[[spoiler: Being a RealityWarper literally empowered by God really helps when running a country.]] Unfortunately, it's all based around a CultOfPersonality dedicated to someone who in the past hasn't hesitated to [[spoiler: betray those closest to him and even subject one of his most devoted supporters to a horrifying rape in order to perpetuate his own power]]. There's also the fact that the city was founded [[spoiler: thanks to the efforts of a horde of demons, each of whom perpetrated [[DealWithTheDevil some horrible betrayal in exchange for power]], and whose bloodlust is only barely held in check.]] It may well be one of the most benevolent dictatorships in the history of fiction, but make no mistake that it ''is'' a dictatorship.

Not an example. Guts and Casca were clearly in love with each other for a whole year before they had sex. They had sex because they were in love, not the other way around.
