I went ahead and made some changes to clarify and focus the trope. They should be reviewed.
What sets the Fugitive Arc apart? We already have The Chase. There are already tons of kidnapping, justice, and vengeance tropes about why somebody would want to capture/kill somebody. Looking over the examples, I think the key characteristic is that it's The Law/The Authorities who are doing the hunting.
