The High Council is the central command of the GUAL, consisting of YHVH himself, his alternate universe counterpart Yaldabaoth, his most trusted Yes-Man Metatron, his most faithful weapon, Satan, and several other like-minded deities. At the time of its inception, it was difficult to truly call it a Council; YHVH cannot abide differing viewpoints from his own, thus no debate took place, instead involving YHVH making decrees and the other members praising his wisdom and benevolence. More headway has been made since YHVH stopped coming to the Pantheon in person and the increased membership of the Council, and another member (usually Yaldabaoth or Chief Kasei) usually presides in his place, though YHVH is known to make unannounced appearances via hologram.
YHVH, Anthropomorphic Depiction of Archetypal Maltheism (YHWH, Yehowah, Yahweh, Arrogant God, Elohim, Sabaoth, Shaddai, Kagutsuchi, Refined Voice, Demiurge, Ancient of Days, Yaldabaoth, Great Will (or rather, its rogue avatar), The Lord)

- Symbol: His Countenance.
- Alignment: Pure Law, which translates out to Lawful Good to his own followers and Lawful Evil to everyone else.
- YHVH established the Grand United Alliance of Law after the Pantheonic Rebellion after realizing that Good and Law are not the same and that law was infinitely more important. As he had hoped, the sudden shakeup with a new Alliance in the Forever War which had so long consisted of only Good and Evil caused turmoil. A necessary turmoil which ended with several heroes and villains joining the Grand United Alliance of Law since it fit with their ideologies better.
- Ever since Lucifer established the Grand United Alliance of Chaos in response following the Great Upheaval, YHVH has stopped coming to the Pantheon personally, usually sending avatars and personal servants in his place to make sure the rest of the councillors remain sufficiently loyal and on track. YHVH still casts a large shadow over his Alliance, since even from afar he can see everything they're doing. He also personally vets important appointments to the Alliance, including as of late the Sibyl System which was approved by his second-in-command Yaldabaoth.
Yaldabaoth, God of Villainous Order (The Holy Grail, The Demiurge, God of Control, Yaldy)
- Overdeity
- Symbol: The holy grail
- Alignment: Pure Law.
- Reason for Joining: He was born through humanity's collective desire to maintain social order, as such his goal is nearly identical to YHVH's.
- Loyalty to YHVH: Absolute. His goals are one-in-the-same with YHVH, therefore his loyalty to the GUAL's cause is unshakable.
- Threat Level to the Alliances: Very High.
- Serves as the second-in-command of the GUAL.
Ashera, Goddess of Order (Astarte, Order Incarnate)
- Overdeity
- Symbol: The Tower of Guidance
- Alignment: Lawful Evil (though Yune claims she's Lawful Neutral)
- Loyalty to YHVH: Believes joining will be the best way to destroy her Chaos counterpart and bring order to the world she hails from. YHVH accepted her into his ranks graciously.
- Threat Level to the Alliances: Very High. Even when not fully awakened, Ashera is such a force to be reckoned with, everyone in her realm banded together to defeat her.
Galeem, Light Half of Order vs. Chaos (Kiira, The Lord of Light, The Ultimate Enemy)
- Overdeity
- Symbol: His core: a ball of light
- Alignment: Lawful Evil
- Reason for Joining: Was promised sanctuary by YHVH if he were ever to successfully escape confinement. The return and protection of his World of Light was also agreed upon if Galeem sticks through until the GUAL reigns supreme.
- Loyalty to YHVH: Very High. YHVH is one of the few beings to sympathize his goals and wholeheartedly approved of his new universe.
- Threat Level to the Alliances: UNBELIEVABLY EXTREME. His first moments is disintegrating almost all of the Smash Tournament fighters, annihilating the rest of the universe afterward, then cloning the captured fighters into his own personal army. If it wasn’t for Kirby, Galeem would have won.
IT, Divine Brain of Outlawed Individuality (The IT, The Happiest Sadist, Red [when possessing his prime subordinate])
- Overdeity. May be a Greater God outside the Black Thing.
- Symbol: ITself, which is a giant brain.
- Alignment: Lawful Evil
- Reason for Joining: Was impressed on the GUAL, so IT decided to join as one of its leaders.
- Loyalty to YHVH: High. Though IT’s allegiance with YHVH may change one day if IT decides to usurp control but has yet to reach that conclusion
- Threat Level to the Alliances: Very High. People in IT’s domains have their brain and thought process to think through repeated patterns and attempts to the same thing to others outside IT’s domains.
Nerose Satanael, God of Inducing Happiness Over Free Will (Third Holder Of Throne, Third Heaven, The Morning Star, Sinless God, Myjoujou, God of Tendou Hisouten)
- Overdeity
- Symbol: The tower of Babel surrounded by a pair of angelic wings

- Alignment: Lawful Good in intention, Lawful Evil in execution (maybe Lawful Neutral if you're generous)
- Reason for Joining: Believes an alliance with YHVH will help speed up his plans for making his ideal world.
- Loyalty to YHVH: Complicated. The two respect each other and are willing to work with one another and do so well, it’s just that YHVH believes he is the Top God while Nerose wishes to surpass any Creator out there. See the problem?
- Threat Level to the Alliances: Infinite. Can essentially do anything that he can think of and will use it against those he deems as evils he must cleanse.
Shekinah, Divine Representative of Fragments of Creator Deities (Root Shekinah, Three Wise Men, Three Spirits, Three Living Beings, female YHVH)
- Overdeity
- Symbol: The Cosmic Fruit
- Alignment: Lawful Evil
- Loyalty to YHVH: An avatar of YHVH, she basically is YHVH in another body.
- Threat Level to the Alliances: Extremely High. Has absorbed the power several deities and uses them to her fullest advantage. She can also split into the Three Wise Men where they can play others like fiddles.
Jyggalag, Daedric Prince of Extreme Logic-Driven Figures (Lord of Order, Gray Prince of Order, formerly Sheogorath, Daedric Prince of Madness)
- Overdeity
- Symbol: The emblem for his forces◊
- Alignment: Pure Law
- Loyalty to YHVH: Joined upon hearing the Daedric Princes that opposed him and other chaotic beings were in the Pantheon and wants to keep an eye on them. Also is attempting to spread his own popularity after becoming rather obscure.
- Threat Level to the Alliances: He’s a Daedric Prince so... Extreme at best. Can outright calculate everything that will and could happen in the Pantheon and has a sizable army to boot. What holds back Jyggalag is that he focuses his efforts on Oblivion and not much else.
Canopus, Polaris, Arcturus, and the innumerable Admins, Overseer and Admins of the Administrator System and the Lords of the Akashic Records (Providence, God, Divine Order of the Universe, Triangulum, Septentrione, Star God)
- Overdeity (Canopus), Greater God (Polaris, Arcturus, and the countless other Administrators)
- Symbol: Blue Gears with Constellations
- Theme Music: Akashic Record, Triangulum, and Providence
- Alignment: Law (Canopus), Lawful Evil (Polaris and Arcturus)
- Reason for Joining: YHVH approved of their desires to pull the Reset Button onto multiple universes to sustain balance in their eyes.
- Loyalty to YHVH: High. Leagues of angels are used by the Admins anyhow so might as well ally with their leader itself.
- Threat Level to the Alliances: Extreme. They can erase universes in less than a week and that is just a singular Admin.
The Sibyl System, Divine Representation of Totalitarian Utilitarianism (Sibyl, Chief Joshu Kasei, Harumi Hosorogi(?))
- Overdeity
- Symbol: A brain in a jar next to a Dominator, Chief Kasei
- Alignment: Lawful Evil, though it sees itself as Above Good and Evil
- Reason for Joining: Yaldabaoth, YHVH's second-in-command was impressed by Sibyl's profiling ability and accessed its network to invite it into the Grand United Alliance of Law. For strategic reasons, Sibyl accepted.
- Loyalty to YHVH: Medium. Its ability to scan and detect loyalty and possibility of committing a crime is extremely useful for the God of Law. So long as it's useful, YHVH will keep it around and grant it the authority it needs.
- Threat Level to the Alliances: Very High. It controls an entire country and is spreading to other nations as well. The other Alliances have placed it high on its watchlist given that it can easily hijack and become the dominant law enforcement system in the Pantheon.
- The former chief of the MWPSB Joshu Kasei represents the Sibyl System on the High Council, with the MWPSB itself serving as the bulk of the Templar Order's police division, though in this case they're mindless drones controlled by Sibyl's hive mind. In fact, the Sibyl System itself also doubles as the GUAL's main intelligence network and security system, in much the same way as HAL 9000 and the Master Control Program are for the Grand United Alliance of Machines. Alexander Anderson views this as a threat to his leadership of the Templar Order, though Sibyl has let him retain command to focus on its primary directive in the GUAL: detecting and recruiting potential applicants.
Malthael, Unholy Opposer of Free Will (Archangel of Wisdom (formerly), The, Silent Angel, Angel of Death, Architect of the Eternal Conflict, The Guardian, The Reaper, Reaper of Souls).
- Greater God (Borderline Overdeity fter absorbing the Prime Evil and mankinds souls)

- Alignment: Lawful Evil (Formerly Lawful Neutral)
- Loyalty to YHVH: Unyielding. Malthael agrees readily with YHVH and opposes the rest of his brethren as a result. Though the methods differ, both seek to ensure order has eternal victory over chaos.
- Threat Level to the Alliances: Very High. His ability to absorb human souls means most humans in the pantheon are at his mercy should he strike, and he eventually consumes the soul permanently if they reside in him long enough.
Satan, Divine Representation Of Demons Serving Heaven's Cause (God's Judge, Mr. Suzuki, Zayin, Dredalus, Merkabah: God's Chariot: Merkabah, Gabby, Four Archangels, God's Scapegoat: Lucifer, Hikaru, God's Arbiter, Primal Angel)

- Loyalty to YHVH: Very High. He will normally follow his master's will without question. Still, "God's Judge" is twofold, and he was created to judge EVERYTHING...
- Threat Level to the Alliance: High. He was created with the express purpose of delivering judgment to all - Overdeities are not exempt.

- Loyalty to YHVH: Very High. They agree on manipulating the masses with false senses of freedom is the best way to go and decided to join YHVH on delivering such a world.
- Threat Level to the Alliances: High. Not so much anymore because they relied on their elusiveness but they can still Xanatos Speed Chess as much as they want.

- Alignment: Lawful Good in his own mind (essentially because he follows his master's commands), Lawful Evil to anyone that does not follow him
- Reason For Joining: His undying loyalty to his master, YHVH.
- Loyalty to YHVH: Absolute. Unquestionable. He couldn't be more dedicated to YHVH if he tried.
- Threat Level to the Alliances: Moderate. Metatron is referred to as the Lesser YHVH, and has enough power to back it up.
