I would suggest you bring the issue to the That One Boss cleanup thread and try to get support on your side, because the trope's qualifiers are not going to change with mere words here.
"They played us like a DAMN FIDDLE!" — Kazuhira Miller, Metal Gear Solid V: The Phantom Pain...Well, no one's responding one way or another there.
I do think your definition of Bonus Boss is too broad, and therefore your definition of That One Boss too strict, if you can't even make room for the DLC bosses, though. (Outside of Laurence, who does fit most conventional definitions.) No, you don't need to buy the DLC to finish the game, but you do need to beat Ludwig and the Orphan to finish the DLC.
And that's setting aside the separate but to my mind equally-shaky argument that any boss not necessary for game completion is a Bonus Boss by definition.
The problem with removing any and all Bonus Boss characters from these kinds of games is that, in general, large swathes of them are technically optional even if most players will encounter them in practice. I would prefer to err on the side of cataloging more content rather than less.
