Marilyn Flame and Ninja Riot aren't really villains per say. Everything they did was legally in the right. Chasing after Diancie using one Pokemon each is not illegal and they weren't using illegal capturing devices. Some legends in the games requires players to chase, harass, and capture.
Using Diancie to make diamonds for money isn't evil as the move Pay Day exists which makes actual money is legal.
Ash and his co. are interfering in standard Pokemon trainer trying to legally capture a legendary Pokemon.
