United States Marine Corps
The Player Character of Rising Sun. A US Marine who bears witness to the Attack on Pearl Harbor firsthand. He's later assigned to the Defense of the Philippines and later the Battle of Guadalcanal. Following his achievements in the latter battle, he gets transferred to the OSS.
- Heroic Mime: Like with most playable characters in the series. Lampshaded by Shima.Shima: Nothing to say? Then I shall pay a visit to my other American prisoner, and see if his tongue is as resistant as yours.
- Player Character: He is the person you'll be playing as.
- Rank Up: He's promoted to Sergeant during the game.
- Sergeant Rock: After being assigned to the OSS.
- Strong Family Resemblance: Harrison and Shima seem to point out how similar Joseph and Donnie looks.
Griffin's immediate superior during his time in the Marine Corps. He fights by Griffin's side from Pearl Harbor all the way to Guadalcanal.
- A Father to His Men: Implied that he was reluctant to give up Griffin, however he realized that the OSS needs him more.
- Expy: Of Sgt. Hartman, minus Hartman's malice.
- Put on a Bus: Last seen in "Pistol Pete Showdown" before Griffin was transfered to the OSS.
- Sergeant Rock: He's a tough-as-nails NCO, as shown in his Establishing Character Moment during the Pearl Harbor attack.
- Shotguns Are Just Better: His weapon of choice is a Winchester 1912.
- Distressed Dude: He was captured by the Japanese in the Philippines, and taken away personally by Shima at the end of the game.
- I Have Your Brother: He's captured and held as a POW by the Japanese.
- Never Found the Body: After the tank he was in was captured, he was presumed deceased.
- Strong Family Resemblance: Shima mentioned how Donny and Joseph both look alike, deducing that they're brothers.
A demolitions specialist that was stationed in the Philippines. He was rescued by Griffin and Clemens' Coastwatchers from a POW camp.
- Demolitions Expert: He is the one who sets up explosives to destroy the artillery pieces in "Pistol Pete Showdown"
- Heroic Sacrifice: When he was shot down by the Japanese near the end of the level. He tells Griffin to leave him behind as he plants a bomb to destroy the bridge. Cutting the Japanese off from the allies. One of the bonus objectives was to rescue him by helping him across the bridge.
Office of Strategic Service, CBI Theater
- British Stuffiness: Admits he's not good with the mushy farewells, yet was genuinely distraught over Tanaka's death.
- Big Damn Heroes: After your cover is blown in the Summit, he crashes down from the roof and flushed out the room of German officers while weilding a Sten machine-gun in each hand!
- Fiery Redhead: Has reddish-brown hair that can be seen with his beanie off.
- Elites Are More Glamorous: A member of the SOE, stationed in Singapore since 1932.
- Majorly Awesome: He had developed a reputation in Singapore for his covert operations, to the point that Japanese soldiers ask where Bromley is while interrogating POW's.
An American soldier of Japanese descent, who serves in the OSS as an undercover agent behind Japanese lines.
- Dressing as the Enemy: As part of his job of being The Mole, he does this regularly. Thanks to being of Japanese descent, he can slip into IJA and IJN uniforms without raising suspicion.
- Heroic Sacrifice: Had his throat slit while trying to free you. Courtesy of Shima.
- The Mole: Thanks to his Japanese lineage, he can easily infiltrate enemy strongholds with ease.
- Token Enemy Minority: He is a Nisei (A person born to a Japanese couple outside Japan), born in Hawaii. Sometimes he had to warn Griffin so that he wouldn't get shot by mistake.
- Big Good: Serves as one for Griffin after he joined the OSS.
- Mysterious Watcher: His appearances early in the game. Where he was observing Griffin for recruitment.
- Sunglasses at Night: Sports a pair of these and never takes them off.
Empire of Japan and Axis Powers
- Big Bad: He comes a little later in the game, but is the main villain after joining the OSS.
- Commanding Coolness: His ranking, though a villainous example.
- Dark Is Evil: Wears a dark-colored uniform, and is clearly supporting a militaristic regime.
- Four Eyes, Zero Soul: Wears a pair of glasses, similar to the ones Hedeki Tojo wore.
- Hero Killer: He's responsible for Tanaka's death late in the game.
- Karma Houdini: He is the only antagonist in the WW2-era who survived.
- Katanas Are Just Better: Wields a katana during the game.
- Nazi Gold: One of his trump cards in his Evil Plan is to use gold looted from Southeast Asia as a bribe to his accomplices in complying.
- Non-Action Big Bad: The only time he does take action directly is when he slits Tanaka's throat. Every other time, he has his men do the fighting for him.
- Purple Is Powerful: His naval uniform is a dark shade of violet.
A rogue Soviet who has defected to the Axis powers with a plot to overthrow Stalin.
- Beard of Evil: He is depicted with a reddish, unkempt beard.
- Les Collaborateurs: A General in the Red Army that has defected to the Axis powers with plans to hand Russia to the Japanese.
- Only in It for the Money: Shima said that he joined the Axis for a handsome reward.
- What Happened to the Mouse?: Despite being featured in Singapore Sling, he's not heard from again. His plot never came to fruition either.
A German officer that attended Shima's meeting. His uniform was stolen by Griffin.
- Goofy Print Underwear: A pair of heart trousers when he barges in the meeting to expose Griffin.
- Mugged for Disguise: Knocked unconscious in a car crash to retrieve his uniform.
- The Starscream: A German officer who's willing to help overthrow Hitler.
- What Happened to the Mouse?: He escaped unharmed after Bromley crashed the party.
Other Characters
- The Faceless: We never get to see her face.
- Ms. Exposition: Her role is to provide the player with an idea of what life was like in the US during World War II.
- Wrench Wench: Initially starts working in a munitions factory as a worker, but is eventually promoted to becoming a secretary as the war drags on.
A Scottish coastwatcher, and Griffin's guide in trekking through the jungles of Guadalcanal during "Pistol Pete Showdown".
- Brave Scot: Clemens was born in Aberdeen Scotland. And he's shown in the game helping Griffin save some American POWs and lead him to the enemy artillery pieces.
- Exclusive Enemy Equipment: He and his native coastwatchers use Lee-Enfield rifles, unusable to the player.
- Historical Domain Character: He's the only Real Life person depicted in the game.
