The City of Bruma

     Adius Vilius

Voiced by: River Kanoff

The captain of the Bruma Guard.


  • No Good Deed Goes Unpunished: Trying to hide the recalcitrant Talos worshippers from the Thalmor gets him hauled off to Blue River Prison by the local justiciar.
  • Reasonable Authority Figure: Adius Villius is a patient, level-headed, polite, and overall friendly man who assists the player on quite a few of the Bruma related quests, and covertly helps with hiding Bruma's Talos worshippers from the local detachment of Thalmor agents despite it being illegal.
  • To Be Lawful or Good: He says that while his job may be to uphold the law, his priority is to keep the people of Bruma safe, and he's willing to do things like risk himself to hide a group of Talos-worshipers because it's the right thing to do, legal or not.

     Albecius Jucani

The ambitious patriarch of the Jucani clan in Bruma. He is married to Ruccia and has two children: Eddvia and Banus.


  • Small Name, Big Ego: He claims that his family is very influencial, but his wife says he's tooting his own horn a bit.
    Ruccia: He wishes we were influential, and the gods know he's trying his hardest to make it so. But, for now, we're just like any other moderately-wealthy family. We attend private parties and have fineries, but we're certainly not pulling the strings of the Elder Council, as much as Albecius wishes otherwise.
  • What the Hell, Hero?: If the player completes the quest involving Scruffy by giving the dog to Erlus, he will often greet the player by chewing them out for giving his son's dog away.

     Blind Balius

Blind Balius, an old Imperial citizen, is a refugee from Karthwasten who now lives in the slums just outside of Bruma's northern gate with his adopted grandson Leo, the local paperboy.


  • Blind Seer: He says that he can somehow sense that there's something special about the player character.
    "You know, I can...sense something about you. I'm no wizard, but... I can tell you're destined for great things."

     Botram the Hammer

An elderly retired warrior in Bruma, who now sells stories of his youth to passers-by.


  • Amazon Chaser: He joined the Companions when he was younger largely because he was infatuated with one of the members, who he describes as a beautiful battle-maiden clad in plate armor and with a massive claymore on her back. He ran into her again years after quitting the Companions, and later married her.
  • Guile Hero: Despite not being much of a fighter, he did manage to kill two groups of bandits and a giant with some clever thinking and a slightly ridiculous amount of luck.

    Desilus Carvain 
Voiced by: JT Decker

A far descendant of Narina Carvain, Desilus Carvain is the Count of Bruma. He recently ascended the throne and his relative youth and inexperience is often noted.


  • A Child Shall Lead Them: Downplayed. Desilus' exact age is not quite disclosed, but he is indicated to be somewhere on the cusp of twenty. He notes himself that his young age is used by his detractors to criticize him, but it only makes him more eager to prove his skill as a ruler.
  • First-Name Basis: Defied. Adius' dialogue implies that he is more used to call Desilus by his first name, but has recently been instructed to address him as Count Carvain. It is implied that it is an attempt from Desilus to make himself appear as a more serious and professional ruler.

    Eddvia Jucani

Eddvia Jucani is an Imperial blacksmith apprenticing for Hulgard, the owner of Northern Arms in Bruma. She is a member of the influential Jucani family and lives with her father Albecius, mother Ruccia and brother Banus.


  • Lame Pun Reaction: She can do this to herself in one of her greetings.
    Eddvia: This here's Hulgard's shop, the Northern Arms. He works the forge, I make the shop work. ...Bad pun, sorry.
  • Everyone Can See It: A conversation between her and the alchemist Ananril note  has Anaril state that Eddvia's infatuation with Hulgard is obvious to nearly everyone.
  • Marry for Love: Her parents are trying to set her up with a diplomat in the Imperial City, but she isn't interested.
    Eddvia: They say he's "charming and handsome and witty," but I know what they really mean. He's rich, and he's going to bring wealth to the family. Wealth and influence. But I don't want money, or power. I want someone I love."

     Galarynn

A budding mage who is hoping to be accepted into the Bruma Synod Conclave.


  • Healing Hands: When she meets the player she offers to heal any cuts or bruises they might have so she can practice her restoration magic.
  • Hidden Depths: It's implied that her claims of being a harmless healer are false. Investigating her house will reveal not only a staff of fireballs, but also the Thieves Guild shadowmark for "danger" carved next to the front door. Using console commands to check her skills will also show that she's considerably more skilled in Destruction and Illusion than in Restoration.
  • White Mage: How she presents herself. She claims to specialize in Restoration, but dislike Destruction.
    Galarynn: I like preserving life, not taking it.

    Harald Burdsson

Voiced by: River Kanoff

Harald Burdsson is a Nord citizen who runs a museum dedicated to the Champion of Cyrodiil, and will offer you a tour in return for an ever-increasing amount of gold. He claims to be descended from Burd, the captain of the Bruma guard in The Elder Scrolls IV: Oblivion.


  • Hero Worship: The man seems to be obsessed with the Champion of Cyrodiil. There are several interactions he can have with other NPCs which essentially boil down to him proselytizing at them about how amazing the Champion was.
    Harald: I am here to discuss with you the Champion of Cyrodiil, for it is the Champion who saved Cyrodiil and all Tamriel from the Oblivion Crisis!
  • Identical Grandson: Downplayed. While he is not a complete dead ringer for Burd from Oblivion, he does resemble him quite a bit.
  • Museum of Boredom: The so-called "Hall of the Champion," which he maintains, is a museum dedicated to the Champion of Cyrodiil, the Player Character of Oblivion. Said museum is nowhere as exciting as Burdsson tries to make it out to be. Amongst the things he has on display are the shackles from the Champion's cell in the Imperial Dungeon, the armor of a Bruma guard the Champion bumped into, and a handkerchief that he claims the Champion once blew their nose in.

    Leo

Leo, an Imperial child, is the local paper boy in Bruma, selling copies of the Black Horse Courier, the Niben Herald, and the Colovian Chronicle. A refugee from Skyrim, he lives in a shack in the slums just outside the northern gate with his adoptive grandfather, Blind Balius.


    Marcius Carvain 
Viscount Marcius Carvain is the younger brother of Desilus Carvain, the Count of Bruma. He is also an author of several travling guides.
  • Famed In-Story: Downplayed. Marcius is not exactly a celebrity, but he is the author of An Explorer's Guide to Skyrim, a book which can be encoutered in quite a few places in Skyrim. It also possible to find his sequel book, A Traveler's Guide to Bruma.

    Neremus

Neremus Agrecian is an Imperial priest who acts as the chief minister at the Cathedral of St. Martin in Bruma, assisted by his acolyte Harthir.


  • Exact Words: When you first enter Bruma, you can overhear two Thalmor agents are giving Neremus a hard time over the fact that he is worshipping and proselytizing about a descendant of Talos, believing that his behavior violates the ban the White-Gold Concordat has put on such activities. Neremus, in best Rules Lawyer style, spits back that the letter of the Concordat only forbids the worship of Tiber Septim, but Martin Septim is never mentioned at any point in said treatynote . The two Thalmor agents find themselves utterly unable to formulate a counter argument, and leave embarrassed, swearing to Neremus that he hasn't seen the last of them.

    Razzada the Resplendent

A Redguard wizard, Razzada is a charlatan enchanter who has been ripping off the denizens of Bruma.


  • Blatant Lies: Almost nothing he sells to the player work as he describes they will. His Scepter of Frosty Entombment, designed to "freeze foes in a block of ice", instead turns you into a chicken for a bit, and the Staff of Titan Summoning only conjures forth a burning bunny rabbit.
  • Exact Words: While most of his enchanted wares don't do anything close to what he claims they do, his Wooden Staff of Awesome Conflagration promises to "Summon a tremendous fiery inferno at your target location" and works as advertised... except the target is yourself.
  • Honest John's Dealership: A back-alley enchanter who clearly puts more effort into his sales pitches than his shoddy merchandise and hides behind a strict "No Refunds" policy whenever his dissatisfied customers come back to complain. A sidequest for him reveals that the citizens of Bruma have had similar frustrating experiences with his "enchantments".
  • Joke Item: All of his unique enchanted staves and the unique spell that is the only reward for doing his quest are all near-totally useless.
  • Not Completely Useless:
    • Since the player is immune to fall-damage while ragdolling, the Rod of Potency (which paralyzes its user) can be used by the player to safely and quickly descend cliffs.
    • An in-universe example, he sold Ila the Upright some "enchanted horse hay," the only thing magical about which was that it burst into flames at the slightest provocation. She managed to use it to get rid of some pests in the barn.
  • Power Perversion Potential: The intended purpose of the Rod of Potency isn't specified, but Razzada implies that its magic will somehow increase the user's performance in bed. It actually just paralyzes the user's entire body. Perhaps it was intended as a cure for impotence?
  • Sesquipedalian Loquaciousness: He's fond of using long and uncommon words, and even keeps a thesaurus on hand, to make himself appear more intelligent.
  • Ungrateful Bastard: He offers a quest to collect payment from some of his recalcitrant customers. When you return to him with the money, he will initially try to skimp off paying you your just reward. Even when pressed, the only reward he offers is a spell tome of "Cowardly Zombie Thrall," a completely useless spell that summons a zombie that refuses to fight or do anything else that might be productive.

    Renod Even-Toned

Renod Even-Toned is a talentless Nord bard who has been terrorizing the citizens of Bruma with his screeching.


  • Cringe Comedy: Most of the humor from his introductory appearance is from the embarrassingly bad performance he gives at the tavern, which continues on as everyone else only gawks at him.
  • Giftedly Bad: He refuses to even entertain the notion that he isn't the most skilled bard in all of Tamriel, even as every resident of Bruma loudly complains about how terrible he is.
  • The Hilarity of Hats: Renod wears the classic, but silly and dorky looking cone-formed Colovian fur helm, which previously was worn prominently by M'Aiq the Liar in Morrowind. Renod is quite fond of the thing and believes he is helping bringing it back into fashion, and gets really steamed if you call it a hat, as he insists it is a helmet.
  • Hollywood Tone-Deaf: He is an absurdly terrible bard. There is not a single resident of Bruma that doesn't desperately want him to shut up.
  • Ironic Name: Even-Toned. It's unclear if it's a family name and one of his ancestors was a skilled bard, or if he gave the name to himself.
  • Small Name, Big Ego: He sees himself as the Divines' gift to music. Everyone else sees him as an obnoxious idiot.
  • Suspiciously Specific Denial: Inverted. He is very insistent that he graduated from the Bard's College in Solitude, despite that claim coming across as somewhat dubious at best.

    Alavva

Alavva is an Imperial necromancer and the leader of the necromancer coven at Underpall Cave. She only appears during Undeath at Underpall when Cadius Venucius at the Bruma Synod Conclave will ask you to eliminate the necromancers.


  • Abusive Parents: Her father wasn't exactly the nicest man, which is a large part of why she usurped him.
  • Driven to Suicide: After you beat her, she asks you to kill her, believing that she has nothing to live for and deserves to die for the things she's done. You can try to spare her, but if you fail a persuasion check she just kills herself anyway.
  • Heel–Face Turn: If you spare her and convince her not to kill herself, she can turn her life around by either trying to start a new life in Bruma or Hammerfell, trying to put her magical talent to better use as a member of the Synod or College of Whispers, or turning herself in to the guards and serving her time in jail.
  • Long-Lost Relative: When you confront her, she reveals that she is the sister of Cadius Venucius. If you succeed on a persuasion check, you can potentially convince her to return to Bruma and reconcile with him.
  • Make It Look Like an Accident: The other necromancers at Underpall think her father simply fell ill, not knowing that Alavva was actually poisoning him.
  • Necromancer: A very talented one, and a leader of other necromancers.
  • Self-Made Orphan: She poisoned her father, the prior leader of the necromancers at Underpall, and raised his corpse as her zombie servant.

    Arnoth the Bright-Eyed

Arnoth the Bright-Eyed, a Bosmer, is the resident bard at Snowstone Rest. He is extremely bored by the lack of custom in the inn.


  • Shout-Out: He carries a unique ring called the Engraved Ring of Healing, a reference to an item of the same name in The Elder Scrolls III: Morrowind. That game's Engraved Ring of Healing was also carried by a bosmer who was located near the start of the game.

    Erlus Risula

The elderly proprietor of Snowstone Rest.


  • Talking to the Dead: If you complete his miscellaneous quest to gather flowers for his dog's grave, he'll go to the grave and say some heartfelt words.

    Surilaron

An Ayleid lich and former High Priest of Merid-Nundanote  in Rielle. He was recently awoken from death by an unknown power in the west and despises his undead state, an abomination to his creed.


  • Cold-Blooded Torture: The fate he promises to the player, both for trespassing on Rielle and so he has someone to take his anger out on.
    Surilaron: I will see that fire in your eyes extinguished upon my altar. You will be contorted. You will be warped. Your spirit will die long before your body. And it will be agonizing.
  • Death Seeker: Downplayed. He doesn't fight you with the intention of being killed, instead wanting both to punish you for trespassing in Rielle and to take his anger out on you, but he thanks you when you kill him.
  • Fantastic Racism: Being a member of a brutal, slaving, elf-supremacist empire, he considers humans fit only for servitude.
  • Fish out of Temporal Water: Since he's been dead for thousands of years, he doesn't know what Orcs and Dunmer are, since they didn't exist when he was alive. He even mistakes a Dunmer for a Chimer with a skin condition.
    • He will also call you a "Nede" if you are a human and assume that you are one of Alessia's followers, and that the slave revolt is ongoing.
  • Flunky Boss: He'll sometimes use Dread Zombie to raise one of the dead Synod researchers in his boss room. He can also use the Command Daedra spell to turn any minions conjured by the player over to his side.
  • Gameplay and Story Segregation: Despite his hatred for necromancy, he has the Dread Zombie spell, and will use it.
  • Glowing Eyelights of Undeath: His eyes are similar in appearance to the vanilla game's Draugr, glowing a pale blue.
  • Life Drain: He uses Absorb Health Cloak, a spell added by the mod that lets the caster absorb health from surrounding foes.
  • Magic Staff: He wields the unique Flamelight Spire, a staff that deals double damage to the undead.
  • Misplaced Retribution: He is furious to awaken to his current undead state, and though he knows the player is not responsible he still plans to take his anger out on them.
    Surilaron: The state in which I currently find myself does not befit a servant of Merid-Nunda. It is an atrocity. I am an abomination. You will suffer for it.
  • Our Liches Are Different: Different even compared to other Ayleid liches. He did not choose to become a lich, nor does he know how it happened. He simply woke up in undeath when the player trespassed in Rielle, only knowing that the cause of his current state is in a ruined city, far to the west.
  • Optional Boss: As of Beyond Skyrim: Bruma, there are no quests or rumors pointing you to the dungeon he is fought in.
  • You Are the Translated Foreign Word: If you ask him about the Ayleids.
    Surilaron: We were Baune. We were were mighty.
