I feel this is a episode of character development. It's not great but it's there, Korra is being pushed, Mako is being pushed.

This just makes me think that Unalaq is really good at manipulating people to the point where he can't be touched.

Or.

This is just poor writing.

No. It's not poor writing, Mike and Bryan may fumble the ball a lot, but they're not terrible. They have a plan.
