Should we make a note that this is mostly on 100cc and 150cc? I've played Mario Kart games on 50cc (Super Circuit, DS, 7) and there's very little cheating save for you getting targeted by a powerful item (Spiny Shell, Red Shell, Lightning) every now and again.
