Agastia

    Company Overall 
  • Anti-Villain: Both the individuals and the organization as a whole are this. The only truly villainous things about them is that they want to Take Over the World and want to defeat the heroes that oppose them. Aside from that, all of them are Affably Evil at worst and most of them are pretty much just ordinary individuals that so happen to work for an evil organization.
  • Asskicking Leads to Leadership: If you want to go higher on the hierarchy, you have to be as strong as the higher-ups. Akashic is the Supreme Leader mostly because she's the strongest member.
  • Benevolent Boss: All the executives, as strict as they may be, value their employees, care for their wellbeing and are even open to feedback. Most of them even have friendly relationships with them, and will even hang out with them on off-days.
  • Equal-Opportunity Evil: Most of the top-executives are monsters from various races, but the majority of the organization is composed of human workers. The Supreme Leader is, in fact, a preteen human girl.
  • Even Evil Has Standards:
    • They only go after the heroes that oppose them, such as Blader. As such, civilians are never to be harmed.
    • Unlike Black Lore, the superiors care about their subordinates and give them paid time off.
    • When they find out that the chocolate monster they created could have metal fragments in it, they quickly shut the whole project off in order not to harm the public.
  • Foil: Agastia and Black Lore are this to each other. Agastia gives their employees paid time off, encourages feeddback from all levels, and have a pretty strict moral code. Black Lore, by contrast, is a Black Company, through and through.
  • Minion with an F in Evil: a lot of the characters who work here are evil only In Name Only- or Informed Attribute-sense. They're good people who just happen to work for a company who wants to take over the world.
  • Sliding Scale of Anthropomorphism: Members of the company cover multiple levels of this scale.

Executives

    Akashic 
The Supreme Leader of Agasttia.

  • Affably Evil: Besides the fact that she's the leader of an evil organization aiming to assume control over the world, she's just an upbeat and cheerful kid that just wants to have fun.
  • Asskicking Leads to Leadership: As Agastia follows this trope to determine someone's position in the hierarchy, Akashic is the Supreme Leader mostly for the fact that she's the strongest.
  • Badass Adorable: Who could have guessed that such young and adorable child is not only the head of an evil organization, but its strongest member?
  • Benevolent Boss: While she can a bit bratty and demand that all monsters created to be cute, she has a very friendly relationship with her employees. She will even step up if any of them are in need of aid.
  • Hidden Depths:
    • She takes matters concerning Valentine very seriously and even teaches both Kuroitsu and Wolf Bete how to do it.
    • There are a couple of moments that imply that she's not as naive as she appears to be. She quickly figured out, during the beach episode, that both Wolf Bete and Cannon were trying their best to impress someone else (Kuroitsu and Hydra specifically), and she can act professional while talking with other companies, such as Zet Arc.
  • Pint-Sized Powerhouse: Physically she's a little girl in her early teens. However, she's strong enough to turn a monster into chunks of meat and even cut the sea in half with a single swing of her arm.

    Megistus 
The terrifying Chief of Staff of Agastia, and the direct superior to the Monster Development Department. He often handles the day-to-day tasks for most of Agastia, and isn't afraid to stand up to Akashic when necessary.

    Immortal Camula 
An immortal vampiress with pluripotent cells making up her entire body, allowing her to freely shapeshift.

    Arachne 
A spider-woman who dislikes leaving her lair until Camula or another manager makes her leave.

    Skylla 
A monster woman from Agastia whose body was reportedly used as the basis for Wolf Bete. She sees Wolf Bete as a sexy girl after finally meeting him, coercing him into a relationship while at the employee retreat.

    Warrior Jaguar 
A Jaguar manager of an Agastia base in the Saitama prefecture, prefers fighting to managing employees.

    Eldridge 
A young masked executive with an ability called the "Philadelphia Plan."

Monster Development Department

    Tōka Kuroitsu 
The titular Miss Kuroitsu, the deputy head of the Monster Development Department under Doctor Sadamaki, forced to balance the sometimes contradictory demands of her superiors while designing monsters capable of defeating Blader and Agastia's other enemies. She's not shy about directing her monsters in the field, though strangely no one seems to notice her true identity outside of Agastia.

    Doctor Hajime Sadamaki 
The head of the Monster Development Department, a genius who sometimes pushes his responsibilities onto Kuroitsu. Later revealed to be the brother of the man inside the Divine Swordsman Blader suit, though he is unaware of his true identity.

    Wolf Bete 
A young wolfman created by Kuroitsu and Sadamaki to be an opponent for Blader, but his body was abruptly changed to that of a girl at the last minute when Akashic demanded that Wolf Bete be built "cuter," giving him gender dysphoria. After surviving his initial encounter with Blader, Wolf Bete was later attached to the Monster Development Department as an assistant with Kuroitsu, though he still seeks to defeat Blader and earn the money and prestige to gain his ideal body.

  • Little Bit Beastly: a human body with wolf parts grafted on.
  • The Mind Is a Plaything of the Body: Averted. He never thinks of himself as female, never starts acting adult, etc.possible explanation

    Cannon Thunderbird 
A monster designed by committee. Originally designed as a giant mech with railguns and other powerful weapons, but over the course of development and meetings with other Agastia departments, the monster was scaled down until it was released as a large, talking, robotic bird with a visor and a separate pistol. The bird was quickly defeated by Blader in their first encounter, but Cannon was repaired and now works as a mascot character at Agastia's Leafland Amusement Park.

    Hydra 
A monster who was supposed to have 8 venom-spitting snake heads, but despite Kuroitsu's attempts to justify the expenses, Hydra was forcibly scaled down. It's current form is a girl with four extra snake-like heads who each have their own personalities and often bicker at each other.

    Melty 
A chocolate monster that Agastia planned to release for a Valentine's Day special attack on Blader, until Megistus heard that the chocolate used to make Melty was tainted with metal pieces. Melty was then shoved in a fridge until later, when non-tainted chocolate was used to remake her. However, outside of Valentine's Day, she acts as another assistant to the Monster Development Department.

Black Lore

A "black company" that forces its employees to exhaustion from overwork and doesn't pay them overtime, in contrast to Agastia.

Doctor Sadamaki's former colleague who tries to prove her superiority with her monsters for Black Lore.

    Elbucky 
Dr. Hoen's assistant, a catgirl monster who enjoys teasing Wolf Bete.

Death Staff Temp Agency

Anime-original faction, a contractor that supplies temporary mooks for evil societies who need help filling out their roster when fighting against their respective heroes.

    Heiki Matsuyama 
A foreman for the Agency who keeps convincing Karen and other underemployed people in Tokyo to travel around Japan, fighting for different evil overlords, building up a network of contacts.

    Karen Mizuki 
A young woman from a more rural Japanese town who moved to Tokyo to find gainful employment, and ends up constantly getting roped into the well-paying but painful temp jobs as an evil mook that Matsuyama sends her.

Heroes

    In General 
  • Henshin Hero: pretty much most of the heroes are these
  • Magical Girl: some of the heroes in the setting fall under this
  • Punch-Clock Hero: Just like villainy, heroism is essentially a job for people, with stuff like sponsorship deals and an income, and as such not all of them are really "heroic".
  • Sentai: some of the heroes in the setting fall under this

    Kenji Sadamaki 
A 24 year old part-time worker at a bento shop who secretly defends his Tokyo neighborhood from Agastia's monsters as the Divine Swordsman Blader. He is the brother of Doctor Sadamaki, and Miss Kuroitsu frequently visits his shop to pick up lunch for the workday, though neither side is aware of the other's alter-ego. He laments the fact that he is not an "official" sponsored hero (with the stable paycheck and benefits that would come with it) but is indirectly convinced by Kuroitsu to fight for the sake of justice.

Pilia Magia Duo

A pair of officially sponsored magical girls who fight against Agastia and other enemies while taking direction from their producer.

    Reo Shikishima / Magia Rose 
A junior highschool girl who is often hot-headed, rushing into dangerous situations without thinking.

    Yūto Higatani / Magia Zwart 
A junior highschool boy who becomes a girl when transforming into Magia Zwart, making Reo/Rose jealous of his transformed body.
