I'm unsure, but it doesn't look like Konami intentionally decreased the quality of non-Asian DDR releases. Most of the examples seem to be cases of either localization the players didn't like or cost cutting.

That whole entry looks almost like complaining about the release. I wouldn't mind seeing that entry removed altogether.
