamen Rider Grease & The Hokuto Sanbagarasu: Related to the above, Kazumi and his gang can be contacted by Gentoku if he is interested in the ongoing conflict against Ark and Zein. His co-workers, Akaba, Aoba, and Kiba will join him since they can transform into their Smash forms.
  • From Kamen Rider Zi-O:
    • Sougo Tokiwa: Ohma Zi-O might warn Sougo of Zein's existence endangering Ohma Zi-O's own, so he's left with the option of either eliminating Zein and/or Ark.
    • Woz: Woz will most likely act as a third party and he knows when to take action in the event his liege's existence is at risk in the ensuing conflict between Ark and Zein.
  • From Kamen Rider Zero-One:
    • Aruto Hiden/Kamen Rider Zero-One: Given that Aruto also sided with Zein, he wants to make sure Ark is erased from existence for good. However, Gai will call him out for this knowing that if Ark were to be deleted, it would mean that mankind is in danger of stagnation because of the absence of something to struggle against.
    • Yua Yaiba/Kamen Rider Valkyrie: Given that Yua got her Rider powers back in Girls Remix, she's going to side with Gai for different reasons in order to stop Zein while she's also going to call out Aruto for siding with Zein in the first place.
    • Jin: In the same situation as his father, if Jin were to be revived, he will refuse to side with either Ark or Zein, calling out Horobi for allying with an authoritarian AI that seeks to create a world without malice, knowing the fact that Horobi is repeating the same mistake with his misguided loyalty towards Ark.
  • From Kamen Rider Revice:
    • George Karizaki/Kamen Rider Juuga: If George were to return in Outsiders, it's probably dealing with the threat of Zein and Ark. Given that the Igarashi siblings all have Giff's DNA through Genta; Zein might seek to eliminate the Igarashi siblings as their inner demons pose a threat to its stance against supernatural evil, George will take a neutral stance in regards with the opposition between Zein and Ark.
      • Confirmed. Except that he made the Zein Driver, meaning he's going to stop Zein.
  • From Kamen Rider Geats:
    • Ace Ukiyo/Kamen Rider Geats: Now that Ace is now a Physical God at this point just like Kouta, his presence alone can pose a threat to both Ark and Zein. And it would be possible to eliminate both artificial intelligences since he is the God of Creation, by creating a world where neither AI exist.
    • Ziin: Since Ziin can start his own Desire Grand Prix, he can do so in order to keep Ark and Zein and their respective factions from fighting one another, by setting up a fighting tournament format version of the DGP.
    • Tsumuri: If Ziin can start a DGP-like tournament to keep Ark and Zein and their respective factions at bay, Tsumuri can act as the navigator.

  • From Kamen Rider Gotchard:
    • Supana Kurogane/Kamen Rider Valvarad & Lachesis/Valvarad (II): Both Supana and Lachesis will make brief appearances in Outsiders to deal with both the Outsiders and Zein.
    • Houou Kaguya Quartz/Kamen Rider Legend: Given that both Legend and (Kamen Rider) Zein's powers are all based off on Kamen Rider Decade, it would be possible to see a duel between Card Riders that use the powers of past Riders.

Villains

  • From Kamen Rider Stronger:
    • General Shadow: Given how Black Satan reappeared in Girls Remix and assuming that Foundation X having oversaw the conflict from a distance, it's possible for Foundation X to revive General Shadow as an addition to the Outsiders team.
  • From Kamen Rider BLACK:
    • Shadow Moon: While he was finally slain during the events of Kamen Rider BLACK RX, the vast resource of Foundation X might able to salvage his Shadow Charger belt and find a way to revive the fallen Century King as a means to combat Zein as one of the Outsiders, while somehow gained the means to evolve into an RX version of himself.
  • From Kamen Rider Double (and Fuuto P.I.):
    • Yukiji Bando/Aurora Dopant: Given his connection with Foundation X in the past, Bando will provide help to the organization to combat Zein's autocracy. For added bonus, Yuki Kimisawa will also reprise his role from the Fuuto P.I. stageshow.
  • From Kamen Rider Fourze:
    • Kouhei Hayami/Libra Zodiarts: Being portrayed by Kousei Amano (prior to legally changing his name, he was originally named as Hironari Amano), there is a theory that the Tachibana appearing in Outsiders is actually Hayami in disguise. And Foundation X might have probably revived Libra since they still have Astroswitches in their disposal and used that as a means to revive the Libra Zodiarts.
  • From Kamen Rider Ex-Aid:
    • Masamune Dan/Kamen Rider Cronus: Given how his son was revived into a Humagear by Gai Amatsu, Foundation X can do the same to Masamune. Given that he transforms with the Rider Chronicle master Gashat, Masamune can overrule and reclaim the game from Zein's control.
  • From Kamen Rider Build
    • Evolto/Kamen Rider Evol: Even if Evolto is currently out of the Earth, Foundation X will most likely think of other ways to draw him back to the planet to fight against Zein.
  • From Kamen Rider Zi-O
    • Ohma Zi-O: Zein's presence may pose a threat to Ohma Zi-O's existence. Ohma Zi-O will personally travel into the present day to deal with the threat of both Zein and Ark in order to restore balance in the present day.
    • Swartz: Having a Time Jacker may prove beneficial to Foundation X's Project Outsiders. Swartz will most likely act as the Foundation's "ace in a hole". As Another Decade, Swartz is able to bring past villains from alternate timelines into the present to deal with Zein's minions.
  • From Kamen Rider Revice:
    • Orteca: Since Orteca escaped prison following the events of Juuga vs. Orteca, he now has the Neo-Deadmans faction behind him in order to oppose Zein's autocracy.
    • Giff: Provided if any operative of Foundation X had any involvement with FENIX under Akaishi's command during the events of Revice, they would be able to revive Giff.
  • From Kamen Rider Geats:
    • (Kamen Rider/Premium) Beroba: As explained in Jyamato Awaking, Beroba went back to the future timeline after her supposed death at Michinaga Azuma's hands, as she would able to appear in the present time at any time. The fact that Zein plans to use Kamen Rider Chronicle to annihilate humanity, Beroba will take the chance to amuse herself with the ensuing player deaths in the same vein as the Desire Grand Prix.
    • (Kamen Rider/Premium) Kekera: Similar to Beroba above, Kekera also went back to the future timeline after his defeat at Keiwa Sakurai's hands. Meaning, he would appear in the present time at any moment.
    • Suel: Foundation X can salvage the Zillion Driver and revive Suel as a Humagear. With someone who has authority over the original Desire Grand Prix can overrule Zein's control over Kamen Rider Chronicle.
  • From Kamen Rider Gotchard
    • Atropos & Clotho: The 2 remaining Dark Sisters will most likely make a brief cameo appearance in Outsiders to provide Foundation X the means to create their own Malgams. Given that Gotchard is now concurrently airing with Outsiders, this makes dealing with Zein much easier since it cannot foresee the presence of the Malgam and allowing the Outsiders to weaken Zein.

Neutral

  • From Kamen Rider Decade:
    • Narutaki: Narutaki will oversee the conflict between the two artificial intelligences from afar, as he is on neither side of the conflict.
  • From Kamen Rider Geats:
    • Daichi Isuzu: Despite having redeemed himself, Daichi is still technically a caretaker for the remaining Jyamatos. Also, the fact that Zein has relaunched Kamen Rider Chronicle, Daichi and his Jyamatos could be potential targets by Zein.

Mooks

  • From Kamen Rider Zi-O
    • Kasshine: Assuming that Zein has Zi-O's powers, it can create an army of Kasshines that are far more powerful than the normal Kasshines, making the Outsiders' battles against Zein even more difficult.

Zein is a creation of Shocker
It was created by them to eliminate rival evil organizations like Foundation X and rogue kaijin like Desast.

Zein's user is the Past Man, not a grown-up younger Yuto
In 2023, the original Yuto would be 33 years old, the same as the Past Man; this also applies to his actor. Moreover, Yuto's hairstyle in episode 4 resembles the Past Man's silhouette more than Yuto himself. Since Outsiders is about bringing back deceased Riders, it is possible Foundation X did not find the present-day Yuto Sakurai, but instead restored the Past Man to this reality now that the present has caught up to his future.
  • Jossed. The Yuto who transforms into Zein is basically an Alternate Self of the original, and originating from a Bad Future where something bad happened to Airi Nogami.

The Tachibana in Outsiders is actually Kouhei Hayami in disguise
As mentioned in the returning list of villains where Hayami is listed and the fact that he is portrayed by the same actor who portrayed Tachibana in Kamen Rider Blade, the Tachibana that appeared in the mini-series is basically a revived Libra Zodiarts, and Foundation X might have revived him. The fact that he created a Fourze Zein Card using Rouze Card and Astroswitch technology might be one of the few hints to this.

The mini-series will end with five episodes, and the conclusion of the Zein saga will culminate in the upcoming Movie War featuring Geats and Gotchard.
If Outsiders were to end with five episodes, the final episode will have Zein prevailing over Ark, Foundation X and the Outsiders team would be rendered powerless to stop Zein and the anthology will end in a cliffhanger. The Zein saga will continue on at the upcoming Movie War with Geats and Gotchard as its final chapter, with the cast of the two respective series must deal with Zein.
  • Jossed. Outsiders is slated to continue with a new season this 2024.

Reiwa Another Riders will also appear in Outsiders.
If Foundation X are able to reverse-engineer Ridewatches and Anotherwatches, it would be possible for them to create the following Another Rider as it follows:
  • Another Saber: Based on the design of Elemental Dragon, and its ability will bring to mind Xross Saber's power to use the 10 Seikens. The suit will be a modified version of Rider World's from Kamen Rider Saber + Kikai Sentai Zenkaiger Super Hero Senki.
  • Another Revice: Instead of having two Another Riders based on Revi and Vice, this Another Rider will be a conjoined caricature of Ultimate Revi and Ultimate Vice, while keeping with the color scheme of their basic Rex Genome forms.
  • Another Geats: The design will be based on either Laser Boost, Geats IX, or a combination of both, with a body derived from a Knight Jyamato.

The Arch Orphnoch will be Killed Offscreen by a returning Kitazaki
Because Ray Fujita is confirmed to reprise his role of Kitazaki in the upcoming Milestone Celebration movie for Kamen Rider 555, he will most likely to return in future episodes of Outsiders where he will most likely kill the Arch Orphnoch offscreen and take over Smart Brain for himself and rebrand the company as an anti-Orphnoch company, which will set in motion the plot for 555's 20th anniversary movie.
  • Jossed, as it turns out that Kitazaki in the 20th anniversary movie was an android replica of the original.

The heroes didn't really give their powers to Zein. A.R. versions of them did.
As Yuto is an Alternate Self that's lost everything, it makes sense why heroes like him that failed their realms would want to submit to Zein and change their situations. The AI's powers being taken from Riders that failed their worlds (rather than the prime Riders that powered through their pain and won out) makes more sense thematically than the prime Earth's heroes just suddenly going maverick en-masse; especially given the implications of Zein fusing timelines together. Even acknowledging heroes with bad luck like Tachibana and Aruto as outliers, Zein's modus operandi of gathering heroes willing to shatter the Balance Between Good and Evil to defeat "evil" couldn't possibly convince every Rider. It would also explain Zein's paper-shredder gimmick: As these heroes aren't the prime versions, those powers aren't the real McCoy and thus are too unstable to use more than once. Essentially Expendable Alternate Universe in belt form.
  • The idea that A.R. world counterparts of the Riders are the ones who gave their powers to Zein is plausible in and of itself, besides the Zein Cards are Evil Knockoffs of Decade's Rider Cards anyway.

Gai will get his happy ending at the end of Outsiders
Considering the Trauma Conga Line he had found himself during the Genms duology all the way to the start of the anthology, once Zein is eventually dealt with, Gai will finally earn a deserved happy ending, even if its bittersweet at worst.

Zein is Swartz's creation and contingency plan for his original goals
If proving Horobi's statement about Zein merging all Kamen Riders' worlds to be true, given that this is the same long-term plan put up by Swartz in Zi-O, it's assumed Swartz created Zein as a contingency in the event if his plans fail. However, given how Zein starts to act and live by its own morality, Swartz might have no idea that it began to grow beyond the way it was programmed to be.

Kamen Rider Outsiders will have Multiple Endings
Though the first cour of the series ended in a cliffhanger, the second half of Outsiders will decide which side will be coming out on top. For the first time since Heisei Rider vs. Showa Rider: Kamen Rider Taisen feat. Super Sentai, the anthology will have at least three Multiple Endings — two being Downer Endings, and the third being the good ending, given the themes of Balance Between Good and Evil by having alternate endings to decide the fate of the world makes sense.
  • Ending A — Zein Wins: With all of the Outsiders wiped out, Zein will continue with its plan to wipe out all of humanity unopposed. As a result, the entire world becomes free of conflict and suffering, and with Zein's tyranny in full display, humanity will be deprived of their free will; people will end up living in fear of being under constant surveillance.
  • Ending B — Outsiders Win: Zein is finally defeated. The Outsiders would go on to kill off every heroic Rider so each of them can Take Over the World. The world descends into complete dystopia without any heroes opposing the villains.
  • Ending C — Heroes team up with the Outsiders: This will serve as the canon ending. The good guys, especially Zein's former allies will form an uneasy alliance with the villains to bring down Zein once and for all. But even if they succeeded in defeating Zein, this ending is not without any possible casualties, especially with one of the villains might end up dying. And even if Zein is gone, Foundation X will once again go off the grid and will return when the opportunity arises. This ending will be bittersweet at best. Nevertheless, it's worth it.

Zein may not be the Big Bad of Outsiders, there could be someone else pulling the strings on the AI
Related to the "Zein is a creation of Shocker" section above, whoever created Zein could be a Greater-Scope Villain that has been manipulating events in previous seasons behind the scenes.

Kuroto will lose the ability to transform into Genm Musou in the second season
With the announcement of episode 5, and thanks to Tsumuri, he gains Hyper Fumetsu Gamer. Due to the fact with the Genm Musou Gashat is empowered by the Ark's malice, and with the Ark rendered off the grid at the end of episode 4, it makes sense that Genm gets another upgrade.

Gai will unable to transform into Thousand Ark
Much like with Kuroto and Genm Hyper Fumetsu, Gai will lose the ability to become Thousand Ark since the Ark gets rendered off the grid by Zein in episode 4.

What if Aruto did created Zein?
As shown in the first trailer for season 2, the Ark confronts Is about Zein, and it could lead to the possibility that Aruto could be the one who created the AI in the first place. If Aruto himself was one who created Zein in order to combat malice, this explains that Zein lacks the ability to process love, compassion, and kindness to balance its growing despotic nature. That being said, Aruto made a fatal mistake (far worse than how Gai corrupted the Ark), and the reason why Outsiders happened in the first place.
Zero-Three's user
Possible guesses of anyone donning Kamen Rider Zero-Three's suit:
