I think it's an aversion of Easy Logistics. Maintaining an entire army is a massive resource drain, and transporting them takes time. A summoning stone allows you versatility and compact resource use—why maintain 1000 soldiers when 22 will do? Why bring 10 swordsmen and 10 snipers when you can summon the ones you need onto the field?
This is especially true in the summoner wars 'verse, since most of the factions have not been wealthy or well stocked for ages. Ret-Talus is such a threat because he has both a summoning stone and a large army.

Could someone explain why the Summoning Stones are so powerful? From what I understand, they don't let you create new soldiers, just summon soldiers from one place to another; so you still have to raise armies and have enough men to defend your territories and still go on the attack. All the Stones do is make moving troops a lot easier. Powerful, but not enough to "make armies obsolete."
