Star Trek Deep Space Nine's Jem'Hadar should probably be added as an example. All of them can cloak, but they cannot attack while cloaked. Their ability to use stealth fits quite nicely with the Dominion's (their masters) Chessmaster trait. It's rare for a standard mook to be able to cloak at will, usually that's only a small subset of specialists, but the Jem'Hadar set quite a high bar for mookness, all of them are elite mooks (with some plot armour exceptions).
