I've seen this trope happen in real life in some form. Drug dealers will sometimes drive through slums of Buenos Aires and give free samples to children. Of course, since the intent here is to get future customers, the "aggressive" part is completely discarded.

Would an example from Darkspell fit here? In Deverry, brothel madams use opium addiction as part of their leash-weaving to rope girls in and keep them under their thumbs.
