I believe that is a case of Modesty Shorts if the tights only go to the knee, but that is just my opinion.

RE: Divided by a Common Language
In my dialect of American English, tights and pantyhose are synonyms. At least, that's what the younger ladies call them. My mom used to say "pantyhose," but she picked up my sister's usage of "tights."

I was about to ask - why the distinction, If "tights" and "pantyhose" are British and American English words for exactly the same thing? So those really thick winter things, sixty or eighty denier, are "tights" to Americans?
Male, early sixties, Cranky old fart, at least two decades behind. So you have been warned. Functionally illiterate in several languages.
Does it count if the tights only go to the knee, or is that more of a case of modesty shorts?
