Does Robert Moses count? On the one hand he did hold a handful of official titles, on the other he was never elected to anything and held far more powers than his titles would indicate.

This troper finds the description too vague to give a clear impression of the trope.
As the trope says, "This is Truth in Television, Older Than Feudalism, and much more common in Real Life than in fiction," and I see no reason to delete that statement or the Real Life folder.
However, this trope is also considered a "villain" trope, and this website frowns on making such moral judgments on real life examples.
Because of the merits of keeping the real life examples of this trope as is, I suggest striking this trope from the "Villain" and "Evil Counterpart" lists.
