It's just referring to how the screen on the GBA version is zoomed in closer to Megaman/Bass compared to the SNES version - whoever added that example was just quoting Somecallmejohnny in his review of the game. To be fair, it's a pretty noticeable change that definitely makes the GBA version a step down from the original
I kinda disagree that the levels were made for Bass and not Mega Man. Just because they're easier with Bass doesn't mean they are crap with Rock himself.
Besides, Mega Man has an easier time with bosses.
