Those who inhabit the modest-but-comfortable boarding house at the intersection of Thrall Street and Dropped Stitch Alley.

    Horatia Chapman

Horatia Chapman

The protagonist's landlady. Generous, hardworking and devout.
  • Actual Pacifist: Her version of Christianity is stridently peaceful, reflected in one of Edward Hicks' 'Peacable Kingdom' paintings that she keeps on her wall.
  • Genius Loci: Is slowly becoming one, becoming magically connected to her boarding house and being able to control it more and more as the story progresses. She doesn't seem too concerned about it.
  • The Shut-In: Develops agoraphobia in the second half of the game, refusing to leave her boarding house anymore. The real reason is that she has developed a soul bond with her house, and thus can't leave it.

    Griz Smith

Lady Griselda 'Griz' Everly

One of the protagonist's fellow lodgers, who secures them a position as census-taker for the Ministry of Accounting and Recounting. See Fallen London for her appearance as the Efficient Commissioner.
  • Cloudcuckoolander's Minder: Half her job at the Ministry is helping Mr Pages understand how humans work and what it can and can't do with its role in government.
  • Internal Reformist: If she loses faith in the Masters, she'll keep working at the Ministry, trying to protect London and its citizens.
  • Mr. Smith: Having distanced herself from her family, she goes by 'Miss Smith'.
  • Shipper on Deck: Should you go the flirtatious route with Archie during the first scene, Griz will quickly excuse herself to give you two some privacy, "grinning like a madwoman."
  • Spirited Young Lady: She's the rebellious daughter of a society family, who has used the Fall as an opportunity to take up a political career that would previously have been closed off for her.

    Archie Reid

Archibald 'Archie' Reid

One of the protagonist's fellow lodgers, a Scottish medical student who has been treating the sick and injured after the Fall.
  • I Want My Beloved to Be Happy: Has had a crush on the player character since before the start of the game, but kept it to himself out of a respect for boundaries, in case you don't reciprocate.
  • My Beloved Smother: He loves and admires his mother, but he moved from Glasgow to London to have a little independence from her well-intentioned management.
  • Panacea: He's experimenting with Neathy medicine, trying to recreate the legendary panacea theriac. It seems to be working - David only dies after Archie runs out of the ingredients for theriac, and has to treat him with more conventional medicine.
  • Ret-Gone: He's what remains of Harjit's lover, Lucian, after the authorities tried to erase him from existence. Discovering this leaves him trying to figure out who he is and which of his memories are real.
  • When He Smiles: Is noted to not smile much. His Romance path notes that when he does, it lights up the room.

    Moss

Moss

A Clay Man who moves into the boarding house.
  • Servant Race: Like most Clay Men, he was created to serve the King with a Hundred Hearts. He considers himself a good and loyal servant, and is trying to work out whether being sent on a mission to London constitutes a reward or a punishment.

The Authorities

Representatives of Fallen London's religious and secular authorities.

    Mr Pages

Mr Pages

"If it is happy, it is not yet an ending"
A Master of the Bazaar and head of the Accounting and Recounting. See Fallen London for his mainline entry.
  • Malaproper: Overly fondttached to these, to the exampoint of insercluding them into the official census questions.

    Harjit Singh

Harjit Singh

A constable who has been looking after the local neighbourhood since the Fall.
  • Impoverished Patrician: His father was a courtier of the Sikh Empire. He's trapped in London, working as a lowly constable.
  • Present Absence: His lover, Lucian, went missing during the Fall. Harjit is torn whether to be worried or to take it personally.

    Vicar Withernwick

Theophilus Withernwick

The Vicar of St Alban's, the local parish church.

  • The Vicar: Before the Fall, he was known for being rather officious, annoying and ineffective.

    Reginald Birtwhistle

Reginald Birtwhistle

The Canon of Southwark. See Fallen London for his appearance as the Bishop of Southwark.

    May

May

A mysterious gentleman, resplendent in red and gold. See Fallen London for his mainline appearance as the Manager of the Royal Bethlehem Hotel.

The Landaus' Household

A well-to-do Sephardic Jewish family.

    David Landau

David Landau

A businessman, Rachel's brother and a patient of Archie.

  • Jewish and Nerdy: David spends a lot of his time reading, at the expense of his social life, and is enthusiastic about the scientific possibilities of the Neath.
  • Resurrective Immortality: Par for the course of living in Fallen London; David's uniqueness comes from being the first to come back.
  • Unwanted False Faith: Upon his resurrection, people begin treating him like a messiah, asking him to solve all their life problems, regarding him as a source of special mystical insight, etc—much to his great annoyance and distress, because he acquired no wisdom in the process of dying painfully, it just sucked and he wants some peace and quiet.

    Rachel Landau

Rachel Landau

An authoress, David's sister and a member of Milton's salon.

  • Rejection Affection: Rachel loves Milton, but Milton keeps warning her off. Her feelings are strong enough that she persists, and he feels enough attachment to her not to reject her entirely.
  • Write Who You Know: In-universe: Her characters and their scandals are based on her family, friends and acquaintances. Sometimes they're mortified; sometimes, they don't even notice.

    Phoebe Reilly

Phoebe Reilly

The Landau's housekeeper, the daughter of an Irish schoolmaster.

  • I Just Want to Be Loved: She had a lonely upbringing, and lives in a small household with her employers, who are separated from her by barriers of class. She feels the disconnect keenly, and longs for closer relationships with others.
  • Woman Scorned: Toyed with. She actually took David breaking off their affair quite well. It was his plans to return to the surface and leave her behind that set her off.

The Devils

    Milton

Milton

A patron of the arts, who has become close to Rachel Landau.

  • Death Seeker: His attempt at dying in the Fourth City was unsuccessful. Part of his willingness to testify for his role in David's death is out of a hope that his subsequent execution might stick.
  • Man of Wealth and Taste: A devil with a penchant for fine suits and the arts.

    Virginia

Virginia

A representative of the government of Hell. See Fallen London for her mainline entry.

The Shopkeepers

Merchants the protagonist can meet and trade with in Fallen London.

    Ferret

Ferret

A Menace Eradicator who buys and sells unlicensed goods on the side.

    Ivy FitzClaret

Ivy FitzClaret

A social-climbing seamstress and information dealer.

  • Friends with Benefits: With Ferret
  • Interfaith Smoothie: She has a knack for devising, adapting and combining rituals to create 'new traditions' - melding of church and pagan practices and inventions of her own to suit the needs of the Neath. Hallowmas and the Feast of the Exceptional Rose were apparently both partly of her design.
  • Punny Name: Her name is a triple pun on her being born out of wedlock - 'Ivy' is a plant that represents fidelity, and FitzClaret sounds like FitzClarence, a name for illegitimate descendants of the Dukes of Clarence, while literally meaning something like 'child of wine', as she was conceived during a drunken tryst.
  • Secret-Keeper: Takes Hallowmas confessions from London residents who need to get something off their chest.

The Amber Warrens

Those who live in the tentacular tunnels beneath the Fifth City.

    Barqujin

Barqujin

A woman from the Fourth City, who survived London's Fall in the Clay Warrens.

  • Control Freak: Does not take challenges to her authority with any measure of grace, or even politeness.
  • Not So Stoic: Despite her stonefaced nature, she'll crack a genuine laugh if you respond to her being over 400 years old by saying she doesn't look a day over 30.
  • Translator Buddy: She serves as Batachikhan's interpreter and guide in human affairs.

    Batachikhan

Batachikhan

A Rubbery Man, who wishes to make contact with London. See Fallen London for his appearance as the Tentacled Entrepreneur.

  • Skewed Priorities: Is more concerned with establishing his own shop than his mission of diplomacy between London and the Rubbery Men, much to Barqujin's irritation.
