It's a glitch. Ever since the layout change pages can do that randomly. It was doing it really badly right after the site change. It has gotten better now, but it still is not completely fixed. I think there's a thread somewhere on the forum for requesting glitched locked pages be unlocked.
When and why was the page locked? It's not listed on the Locked Pages page, and I don't see any back-and-forth edit war over some contentious issue.
