Saxon heads to the Hotel Etana in the downtown core in order to meet with Alex's contact, a World Health Organization inspector who is looking into the distribution of Riezene in Panama.

Making his way through the floors, he eventually comes across several guards and takes them out on his way. He reaches the VIP penthouse and finds the inspector, a nervous man who tells him he's not supposed to be up there. Saxon tells the inspector that his life is in danger because of his investigation into the Riezene shipments, and the inspector reveals that Belltower is knowingly covering up Zaaphire's activities so they can distribute a flawed, untested product on the streets of Costa Rica.

The inspector then reveals that he's trying to get into Zaaphire's facilities in Australia to investigate, but he's being stonewalled by someone else in the World Health Organization. Before he has a chance to talk further, though, the window blows out behind him and a gunman rushes in before putting a full clip of ammunition into the inspector. Saxon reels back then looks at the intruder, and sees...

Sam Duarte, his fellow soldier who he saw seemingly killed during a mission years earlier. Duarte reacts in surprise to Saxon's presence, while the garbled voice of Namir tells Duarte to kill "the traitor". Seconds later, the garbled voice of Barrett tells Duarte that multiple hostiles are approaching and to forget about Saxon. Duarte flees on a VTOL that hovers near the window, while Saxon fights his way through several security guards and escapes from the hotel.

Outside, he radios Alex and tells her about the assassination, then orders her to stay put at the club until he gets there. He also calls Anna and warns her not to go back to the safehouse and cease any communication with him for the time being. Soon after, he arrives at the club and tells Alex that she needs to get her VTOL and get out of Panama as quickly as possible. She tells him that Belltower has her aircraft under constant surveillance, and that there's no way she can take it out without being arrested. Saxon proposes sabotaging their surveillance equipment, and tells her to be ready to move as soon as he disables it.

She gives him a location to access the security server, and he sets off, eventually arriving at a data center. He kills several members of a security team inside and makes his way down an elevator into a secret Belltower base. Inside, he takes down several Belltower soldiers and sneaks past sentry guns and cameras before arriving at the central terminal and disabling the tracking equipment.

Back outside, Anna radios to let Saxon know that she's made contact with a group of NSF operatives and is leaving Panama. In turn, he reveals that he's going to Australia to get into the Zaaphire Biotech headquarters and needs to find out what they're really planning with Riezene. She tells him to stay safe before she hangs up.

Saxon heads back to the Hotel Etana, but finds it swarming with security. Alex radios to let him know that the staff have vacated the hotel, and he tells her to get to her VTOL and pick him up from the roof of the building. He fights his way past heavy troopers and security as he makes his way up, and eventually gets to the top floor.

He exits out onto the roof and discovers that Belltower have deployed a robot called the "Boxguard" to take him out before he escapes. He radios Alex and tells her to stay back while he deals with the threat, then fights and destroys the robot and more Belltower personnel. Afterwards, Alex blows up a pursuing Belltower gunship and lands to retrieve him.

As they fly away from the hotel, Saxon tells her that their next stop is Canberra, Australia to find the Zaaphire Biotech firm...

Sometime afterwards, Namir is holding a private conversation with Bob Page, who expresses anger that Saxon is still alive. Namir says that it won't happen again. Page then tells him that it has no bearing on their plans, as they're "almost ready to go public" before hanging up. After, Duarte appears and promises that next time, Saxon will die...

Tropes:

  • Chekhov's Gunman: Sam Duarte, who reappears after being presumed dead in Icarus Effect and kills the WHO inspector before Saxon can escape with him.
  • Co-Dragons: Namir and Duarte are revealed to be this to Bob Page in The Stinger.
  • Elite Mooks: The Belltower Sneakers and Ogres, who are fought in the secret Belltower Base and during the final fight with the Boxguard.
  • Faceā€“Heel Turn: Sam, who is now working with the Tyrants to assassinate targets.
  • Karma Houdini: Namir seemingly gets away scot-free from his actions, but he ends up being dispatched in Human Revolution.
  • Not Quite Dead: Sam Duarte, who has survived his encounter with the drone in Icarus Effect and been conscripted as a new recruit with the Tyrants.
  • Sequel Hook: Saxon and Alex head towards Australia to find out what Zaaphire Biotech are doing with Riezene, while Duarte pledges to kill Saxon for his interference.
  • Shout-Out: A datapad can be found that talks about a worker named Milton, who showed up to the office and claimed he was an employee, but no one had any record of his employment.
  • Super Window Jump: Duarte pulls one of these while leaping from the exploded hotel window into a waiting VTOL.
  • To Be Continued: Said at the end of The Stinger, though given the polarizing critical reception of the game and how Alex/Alejandra Vega appears in Deus Ex: Mankind Divided (which takes place two years after Human Revolution), it's safe to say that the Saxon plotline becomes an Aborted Arc.
