Cluemaster is a failed game show host by the name of Arthur Brown who became a member of the Suicide Squad. This is likely a homage to that Chuck Barris hoax autobiography that got turned into a movie of the same name. Confessions Of A Dangerous Mind.
I think this is a stretch: firstly, these two aspects of Cluemaster's history were created separately (and I'm not sure were ever referenced in the same story), and secondly, he was only a member of the Suicide Squad for one issue. Chuck Dixon, I think, added the game show bit in 1992; Keith Giffin put him in a Suicide Squad team in 2001 that was basically Giffin's Injustice League and then killed them all immediately. And apart from the obligatory explanation that he wasn't really dead, I don't think his time in the Squad was ever mentioned again. I'm inclined to chalk this up as coincidence.
