The point behind Tia's character was more or less explained in-unverse, in that she and her powers are meant to sow discord. The girl's a demon. Plus, she's a relatively new character who was introduced all of two chapters ago. So, of course, she isn't going to undergo any changes anytime soon.
To put that in perspective: Melissa's been around since the early days of Eerie Cuties, back when the comic was in color. But she didn't start getting development 'til well after she (along with Jacqui and Cerise) had been shipped off to Magick Chicks.
Lastly, Tia has had a healthy dose of comeuppance between Laura nearly causing her to fade from existence and Cessily's family making her do chores every time she loses to Neige and Sorbet. So she's hardly a Houdini or a "pet"
